IT was embarrassing to listen to President Aquino badmouth members of his own economic team last week simply because they reported that poverty had remained unchanged since 2006.
The statistics, released every three years by the National Statistical Coordination Board, showed that 28 out of 100 Filipinos still lived in poverty as of 2012, much as they did in 2006. While the numbers were reported without comment, they clearly suggested what Mr. Aquino was loathe to admit. Nothing he did in his first two years in office put a dent in the war on poverty, and the billions he had squandered on his so-called 4Ps program, a straight dole to the “poorest of the poor” families, had accomplished nothing that was statistically significant.
On this basis, the President called into question the veracity of the statistics and even the motives of the bureaucrats in his government that collated them. Pointing to an unrelated statistical error that was reported by a completely different agency of government, he cast doubts on the NSCB for sharing an inconvenient truth with the public.
The behavior is sadly typical of an administration that has mastered the art of cherry-picking figures that put it in a good light and dismissing or even discrediting data that lifts the curtain on its failures. The offshoot of this practice is that it leads to a false sense of accomplishment and provides a poor basis for sound policy making.
For the last three years, we have had to listen to Mr. Aquino blame his predecessor for all the country’s woes, and paint a rosy picture of change under his administration in his annual State of the Nation Address. But we now know from experience that what Mr. Aquino says often bears little resemblance to the unadorned truth.
Last year, for example, he boasted that disaster response under his administration was so good that “relief goods are ready even before a storm arrives.” It isn’t farfetched to believe that Mr. Aquino’s complacency and confidence contributed to the social disaster that followed in Davao, where starving farmers, victims of a powerful typhoon, stormed a government warehouse in February after the Department of Social Welfare and Development had failed to keep its promise to distribute sacks of rice to them to stave off hunger. Confronted with her failure to do her job, the Cabinet member responsible simply turned the tables on the typhoon victims, calling them “agitators” and threatening to charge them in court.
In the same State of the Nation Address last year, the President boasted that the agrarian reform program that his mother had begun during her term would finally see fruition under his guidance. The inconvenient truth: one full year after the Supreme Court ordered Mr. Aquino’s family to distribute its Hacienda Luisita sugar estate to tenant farmers, not a single square meter of farmland has changed hands.
Mr. Aquino’s love of the positive also colors his relationship with the press, whom he has constantly chided to focus on good news and to “avoid negativism” – which is fast becoming an administration mantra.
United States President Barack Obama, whom Mr. Aquino likes to style himself after, offered a contrasting view at a recent dinner for the press. “My job is to be the president, your job is to keep me humble,” he told the roomful of journalists.
On the other hand, Mr. Aquino insists that the role of media is to make him look good, whether he deserves it or not.

