PhilHealth officials, workers get P1.44B in bonuses despite huge shortfall — CoA

  • Written by
  • Tuesday, 15 October 2013 00:00
Despite posting a P3.8 billion shortfall in its reserve fund requirement in 2012, officials and employees of the Philippine Health Insurance Corp. (PhilHealth) took home fat paychecks with 22 different bonuses and allowances totaling P1.448 billion.
A report released by the Commission on Audit (CoA) last Oct. 10 stated this which also disallowed all the said bonuses “for lack of legal basis.”
The government auditors said in its report the PhilHealth management has ignored repeated warnings to stop paying its personnel unauthorized stipends based on mere resolutions passed by its Board of Directors.
According to CoA, they have issued notices of disallowance and denial of consolidated appeal of PhilHealth management by the cluster director of Corporate Government Sector (CGS-CoA), management continuously granted the benefits and allowances without obtaining the required approval of the Office of the President.
The fat pay checks of officials and employees included productivity incentive allowance/bonus worth P272.006 million; anniversary bonus, P33.4 million; rice benefit, P106.27 million; educational allowance, P278.89 million; Christmas package, P234.05 million; nominal gift, P10,000; shuttle service assistance, P134.53 million; labor management relation gratuity, P156.92 million; birthday gift, P39 million; medical and mission critical allowance, P23.33 million; corporate transition and achievement premium/grocery allowance, P104.4 million; representation expenses, P32.5 million; and rewards and other claims, P24.74 million.
Likewise, even contractors of the agency were granted “special events gift,” P743,500; project completion benefit, P1,705; gratuity/Christmas package P1.46 million; sustenance gift/rice allowance, P788,400; recognition gift P1.1 million; efficiency/productivity gift, P735,540; alleviation gift, P1.9 million; transportation assistance, P925,748; and medical and mission critical allowance, P68,681.
Not only the top level officials took home the perks because the same incentives were given the same although there was already a warning about the questionable nature of extra-compensation.
“Regional management commented that they extended the benefits by order of the PhilHealth Head Office …(and) that unless there is an order coming from the commission proper denying their appeal, they would continue to grant the same,” auditors said.
But even as PhilHealth personnel took home fat paychecks, CoA reported that the agency posted a whopping P3.68 billion shortfall in “retained earnings (RE)” for 2012, hitting only P115.08 billion against the reserve fund requirement of P118.76 billion.
The CoA warned the viability and sustainability of the National Health Insurance Program is at risk due to the further decline in the RE balance.
The drop was attributed to health cost claims that went up to P12.24 billion last year compared to members’ premium contributions which increased by only P10.57 billion.
Likewise, personnel services and maintenance and other operating expenses went up by P410 million.

Jesuits (and The Vatican) Stole Philippine Gold Reserves at Central Bank

Bobby G. Limeta says the same thing is happening in America, but observers claim media and government are protecting the real enemy.

