According to modern dictionaries, an Oligarch is;
  1. A member of an oligarchy, someone who is part of a small group that runs a country.

    In his influential 2011 book, "Oligarchy," Jeffrey A. Winters defines oligarchy as "the politics of wealth defense by materially endowed actors." In Winters' definition, the possession of massive wealth is the decisive factor in identifying oligarchs. But some oligarchs, according to Winters' analysis, do not directly govern the societies they inhabit; they thus can rule directly or through an intermediary.
    Throughout history, oligarchies have been tyrannical (relying on public obedience and/or oppression to exist) or relatively benign. Aristotle pioneered the use of the term as a synonym for rule by the rich,[4] for which the exact term is plutocracy. However, oligarchy is not always a rule by wealth, as oligarchs can simply be a privileged group, and do not have to be connected by bloodlines as in a monarchy.

Re-electionist Sen. Loren Legarda was one of 20 senators who had voted to convict impeached Chief Justice Renato Corona for not declaring his dollar accounts as well as his properties where he failed to state the acquisition cost in his Statement of Assets and Liabilities and net worth (SALn).
However, it appears, from photos and documents obtained by the Tribune yesterday that Legarda herself has not declared her condominium asset in Manhattan, New York City.
This has led Louis “Barok” Biraogo, a declared public interest advocate that Legarda may be as “guilty” as the impeached Chief Justice in not declaring all of her properties in her SALn.
Biraogo stated emphatically that: “I have all the documentary evidence. I have the smoking gun needed to prove that Legarda does not deserve to stay a minute longer as a senator of the land.”
He stressed that “Legarda should be ashamed to even be campaigning on the same stage as President Aquino under his daang-matuwid (straight path) platform.”
Biraogo claimed that Legarda has been concealing for five years her purchase on May 9, 2006 of a posh condominium unit in New York City. He bared that Legarda had paid in full and in cash the princely price of $700,000 or about P36 million in the exchange rate prevailing in 2006 to acquire the condo unit at #77 Park Avenue, which is a very expensive area in New York where the Rockefellers and Trumps also have properties.

For Legarda to have the ready cash of $700,000 or close to three quarters of a million dollars, it was also asked by others whether she had declared her dollar account in her SALns.
A Youtube video has been making the rounds of her posh condo and the many documents attesting to her ownership of the Manhattan condo, as well as copies of her SALns, where her acquisitions and her total assets failed to reflect either her condominium or her correct total assets.
Even her home in Urdaneta Village was not listed as part of her assets, even when it belongs to her, as she listed this down as a corporation known as Loren Legarda and Associates, where her relatives own one share each while she owns the rest.
Armed with Legarda’s SALns which the senator challenged anyone to secure as they are “public record,” Biraogo pointed out that Legarda hid from public scrutiny the condo unit she bought in 2006 by not declaring it in her SALns covering the years 2007 up to 2010.
“Lo and behold! It was only in her 2011 SALn that Legarda declared for the very first time her ownership of a property in America which she claimed she had acquired for P27,800,000. Let’s not forget that she filed her 2011 SALn at about the time when the impeachment trial of Corona was already at fever pitch,” said Biraogo.

Deathly afraid?
“What made Legarda declare a US property in her 2011 SALN? Was it because she became very, very afraid that she would be in the same boat as Corona – that her hidden condo unit at #77 Park Avenue would be found? Well, as it turns out, she has every reason to be deathly afraid,” said Biraogo.
Whether or not the US property referred to by Legarda in her 2011 SALn is the same as the one at #77 Park Avenue, Biraogo said Legarda, “like Corona before her, is already damaged goods” because the late declaration would not absolve her of what he calls the wrongdoing.
“She should consider withdrawing from the May elections because she will face removal like what happened to Corona. Despite her self-righteous stance during the trial of Corona, Legarda has every reason to be afraid, more afraid now that the truth has finally come out on her US property,” said Biraogo.
“What do we have in Senator Legarda now, a veritable Lady Corona? Well, I suggest she hire a good lawyer because she may be facing plunder raps and multiple counts of money laundering, as well as graft and corruption and perjury charges. She has to explain where she got the money to buy such an expensive property,” said Biraogo.
“Legarda’s declaration of a US property in her 2011 SALn was a pathetic attempt at cover-up because she, as a senator, should know better than most that the SALn law is very specific on the details that a SALn filer must input on the SALn form,” said Biraogo.
“With Legarda leaving blank in the SALn form the details that would have identified the location of that unspecified US property, as well as its current fair market value or if improvements had been done on it, she might as well have not declared it all.”