COWARD & TRAITOR



He calls himself the leader of the country, yet he threw Filipinos to the Malaysian wolves instead of protecting them.
At least 12 followers of Sultan Kiram, all Filipinos, and all fighting for what belongs to the Philippines, were massacred by the Malaysian police in Sabah, and there was Noynoy, taking Malaysia’s side, getting all his information and policy direction from Malaysia, instead of taking the side of the Filipinos who were more than willing to die for their cause, which was the recognition from Malaysia that the Phlippines, not even the Sultan, own Sabah, and had every right to be there.
But from the start, there went Noynoy and his aides, debunking the Sabah claim, saying that there was no proof at all that Sabah belongs to the sultanate of Sulu or the Philippines, despite the fact that to this day, Malaysia pays the sultanate rental fees. What more proof is there of ownership than the fact that Malaysia pays yearly rentals?
Even our laws have a claim on Sabah, yet there was Noynoy, threatening to have the sultan and his men charged and arrested, conjuring up some kind of sabotage, and demanding that they stop the standoff, and for the fighters to come home.
And even when the sultan said he was willing to dialog with Noynoy, this offer too, was brushed off, with Noynoy saying that the sultan’s royal army in Sabah must first return, and then they can talk. And then what? Still charge them with some imaginary crime, when clearly, no crime was committed in the country by the sultan or his heirs, since the crime — if crime it was at all—occurred in Sabah, not in this country.
And even while the massacre of Filipinos was ongoing, there went Malacañang, claiming that there was no firefight, and that there was just a shot fired in the air.
Noynoy and the Palace have done nothing at all but mouth the Malaysian line.
They were obviously also getting all their information from Malaysia. Why not from the Philippine ambassador to Malaysia? He would have been the person who should have been giving the information, not for the DFA or Noynoy or his aides to be getting all that information from Malaysian authorities, who expectedly will be giving information that won’t be detrimental to them.
It was Malaysia that had claimed there were fighters who had already run to the sea, for safety, that the others have surrendered, which the Palace and the DFA also claimed, yet the country later finds out that the entire number of fighters, save for those who died and have been buried, according to Muslim rites, are still intact.
Why is Noynoy so subservient to Malaysia, to the point even of debunking the country’s rightful claim to Sabah, and worse, there was Noynoy, getting all his instructions from Malaysia.
And he believes that by giving the Muslim secessionists, MILF, its sub-state and eventually, its independence, Noynoy would be given the Nobel Peace Prize, when he is now known to the world as throwing his own people to the Malaysian wolves and has blood in his hands?
Because he did. He has bent over backwards for Malaysia too many times in the past. He could easily have staved off this stand-off. In fact, it is more probable that there would not have occurred such a standoff and massacre of Filipinos if he had, from the start, held a dialog with the sultan, who had even written him not just one letter, but two, both of which were certainly ignored and dismissed by Noynoy.
Filipino blood is in Noynoy’s hands. But blood seems to be following him, due to his indecisiveness in hours of crises.
The August 2010 massacre of the Hong Kong tourists in Manila would not have ended as such, had Noynoy not closeted himself in his room and moved to decide early.
But that would be asking too much of Noynoy, as he not only cannot  face crises frontally, but that he is also too much of a wimp, and takes on the policies of foreign governments.
We do not have a leader who protects the people. We have a wimp and a servant of foreign powers.

Si Gutierrez, na ang item ay isang security guard ngunit umaaktong Immigration Officer ang nagtatak ng pasaporte ng magkapatid na Reyes nang sila ay tumakas papuntang Vietnam noong Marso 19, 2012 lulan ng Cebu Pacific flight 5J 751.

Samantalang si Udarbe naman, na isang Acting Immigration Officer I ang umalalay sa magkapatid mula sa arrival area ng NAIA Terminal 3 hanggang makarating ang mga ito sa departure area at boarding gate ng Cebu Pacific. Nabatid na hindi dumaan sa tamang proseso ang magkapatid na Reyes.

“If you do not know these things happened, then two things can happen. It’s either you’re grossly incompetent for the job, or you’re part of the job. Either way, you have no business continuing service there. You have to resign,” ani Chavez.

Nanawagan din si Chavez ng Congressional inquiry sa nangyaring eskandalo. “Where have you seen a security guard vested with the power of an immigration officer that can deny or approve the departure of a passenger?” pahayag ni Chavez.

Samantala, sasampahan din ng kaso si Atty. Hermie Aban, ang lawyer ng Reyes brothers dahil sa partipasyon nito sa pagtakas ng kanyang mga kliyente.