By Greg Szymanski

When it comes to nailing the real enemy in America, the suppression of speech and the free flow of information has become a joke. And while the fat cats are laughing, the country has become a caldron of confusion, hatred and deception, leaving most good men shaking their heads at all the two-faced, back-stabbing cowards in positions of governmental and media power. A 90-year-old reader former German from Blythe, California, who survived Stalin, Mussolini, Churchill, FDR and Hitler, put it well when he said: “I can’t even stomach listening or looking at Bush and his corrupt media friends. I felt the same way about Hitler and the same thing is happening here, but Americans are too fat and blind too care or see anything.”
So the search for America’s real enemy is deflected, side-tracked, derailed and stonewalled by the thousands of New World Order minions, protecting the big shots at the top. With that in mind, to fight the New World Order, the enemy from within must first be exposed. And according to many good patriots, most of them silenced by the corrupted media, a discussion of the real enemy within, including the Illuminati and Zionists, is totally outrageous and incomplete without including the Vatican and the Jesuit Order.
However, every once in a blue moon a courageous man comes forward who is unafraid of the powerful evil forces protecting the Vatican and Jesuits. And every once in awhile a man steps forward with solid information, helping to connect the dots and helping Americans wade through the crock of horse manure spread out on the air waves and in Washington. In this case, the man is historian Bobby G. Limeta of the Philippines, who has chronicled, studied and closely observed the Jesuit Order since 1990, saying:
“The Philippines was dilapidated, looted and now an impoverished nation because of the conspiracies made by some elite peoples, priests and nuns that are controlled by the Jesuits. Today, political crisis & intrigues, social agitations, street marches-protests-rallies, and rebellions are very common in the Republic of the Philippines. These arenas are the expertise of the Jesuit Order.”
Limeta, who closely monitors the nefarious activities of the so-called God-loving Society of Jesus in the Philippines, warns Americans if the Jesuits would have their dirty hands in destroying his country, they are doing the exact same thing in America. “I also said it many times on my written articles that no other entities in the world could parallel the diabolic works of the Jesuits,” said Limeta, adding Americans are also being conned, duped and sold down the river by the cunning and deceptive Jesuits, hiding behind the cloak of the clergy and their third party governmental and business counterparts in crime. So if the Jesuits and the Vatican are the spiritual controllers of the New World Order, why have they been given a free-ride in America to do whatever they want without even the slightest bit of attention?
Limeta and other researchers say they are protected by their third party governmental, business and media lackeys, allowing them to operate behind the scenes as the black robes of the clergy provide the perfect cover. In an effort to expose what Limeta calls the “evil Jesuits,” he provides 18 points of reference concerning how the Jesuits actively are destroying the Philippines, saying this gives more than an adequate reason to investigate their activities in America:
Here is Limeta’s list concerning The Republic of the Philippines of The Jesuit Order:
1.The two people power Edsa Revolution are the works of the Jesuits. Overthrew two presidents “Ferdinand Marcos & Joseph Estrada.
2.President Golria Macapagal Arroyo ‘GMA” is a Jesuit educated at the Jesuit owned Ateneo de Manila and Georgetown University (Fr. Edmund A. Walsh School Of Foreign Service).
3. GMA and Fr. Romeo Intengan (former Jesuit Provincial Superior In The Philippines) are sometimes having secret meetings at the Jesuit House in Quezon City, Manila.
4. Fr. Romeo Intengan is GMA’s spiritual and religious adviser.
5. GMA’s National Security Adviser Mr. Norberto Gonzales & Fr. Romeo Intengan are the founders of Partido Demokratiko Sosyalista Ng Pilipinas (PDSP) to combat Marcos regime.
6. The Jesuits introduced and brought the Theory of Liberation here in the Philippines. The same theology that havoc Nicaragua by the Sandinista Rebels. Because, of this Liberation Theology, there are now approximately 2,000 priest and nuns who are radicals and secretly supporting and associating themselves to the communist rebels in the Philippines. The same theology that resulted into the establishment of the Communist Party Of The Philippines – New Peoples Army (CPP-NPA) headed by Jose Maria Sison. Followed by the National Democratic Front (NDF) headed by Fr. Luis Jalandoni. Both these men are exiled in Netherlands.
7. Liberation Theology is being teach at the Jesuit owned Ateneo de Manila University under “Curriculum 141 Immersion Program”. The reason, many young students become very subversive against the Philippine government. This theology is the result of the creation of various anti-government militant organizations or groups “Communist Ideology.”
8. The Jesuits are the real master-minds of the terrorist movement known as the “Light A Fire Movement” during Marcos regime, as per confession by their former obedient follower named Mr. Ed Olaguer. Mr. Olaguer admitted that the Jesuits together with Mr. Norberto Gonzales are the people giving secret directives for planting bombs and arsons in various parts of the country during Marcos regime.
9. Another cohorts of the Jesuits is former president Cory Aquino who allowed Jesuit Fr. Joaquin Bernas to touched and amend our beloved 1987 Philippine constitution. Fr. Joaquin Bernas is Ateneo’s Constitutionalist.
10. The Jesuits are the educators of our past, recent and present leaders (Presidents, Senators, Congressman, Businessmen, Rich & Elite Families). Who are controlling thesideshow of Philippine politics and behind them are the Jesuits.
11. Ateneo de Manila University oversees government functions like Georgetown University. This university is the secret meeting place for political agendas where dark motives are planned.
12. Fr. Integan is member of the Transition Government Committee for the smooth transition of President Estrada for the new in-coming president of the republic “GMA”.
13. Both GMA and Norberto Gonzales are my pin-pointed Jesuit temporal co-adjutor.
14. Our Supreme Court Justices are members of the Knights Of Columbus. A Jesuit founded society. I call it “Philippine Supreme Court of the Knights Of Columbus by the Jesuit Order.
15. Two former senators and some in secret are members of the Jesuit’s arm “Opus Dei”.
16. OSS/CIA Agent Col. Severino Santa Romana a.k.a. Reverend Fr. Jose Antonio Diaz (Opus Dei) together with Atty. Ferdinand Marcos who become Philippine President and also one of their associate ex-priest Fr. Marcelino Tagle are the culprits in looting of Philippine gold out of the vaults of the Central Bank Of The Philippines.
17. Marcos friend Spanish-Filipino Mestizo Billionaire Don Enrique Zobel de Ayala, their idea to create a foundation for Marcos ill-gotten wealth. Who was the trustee, it was the Vatican Trust managed by Archbishop Bruno Torpiglianni (Papal Nuncio) and Fr. Alarcon of De La Salle University Jesuit Brothers.
18. Yesterday, former president Joseph Estrada strongly accused that his overthew legitimate government was done by conspiracy works of the following people. Fidel Ramos – former Philippine President Elite Businessmen Lopez & Ayala Rich Families. Some Military & Police Generals Jaime Cardinal Sin – the late Archbishop of Manila to include Cory Aquino and GMA’s husband, Miguel Arroyo.