Huge increases
The pertinent laws governing SALns are strict that public officials must detail all of their assets and liabilities, including the acquisition and fair market value and the addresses of real properties, as well as their investments and bank deposits.
Biraogo noted the huge increase in Legarda’s net worth – from P45,545,565 in 2010 to P68,553,755 in 2011 ; and the big increase in her cash on hand in banks — from P180,000 in 2010 to P7,963,190 in 2011.
He stressed that huge increases in the net worth of public officials, if unsupported by commensurate sources of income, are automatically deemed to be ill-gotten wealth.
“Legarda paid $700,000 in 2006 for the unit at #77 Park Avenue or P35,980,000 at the exchange rate of P51.40-$1 at the time. If that’s the same unit referred to by Legarda in her 2011 SALn, then she undervalued it by claiming the acquisition cost to be just P27,800,000” said Biraogo.
“Using the peso-exchange rate in 2011 instead of the prevailing rate in 2006 may be another clue that Legarda was already frazzled, dazed and confused even, when she declared that acquisition cost of P27,800,000.”
Biraogo said that if Legarda admits that the unit at #77 Park Avenue was what was being referred to in her 2011 SALn, then the harder question for her to answer would be why was the property she bought in 2006 declared only in her 2011 SALn?”
Legarda and the majority of the senators last year ousted Corona from the Supreme Court after finding him guilty of mis- and non-declarations in his SALns of assets, including ownership of several condo units.

Same yardstick
Biraogo said that Legarda should suffer the same fate as Corona, adding that “sauce for the goose should also be sauce for the gander. “
“Senator Legarda should be measured with the same yardstick she used in convicting Corona for being untruthful in his SALn,” said Biraogo, who said he got interested in digging deep into Legarda’s SALn and properties when he learned that their alma mater, the University of the Philippines, would be honoring her as a top alumna.
Biraogo has figured in many national issues and celebrated court cases, starting in his sophomore law student year in UP Diliman when he sued then UP president Edgardo Angara all the way to the Supreme Court for increasing UP’s tuition and other fees by 350 percent.
In 1985, Biraogo challenged before the SC the constitutionality of the snap presidential election which triggered the 1986 People Power Revolt. He also contested in court the customs duties slapped on imported reading materials, pressuring then President Gloria Arroyo into ordering then Finance Secretary Margarito Teves to honor the Philippines’ being a signatory of Florence Treaty forbidding the slapping of customs duties on reading materials.

ABUSIVE AND PRESUMPTUOUS

THERE ARE REPORTS BEING RECEIVED BY THIS SITE THAT THE IMMIGRATION HEAD IS VERY ABUSIVE. ALLEGEDLY, HE HAS BEEN ISSUING ILLEGAL ORDERS, APPOINTING CONTRACTUALS AS IMMIGRATION OFFICERS, GIVING OUT HIGH OVERTIME RATES TO NON-PERFORMING CONTRACTUALS, ALLOWING CONTRACTUAL APPOINTEES TO MANAGE THE AIRPORT OFFICE. HE HAS EVEN ALLOWED NON-PLANTILLA PERSONNEL IN THE BUREAU TO SCREEN OUT FOREIGNERS ENTERING THE COUNTRY.