AN ACT TO CONTROL AND REGULATE THE IMMIGRATION OF ALIENS INTO THE PHILIPPINES
TITLE OF ACT
Section 1. This Act shall be known as “The Philippine Immigration Act of 1940.”
BUREAU OF IMMIGRATION
Section 2. Officials. – A Bureau of Immigration is established under a Commissioner of Immigration, who shall have two assistants, a First Deputy Commissioner of Immigration and a Second Deputy Commissioner of Immigration. For administrative purposes, the Bureau of Immigration shall be under the supervision and control of the Department of Labor or of any other executive department which the President may subsequently determine.
COMMISSIONER OF IMMIGRATION
Section 3. Appointment; term of office; compensation. – The Commissioner of Immigration shall be appointed by the President, with the consent of the Commission on Appointments of the National Assembly, and shall hold office at the pleasure of the President. He shall receive compensation at the rate of ten thousand pesos per annum. Administrative head powers as such – He shall be the administrative head of the Bureau of Immigration and shall possess the powers generally conferred upon bureau chiefs. He shall have charge of the administration of all laws relating to the immigration of aliens into the Philippines and shall have the immediate control, direction and supervision of all officers, clerks, and employees of the Bureau of Immigration. He shall issue, subject to the approval of the Department Head, such rules and regulations and prescribe such forms of bond, reports, and other papers, and shall issue from time to time such instructions, not inconsistent with law, as he shall deem best calculated to carry out the provisions of the immigration laws. He shall submit a report to the President, in writing, of the transactions of his office, annually or oftener as the President may require.
DEPUTY COMMISSIONERS OF IMMIGRATION
Section 4. (a) Appointment; term of office; compensation. – The two Deputy Commissioners 9 shall be appointed by the President, with the consent of the Commission on Appointments of the National Assembly, 10 and they shall hold office at the pleasure of the President. The First Deputy Commissioner 11 shall receive compensation at the rate of nine thousand pesos per annum and the Second Deputy Commissioner shall receive compensation at the rate of eight thousand four hundred pesos 13 per annum. During the absence or disability of the Commissioner, the First Deputy Commissioner 14 shall act as Commissioner, and during the absence or disability of both the Commissioner and the First Deputy Commissioner, 15 the Second Deputy Commissioner 16 shall act as Commissioner, and the Deputy Commissioner 17 who shall so act as Commissioner shall perform the duties of the latter in addition to his own duties.
(b) No person shall be appointed Commissioner or Deputy Commissioner 18 unless he be a natural-born citizen of the Philippines and is at least thirty years of age.

(b) Whenever he shall deem it necessary, the Commissioner of Immigration may appoint, with the consent of the proper Department Head, any qualified employee of the Government to serve as Acting Immigrant Inspector 22 Acting Immigrant Inspectors 23 shall have the same powers and authority as Immigrant Inspectors. 24
Section 6. Powers of Immigration Officer. – The examination of aliens concerning their right to enter or remain in the Philippines shall be performed by Immigrant Inspectors 25 with the advice of medical authorities in appropriate cases. Immigrant Inspectors 26 are authorized to exclude any alien not properly documented as required by this Act, admit any alien complying with the applicable provisions of the immigration laws and to enforce the immigration laws and regulations prescribed thereunder. Immigrant Inspectors 27 are also empowered to administer oaths, to take and consider evidence concerning the right of any alien to enter or reside in the Philippines, and to go aboard and search for aliens on any vessel or other conveyance in which they believe aliens are being brought into the Philippines. Immigrant Inspectors 28 shall have the power to arrest, without warrant, any alien who in their presence or view is entering or is still in the course of entering the Philippines in violation of immigration laws or regulations prescribed thereunder. 29
OTHER EMPLOYEES
Section 7. Appointment and Salary. – All other employees of the Bureau of Immigration 30 except as otherwise provided in this Act shall be appointed by the Head of Department, upon the recommendation of the Commissioner of Immigration, in accordance with civil service rules and regulations, and they shall receive such salaries as may be assigned to them conformably to the provisions of Commonwealth Act Numbered Four hundred and two. 31
ASSIGNMENT OF IMMIGRATION EMPLOYEES TO OVERTIME. WORK
Section 7-A. Immigration employees may be assigned by the Commissioner of Immigration to do overtime work at rates fixed by him when the service rendered is to be paid for by shipping companies and airlines or other persons served. 32