Confession No. 11: According to Philippine Man, Jesuit And Vatican Have Pilfered Trillions In Gold Owed To The People
by Greg Szymanski, July 02, 2006
Last Updated: Sunday, July 02, 2006 01:59:34 PM
Freedom fighter connects the dots back to Rome, as Americans better wake-up before the same thing happens here like is going on in the Philippines.
Bobby Limeta of the Philippines feels alone, abandoned and frightened for his life in his fight to expose the corrupt Jesuit Order.
First and foremost, frightened for the safety of his family, he is considering a move to New Zealand, seeking safe haven from the persecution being dished out for his political views and exposure of Vatican corruption.
Limeta has previously contributed to these Sunday Confessions, shedding light on how the Jesuits are raping and pillaging the Philippines in hopes Americans wake up before the same thing happens here.
But now he comes forward in Confession No. 11 on the shores of Brushy Creek, telling about his personal experiences as well as sharing more shocking information about the Jesuits and their underhanded control of the Philippines.
What I will tell you now is a matter of life and death,? said Limeta.
My country has been for 485 years controlled by the Roman Catholic Church and of course the Jesuits are the masterminds. Our government is controlled by the Jesuits-Vatican and our country is one of their stronghold territories.Would you believe that our government’s secret operatives, controlled by the Jesuits-Vatican, can grab me inside my home using warrantless arrest and my family will never see me again, alive.
Is it bad or a sin to be a patriotic citizen of my beloved country? Is it bad or a sin to tell the truth and nothing but the truth?
You may ask me, why I’m angry to the Jesuits-Vatican (Roman Catholic hierarchy)? Well, what if I tell you that the Jesuits-Vatican of the Roman Catholic Church are the real thieves that looted the wealth of our nation.
It all started way back 1990 (16-years ago), I saw my countrymen become poorer and poorer, becoming innocent victims and betrayed. Only elite and rich families, influential politicians and show-biz personalities enjoy the good life. My country is dilapidated and now an impoverished nation. The poor are unable to get good medical care and treatment, for we do not have enough money. We the minority, middle-class and the poor also cannot get a high standard of education, simply because we don’t have money.
Simply, we are in debt to the World Bank & IMF loan system benefiting the rich. The interest alone is already killing millions of my countrymen, especially the poor. What World Bank and International Monetary Fund? These are owned by the Jesuits-Vatican !
Since 1990, I promised myself that I will find out the real culprits. It did not take me long to discover it was the Jesuits. Now below is what I’ve discovered and found out with supporting documents. Now, brace yourself as to what I’ve discovered and investigated that no politicians will even dare speak about it.
The Jesuits-Vatican initiated the Second 30 Years War (1914-1945). Yes, indeed our country was invaded and occupied by the Imperial Forces of Japan under Gen. Masaharu Homa. The Japanese Imperial forces had previously looted all the gold and treasures of the Far East, from China down to French Indo-China, from Singapore, Malaysia and finally bringing it to the Philippines when theJ apanese started losing the war against the Allies.
As the US forces with air and naval superiority cut-off the Philippines link-up to mainland Japan, Gen. Tomoyuki Yamashita and his senior officers buried the looted gold in various parts of our country. After the war, some Jesuit-controlled OSS Agents and senior officials who are members of Knights of Malta began searching for the gold.
They included Refv Fr. Joes Antonio Diaz, Opus Dei, alias COL. SEVERINO SANTA ROMANA (OSS Agents called him Santy for short) together with Gen. Edward Lansdale and coordinated by Wild Bill Donovan,? all confirmed Knights of Malta of the Catholic Secret Brotherhood secret alliance along with the help of NAZI war criminals Franz Von Papen, Gen. Reinhard Ghelen, Heinrich Himmler.