Do-nothing Noynoy

Noynoy the other day assured that come election day, there will be no brownouts in Mindanao.
Gee, that’s hardly reassuring to Mindanaoans, considering that they have been plagued by daily brownouts for sometime, and without Noynoy and his Palace boys doing anything about these brownouts at all.
In 2011, there was already issued a dire warning of the danger of more and more brownouts hitting Mindanao, and even Metro Manila.
The warnings have been repeated in 2012 of a power crisis in Mindanao in 2013, again there was inaction on the part of Noynoy.
Despite these early warnings, and with brownouts already greeting the people of Mindanao for some time, Noynoy and his administration failed to do anything at all.
One recalls that in some kind of Mindanao summit, when the problem of the continuous power crisis in Mindanao was the agenda, Noynoy said something to the effect that if Mindanaoans wanted power, they would have to pay for more expensive power rates, adding that Mindanao has been enjoying cheap power rates through hydroelectric power, and that this could no longer continue.
That was pretty unfeeling of him to say that, especially as the Mindanaoans — and for that matter, the entire Philippine population — were, and are still reeling from high prices and high taxes, not to mention less and less jobs, and more and more poverty under the Aquino III government.
What was noted, however, was that even as Noynoy threatened the Mindanaoans with higher power prices, he did nothing at all to resolve the ongoing power problem in that region.
Now the problem has escalated, and all Noynoy can guarantee is that on election day, no brownouts will occur.
His “instant” solution to the power crisis in Mindanao for election day is to use the dirty “diesel,” in replacement of the hydro power supply of electricity in Mindanao as an alternative to resolve the massive brownouts being experienced by hundreds of residents and industries in the southern region.
He even said the Department of Energy already has a solution to the power problem.
“Now, to solve the crisis in Mindanao, probably by tomorrow, Secretary Petilla will be presenting an immediate solution,” Noynoy was quoted as saying.
He repeated what he said a year or so back on cheap rates that cannot continue, saying that the electricity rate in Mindanao has been cheap for years because of its being hydro-based. The natural flow of water from the vast Maria Cristina falls is the major source of hydro-power that is distributed throughout Mindanao.
So why didn’t he move to face the power crisis in Mindanao head on then? There were 13 recommendations made by the Mindanao Power Summit in April last year, part of which was to accelerate the rehabilitation of all the Agus hydro plants not producing their designed capacity; accelerate the implementation of the Balo-i flood control project and rehabilitation of the Pulangui plant to produce at least 254 megawatts of cheap, renewable energy; accelerate the construction of renewable energy power plants instead of coal plants, as well as compel Power Sector Assets and Liabilities Management Corp.-National Power Corp. to deploy its power barges to Mindanao to take up the power shortfall while additional capacity is being created from renewable energy sources.
Noynoy’s solution again is for diesel power generators, which definitely will cause power rates to soar, which again would put more people in the poorhouse.
Noynoy appears to be as laidback as his mother in facing really big problems and crises. Cory was already warned for a long time about the looming power crisis in the mid-80s, but she and her administrators did nothing about it, the result of which was the daily 12-hour blackouts that took a toll on business, and eventually, relying on power generators, followed by the onerous Ramos independent power producer and public-private partnership, and we now have become the country that has the second highest, if not the highest, power rates.

He calls himself the leader of the country, yet he threw Filipinos to the Malaysian wolves instead of protecting them.
At least 12 followers of Sultan Kiram, all Filipinos, and all fighting for what belongs to the Philippines, were massacred by the Malaysian police in Sabah, and there was Noynoy, taking Malaysia’s side, getting all his information and policy direction from Malaysia, instead of taking the side of the Filipinos who were more than willing to die for their cause, which was the recognition from Malaysia that the Phlippines, not even the Sultan, own Sabah, and had every right to be there.
But from the start, there went Noynoy and his aides, debunking the Sabah claim, saying that there was no proof at all that Sabah belongs to the sultanate of Sulu or the Philippines, despite the fact that to this day, Malaysia pays the sultanate rental fees. What more proof is there of ownership than the fact that Malaysia pays yearly rentals?
Even our laws have a claim on Sabah, yet there was Noynoy, threatening to have the sultan and his men charged and arrested, conjuring up some kind of sabotage, and demanding that they stop the standoff, and for the fighters to come home.
And even when the sultan said he was willing to dialog with Noynoy, this offer too, was brushed off, with Noynoy saying that the sultan’s royal army in Sabah must first return, and then they can talk. And then what? Still charge them with some imaginary crime, when clearly, no crime was committed in the country by the sultan or his heirs, since the crime — if crime it was at all—occurred in Sabah, not in this country.
And even while the massacre of Filipinos was ongoing, there went Malacañang, claiming that there was no firefight, and that there was just a shot fired in the air.
Noynoy and the Palace have done nothing at all but mouth the Malaysian line.
They were obviously also getting all their information from Malaysia. Why not from the Philippine ambassador to Malaysia? He would have been the person who should have been giving the information, not for the DFA or Noynoy or his aides to be getting all that information from Malaysian authorities, who expectedly will be giving information that won’t be detrimental to them.
It was Malaysia that had claimed there were fighters who had already run to the sea, for safety, that the others have surrendered, which the Palace and the DFA also claimed, yet the country later finds out that the entire number of fighters, save for those who died and have been buried, according to Muslim rites, are still intact.
Why is Noynoy so subservient to Malaysia, to the point even of debunking the country’s rightful claim to Sabah, and worse, there was Noynoy, getting all his instructions from Malaysia.
And he believes that by giving the Muslim secessionists, MILF, its sub-state and eventually, its independence, Noynoy would be given the Nobel Peace Prize, when he is now known to the world as throwing his own people to the Malaysian wolves and has blood in his hands?
Because he did. He has bent over backwards for Malaysia too many times in the past. He could easily have staved off this stand-off. In fact, it is more probable that there would not have occurred such a standoff and massacre of Filipinos if he had, from the start, held a dialog with the sultan, who had even written him not just one letter, but two, both of which were certainly ignored and dismissed by Noynoy.
Filipino blood is in Noynoy’s hands. But blood seems to be following him, due to his indecisiveness in hours of crises.
The August 2010 massacre of the Hong Kong tourists in Manila would not have ended as such, had Noynoy not closeted himself in his room and moved to decide early.
But that would be asking too much of Noynoy, as he not only cannot  face crises frontally, but that he is also too much of a wimp, and takes on the policies of foreign governments.
We do not have a leader who protects the people. We have a wimp and a servant of foreign powers.