Rev. Father Diaz alias Col. Santy and Gen. Edward Lansdale without showing any mercy then killed the Hukbalahak rebels. Why? Because the territories held by the rebels are the exact locations where Yamashita’s gold was buried. Not only that, Rev. Father Diaz, alias Col. Santy and his cohorts OSS Agents even tortured the personal driver of Gen. Yamashita to confess and reveal where the gold was actually buried. Major Ferdinand Marcos, who became senator and president of the Republic, also knew about it.
That’s why Rev. Father Diaz alias Col. Santy hired Marcos as his lawyer to bring out the recovered Yamashita’s looted Asian gold. However, by 1949 our people had accumulated 600,000 metric tons of gold deposited inside the vault of the Central Bank. This 600,000 metric tons of gold was different from the Yamashita’s looted gold. Hence, my countrymen are proud of it and legally speaking it’s our property. For decency, my countrymen will not claim the Asia’s looted gold by the Japanese Imperial Forces. What we are claiming is our country’s own gold deposited inside the vaults of the Central Bank.
In short, Yamashita’s looted Asian gold and our very own gold deposited inside the vaults of the central bank was brought out of our country by Rev. Father Diaz and traitor Ferdinand Marcos. The gold then was mixed together and deposited in various Jesuit-controlled illegal bank accounts in Switzerland and other banks. The illegal Nugan-Hand Bank of Australia operated CIA formerly OSS controlled by the Jesuits-Vatican helped in transporting other gold to Australia and then diverted into other countries. The Jesuits know it and they are watching as Rev. Father Diaz is a member of Opus Dei, all bagmen of the Jesuit-Vatican. I also discovered that Michael Hand of the Nugan-Hand Bank is a CIA Agent! ?The most shocking revelation is this, when Marcos was still alive, he wrote a letter as his last will before he died that his looted wealth (our country?s wealth) will be entrusted to the Vatican Trust. His true color was revealed. Also former Catholic priest, Marcelino Tagle of Bataan said that Marcos always worked for the Vatican. Now, I see the whole scenario.
According to EJ & Doris J. Ekke documents revealing the hidden history of the gold the 400,000 metric tons of gold held in the vaults of the Central Bank would elevate the gold-based money supply in the Philippines to more than twice as much per person as the money supply in the U.S. and U.S. money is not backed by gold. If that much money, some 4 trillion dollars, were to be spent cleaning and fixing up the Philippines, think of what a paradise it would be.
The Roman Catholic Church disguisd as religion from God and preaching the gospel of Jesus Christ as well as the Catholic Church-Jesuits-Vatican are GREAT LIARS AND HYPROCRITES. They have betrayed my countrymen now living in despair and poverty because the Jesuits-Vatican-Roman Catholic Church illegally looted our country?s gold. Anyone of my countrymen who will dispute me, I’ll take on in a manly and civilized debate. Anyone who hates the truth is against our Lord Jesus Christ. Anyone of my countrymen that will dispute this hidden history of our country will become ignorant to reality. There?s no mystery in an open mind. Remember God is truth and we shall worship God in the spirit and truth. Jesus Christ said, and the truth shall set us free.
Therefore, I accuse the Jesuit-Vatican of the Roman Catholic Church as the mastermind, culprits and guilty entities for the looting of our country’s wealth. And I as a legal citizen of my country has the right to demand in behalf of my countrymen under the protection of our God given Constitution and Bill Of Rights demanding the Roman Catholic Church to return the gold they have illegally looted.
I admit I’m angry to the Catholic Church as I saw my poor countrymen living in despair. Why did the Catholic Church betray my countrymen and our country? They (Catholic Church) came into our country and my countrymen embraced them honestly and with respect.I have in my possession 15 sheets of original photocopied documents linking Rev. Fr. Jose Antonio Diaz (Opus Dei) alias Col. Santa Romana (OSS Agent), Gen. Edward Lansdale, Ferdinand E. Marcos, the late Archbishop Of Manila Jaime Cardinal Sin and Baron Arndt Krupp for the looting of various gold and of course our country’s very own gold. And you’ll be shocked that the shadows and footprints of the Jesuits-Vatican will be realized once and for all.? For more informative articles, go to www.arcticbeacon.co

WHY DAVAO CITY WAS BOMBED AND CONSEQUENTLY WARNED

Wednesday, September 11, 2013

DAVAO City Mayor Rodrigo Duterte on Monday blamed the Government of the Philippines (GPH) peace panel for its failure to include the Moro National Liberation Front (MNLF) in the peace pact with the Moro Islamic Liberation Front (MILF).
“Ang kaning mga taga Manila, mga bugok. Giingnan na nako sila nga do not enter into an agreement with the MILF, forgetting the MNLF (These Manila people – referring to the GPH – are stupid. I told them not to enter into an agreement with MILF and forget the agreement with MNLF). It should be done simultaneously,” Duterte said in his message during the program commending the 911 rescuers held in front of the City Hall on Monday, September 9.
Duterte said this was his “stern warning” given to the government peace panel who sought for his input regarding the peace process sometime ago.
He revealed that he received a call from an official from Malacañang regarding the peace process.
“I gave some but the warning that I stressed, ayaw pakig-areglo sa MILF, if you would just forget the MNLF kay wala pa na ma-perfect (don’t come up with an agreement with MILF because you have not yet perfected the implementation of the peace agreement with MNLF),” he said.
“Ayaw mo ug sulod diha kung dili pa sigurado (Don’t get into that if you’re not sure yet). You will have a problem with (Nur) Misuari,” the mayor quoted what he said to the peace panel.
He said it would be best for the government and the MNLF to go back to the drawing table.
“It’s better to talk for a thousand years than fight a day’s war and lose lives unnecessarily,” he said.
Duterte also said he finally got in touch with Misuari and appealed that tensions not spill over into Davao.
Duterte called for some leaders of the MNLF who are in the city to talk regarding the siege in Zamboanga City.

“I just expressed my concern about the ongoing conflict there because it has resulted into so much violence. Sabi ko kung pwede sana pag-usapan na lang,” Duterte said in an interview.
“I hope we can lessen violence activity. I am against violence whether initiated by government or by Nur,” he said.
Zamboanga City Mayor Isabelle Climaco-Salazar said at least six people died while 24 were wounded in Monday’s clash between government troops and alleged members of the MNLF.

The fighting occurred Monday after troops backed by tanks blocked the MNLF rebels -- armed with assault rifles and grenade launchers – from marching into the Zamboanga City Hall, where they plan to raise their flag to declare independence, said military spokesman Lt. Col. Ramon Zagala.
He said most of the rebels were boxed into a Muslim coastal slum called Rio Hondo. (Sun.Star Davao/Sunnex)

Angry power consumers in Cotabato barricade vs Lopez-owned geothermal plants
Posted by: DAVAO TODAY Posted date: May 09, 2013 In: Consumers, Headline | comment : 0 Comments and 0 Reactions

In May last year, power consumers in Cotabato province hold a big protest as they slammed the daily rotational brownouts despite the existence and operations of the Mt. Apo geothermal plants. (davaotoday.com file photo by Alex D. Lopez)

“This is a manifestation of the peoples’ anger over the recurring six to eight hours daily rotational brown-outs,” Ruby Padilla-Sison, secretary general for Makabayan-North Cotabato

Davao Today

KIDAPAWAN CITY, Cotabato, Philippines — About 1,000 electric power consumers here blocked the road towards the Mt. Apo geothermal plants owned by the Energy Development Corporation (EDC), a Lopez-owned generation facility early Thursday.
Led by the militant Koalisyong Makabayan, the barricaders who came from the towns of Magpet, Arakan Valley, Makilala, Tulunan, Kabacan and Pres. Roxas, stationed along the intersection of national highway-Sudapin road as early as 4 AM and protested until noon today.
“This is a manifestation of the peoples’ anger over the recurring six to eight hours daily rotational brown-outs,” Ruby Padilla-Sison, secretary general for Makabayan-North Cotabato, told davaotoday.com.
Kidapawenos, she noted, “are not morons to be fooled by promises of abundant and cheap power supply from their very own Mt. Apo.”
Makabayan pressed for the immediate release of the 25 percent load dispatch from the Mt. Apo Geothermal Plants which has an installed capacity of 104 Mega-watts.
Under the Department of Energy (DOE) Act of 1992, the local government unit (LGU) that hosts a power-generating facility has a preferential right of at least 25-percent emergency load dispatch.  A Memorandum of Agreement entered into by the host-LGU with the then Philippine National Oil Company (PNOC) in the early ‘90s, also provided a similar condition.