Two years ago, Manny Pangilinan won in a government bidding for the building, operation and transfer of the MRT System. However, sa inggit ng mga "Makati Boys" ni Pnoy, they pressured Noy's government to declare an anomaly in the bidding process, thereby declaring a failure of BIDDING. 

What happened?
Manny Pangilinan offerred the best deal during the time (advantageous to the government), but ginulo nila ang processo para makapasok mga KAIBIGAN ni Pnoy.

Siyempre gusto ng mga "elite friends" ni Pnoy na sila makakuha ng project na ito. Eh di ano pa kundi basahin niyo nalang ang nasa ibaba:



Finance clears MRT 7 deal with San Miguel

The Finance Department endorsed the revised contract between the government and San Miguel Corp. for the long-delayed Metro Rail Transit Line 7 project.

Transportation Undersecretary Jose Perpetuo Lotilla told reporters the Finance Department cleared the improved concession contract submitted by the proponent.

“The DoF has approved the project’s implementation. So, hoping they [the government and the proponent] signed the contract, the DoF will then issue a performance undertaking and it’s a go,” Lotilla told reporters at the sidelines of the Tribuna España-Filipinas forum.

He said the implementing guidelines of the project were also approved.

“After that, it will go to [National Economic and Development Authority-ICC] and goes back to the DoF for issuance of performance undertaking,” Lotilla said.

The Finance Department in July last year asked San Miguel to seek the approval of the Neda again, after the company failed to have financial closure for the project within the target date of December 2010.

San Miguel and partner Universal LRT Corp. were scheduled to begin construction of MRT 7 in 2010, but failed to mobilize funds for the start of the construction.

San Miguel acquired the right to construct and operate the 22-kilometer rail project from North Ave. in Quezon City to San Jose del Monte City in Bulacan, after it executed a deal to buy 51 percent of Universal LRT, the original proponent.

The diversified conglomerate, however, failed to secure a financial closure for the project, or the guarantee from equity holders or debt financier to provide or mobilize funding, within schedule.

Universal LRT earlier said $320 million of the project’s cost would be financed by equity and the remaining $900 million to $1 billion by borrowings.

San Miguel, in a bid to gain more supporters, signed an agreement with Marubeni Corp. of Japan and DM Consunji Inc. in 2012 to build the rail project. San Miguel also obtained a 25-year concession.

The project involves the construction of a 22-kilometer train line with 14 stations from the corner of North Avenue and Epifanio de los Santos Avenue in Quezon City to San Jose del Monte City in Bulacan.

It will be linked with the MRT Line 3 and the Light Rail Transit Line 1 through a common station in North Avenue.

San Miguel will also build a 22-kilometer, six-lane highway to Bulacan.

It earlier awarded the contract for the engineering, procurement, construction and commissioning of the MRT-7 project to the Marubeni-DMCI consortium.

The mass transit project is envisioned to carry two million passengers in Metro Manila and Bulacan.  It will traverse the stretch of Commonwealth Ave., known as the widest road in the country.

The project also involves the development of commercial establishments in San Jose del Monte City.