“If it’s true that we are in crisis, why then is the EDC depriving us of such right?  Is this the prize of privatization, allowing EDC to withhold our claim and rechannel our demands to the defunct PNOC?,” Sison said.
Bai Norma Capuyan, third nominee of the Katribu Partylist, echoed Sison’s statement, even recalling that they were those protested the desecration of Apo Sandawa in the ‘90s.
“They (government) used to tell us that the Mt. Apo geothermal project was of national interest, that it would benefit us.  But now the government wants us to suffer the brunt of their inefficiency in managing the power industry,” she told davaotoday.com.
The daily rotational brownout started early this year after the National Power Corporation (NPC)/Power Sector Assets and Liabilities Management (Psalm) arbitrarily cut the power supply of the Cotabato Electric Cooperative (Cotelco) by 30 percent.  In March, the situation worsened as the 13 MW supply from NPC/Psalm was augmented with only 5 MW from the Therma Marine, Inc (TMI).  Cotelco needs 28 MW of power supply to answer the province’s peak demand.
Cotelco Manager Godofredo Homez projected that from this month to June “the situation will worsen,” as the expected allocation from the NPC/Psalm is only of 8 MW while that of the TMI contract is only 5 MW.  For months now, Cotelco is augmenting its power supply by “remarketing” the grid.
“Dili na maasahan ang remarketing karon kay online or operational napud ang ubang probinsya nga naigo sa bagyong Pablo.  Kani tung power supply nga wala nagamit sa probinsya sa Davao ug ComVal kay nag-undergo pa sila og rehabilitation,” Homez said.
Earlier, sectoral groups like the Kidapawan City-Local Council of Women and non-government Philippine Rural Reconstruction Movement petitioned the DOE for the immediate release of the city’s preferential 25 percent emergency load dispatch.  Recently, Kidapawan-Power, a broad alliance of power consumers from the business sector, professionals, youth, civil society groups, religious sectors and cause-oriented organizations convened and expressed their plans to stage a series of protest actions after the May 13 elections.  (Danilda L. FAKER

THIS MONKEY NAMED GINA LOPEZ MASQUERADES AS AN ENVIRONMENTALIST. SHE MARKETS HERSELF AS IF SHE WAS THE MOST ENVIRONMENTALLY CONCERNED PERSON IN THE WORLD. PERO HUWAG KA, MARAMI PALA SIYANG KASONG TAX EVASION AND LAND GRABBING.

ALL IN THE NAME OF THE ABSCBN LOPEZ BUSINESS INTERESTS.

‘When governance like this is suspect - then the people’s welfare is adversely affected. – Gina Lopez’
IN fairness, first, let us hear out Gina Lopez’s tirade against her perceived Palawan enemies:
“As you know, there have been articles written against our Brooke’s Point Eco-Academy Project in Palawan. I would just like to inform you that there is NO cease and desist order. In fact we just had our first management council meeting chaired by the mayor of Brooke’s Point. The council is membered by the Sanggunihan Bayan, the barangay captains of Ipilan and Aribungo, a member of the Church, an NGO representative serving the community near the area, academe (Palawan State University) and the president of the Tourism council of Brooke’s Point.
“A cease and desist is valid if there is danger to the environment or people’s lives. In this case the project is hiring 49 forest rangers to guard the forest, benefitting 90 families, helping them with forest products. I question the motives of PCSD in their intentions. There is mining on top of the rice fields of Palawan and abandoned mine sites all over the island. Why have they not stopped these operations? Now they want to stop these operations which are benefitting the people?
“The current crop of PCSD has totally lost its credibility to govern. They are even going against the very mandate they have been tasked with. They are using their authority to hit back (a case was filed against them in the ombudsman because of the degradation I saw with my own eyes while flying for 2 hours over Palawan).
“When governance like this is suspect - then the people’s welfare is adversely affected.” -- Gina Lopez
Wow! She ranks her management council higher than the PCSD, created by law to decide on Palawan’s environmental concerns!
***
Expect that the Palawan Council for Sustainable Development (PCSD) officials will ask Gina to explain herself what she meant by saying that the present crop of PCSD officials “has totally lost its credibility to govern.”
Gina will be asked to explain herself and provide proof of perfidy on the part of the PCSD before the PCSD hears the pending petition to issue a cease and desist order against Gina’s land grab in Sabsaban Falls, Brooke’s Point.
Her statement claims that Lopez, who is from Metro Manila, is more concerned in protecting Palawan than the officials who are from the province. Silly!
Gina denies having received the order which was immediately effective until the PCSD Adjudication Board has ruled on the petition for the issuance of a permanent CDO for Gina’s not having secured first a SEP clearance. Gina is already in violation of RA 7611 or the Strategic Environmental Plan for Palawan Act.
Lopez’ tirade against the PCSD attacks the credibility of its individual members that include Palawan Governor Abraham Mitra as PCSD chairman, Alfredo Abueg Jr. – PCSD Adjudication Board Chairman, former Vice Governor David Ponce de Leon, PCSD and Adjudication Board Vice Chairman and members -- former Congressman Vicente Sandoval, Provincial Prosecutor Allen Ross Rodriguez, Atty. Nesario Awat, PNP Provincial Director Reynaldo Jagnis and Director Romeo Dorado.
As for Gina’s laying the premise for her continued violation of PCSD’s authority – “a cease and desist order is valid if there is danger to the environment or people’s lives” – there really is no need for that since the PCSD was set up precisely to protect Palawan’s fragile ecosystem.
Now, the PSCD knows what Gina Lopez is really about. She considers herself the authority on the environment and everyone else has no standing to question anything that Gina Lopez wants to do in Palawan or anywhere else. Only she and, possibly Mother Nature, too, know what is best for the environment!
Palawan, through the PSCD, can teach Gina that the environment of any locale is what the people make of it and outsiders – like her – have little say on what it should be. Certainly, claiming a waterfall for herself is not a very friendly thing to do – to the people who live in the area and will continue to live there when visiting environmentalists from Metro Manila such as the Gina Lopezes have moved on to their other pursuits.

Tribals to Gina Lopez: Keep off our land
12:52 am | Thursday, June 7th, 2012

A dedicated environmentalist and scion of the politically influential Lopez family is under fire for her alleged plans to put up a tourism resort in the middle of sacred tribal ground in Palawan province.
Bert Palaan, a leader of  Brooke’s Point Federation of Tribal Councils (BPFTC), has accused Gina Lopez and her environment protection arm, ABS-CBN Foundation’s Bantay Kalikasan, of allegedly failing to practice what she was preaching when her construction crew forcibly took over their ancestral land at Sabsaban Falls, Barangay (village) Aribungos, in Brooke’s Point on March 25,  reportedly with the aid of local police and military operatives.
Palaan said Lopez had proposed to put up offices and ecotourism facilities, such as hotel, restaurant and function areas, on the land. He said four lodging structures had been established for which the foundation was charging P25,000 for a day’s stay.
25 trees cut?
“We are not against progress. We just wanted her to follow the process, such as consultation and getting our prior consent before taking over our ancestors’ land where our people go to worship and heal themselves,” Palaan said in a phone interview with the Philippine Daily Inquirer.
“We thought she was for the protection of the environment and upholding the rights of the indigenous people. But why did she cut down 25 trees in a watershed area inside our holy ground? Why did she not consult with us or inform us of her plans?”
Lopez, managing director of the ABS-CBN Foundation, claimed in previous statements that she wanted to save the area from the ravages of mining companies by converting it into a biodiversity school.
Lopez, who has initiated a signature campaign against mining, has not replied to an Inquirer request for comment.
Ifugao Representative Teddy Brawner-Baguilat, chairman of the House committee on national cultural communities and vice chair of the committee on natural resources,  said Lopez should have been more consistent in her advocacy.
“There should be no double standard here,” he said.
No informed consent
While agreeing that Sabsaban Falls had a great tourism potential, Baguilat said ABS-CBN Foundation should have followed the rules.
“While ecotourism is preferred, any development work must and should be made to go through the same stringent Free Prior and Informed Consent (FPIC) that the IPs (indigenous peoples) demanded of mining companies. Any project in an area considered sacred by IPs should be undertaken with consideration of not just the environment but also the rights of the IPs,” Baguilat said.
Palaan and 27 other BPFTC leaders have already written President Aquino, requesting him to intervene and stop the desecration of their land.
The Department of Environment and Natural Resources has already ordered an inquiry into the cutting of trees and takeover of the ancestral lands without the approval of the National Commission on Indigenous People (NCIP) and the ancestral land domain owners in violation of Republic Act No. 8371, or the Indigenous People’s Rights Act.
Palaan said his group wanted the government to stop the project until Lopez had obtained an  FPIC from the indigenous people in the area and a certificate of precondition from the NCIP.

Lopez foundation rips off gov’t in La Mesa deal—audit
MWSS ends up with empty bag in agreement
The supposed civic arm of the Lopez Group’s ABS-CBN Corp., ABS-CBN Foundation Inc. (AFI) had appropriated the La Mesa Ecopark operations as its own, denying the Metropolitan Waterworks and Sewerage System (MWSS) its share in a 2001 concession signed between both and the local government of Quezon City.
According to a 2011 report of the Commission on Audit (CoA), state auditors found deficiencies in both the memorandum of agreement (MoA) and memorandum of understanding (MoU) signed among the three for the operation of the ecopark which is also known as the La Mesa Resort Zone.
Under the MoA, a profit sharing of 40 percent of net income for MWSS, 30 percent for AFI and 30 percent for the Quezon City government was agreed on.
The CoA audit showed from 2004 to June 30, 2009, the La Mesa Ecopark operation earned P22 million in net income. “Based on the audited financial statements of the La Mesa Ecopark, the total income for the period 2005 to June 2009 was P20.8 million, hence the share of MWSS should be P8,3 million subject to income tax.
The CoA report, however, stated that the 40 percent share of MWSS on the net income after tax of the project “has not been remitted.”
The CoA also noted that AFI, which is headed by Gina Lopez, a member of the media business clan, had managed to obtain a greater share in the venture than either the MWSS or the QC government, since AFI deducts 15 percent from the gross revenue of the ecopark operations as management fee.
“In managing and operating the La Mesa Ecopark, AFI deducts 15 percent from the gross revenue thereof as management fees. However, no supporting document was presented to show approval by either the MWSS Board of Trustees or La Mesa Executive Board on the 15 percent management fee being charged by the AFI,” according to the CoA.
“Furthermore, with AFI charging another 15 percent management fee on gross revenue over and above the existing profit-sharing of 40 percent as MWSS share, 30 percent each for AFI and LGQC, it would now appear that AFI has a greater share in the revenues and income derived from the operations of the La Mesa Resort Zone,” according to the report.
In the ABS-CBN website, it was stated that “all income generated by La Mesa Ecopark is utilized for the continuous preservation and protection of La Mesa Watershed.”
CoA said a review of the MoU dated Nov. 23, 2001 and MoA (undated) executed by MWSS with AFI and the Local Government of Quezon City had several deficiencies.
It also cited conflicting provisions in the MoU and the MoA signed among the three relative to the Environmental Trust Fund (ETF).
“Section 1 of the MoA provides for the creation at La Mesa Resort Zone – Executive Committee (LMRZ-EC) composed of two representatives each from MWSS, AFI, and the QC government in which the committee shall take the stewardship of the Environmental Trust Fund (ETF) under the control of the MWSS board of trustees (BOT) and under the supervision of the La Mesa Executive Board (LMEB).
“However, under Section 1.a.v of Article IV of the MoU– Management and Operations Framework-the LMEB shall take stewardship and control of the ETF,” according to the report.
The CoA required the MWSS board to clearly designate the stewardship and control of the Environmental Trust Fund.
It added that section 1.2 of the MoA also provided that the LMRZ-EC will be tasked to approve and supervise the implementation of the La Mesa Resort Framework Plan and all programs and plans relative to the operation of the La Mesa Resort Zone. “However, no committee was formed since the inception of the contract,” according to the CoA.
The CoA recommended the creation of the LMRZ-EC that will formulate policies regarding the LMRZ aside from other functions and responsibilities stated in the MoA.
“Upon creation, members of the proposed body should convene regularly to address and assess the operations and concern of the LMRZ/La Mesa Ecopark,” it said.
The CoA also cited section 6 of the MoA that required all funds generated from the operation of the LMRZ should be deposited under a special account for the Environmental Trust Fund (ETF) to be opened in the name of MWSS, AFI and the Quezon City government “and any or all transactions or withdrawal involving the ETF shall be considered approved if signed and approved by at least two official representatives or signatories of either MWSS and AFI, or MWSS and LGQC.”
CoA said, however, documents showed that all accounts were opened in the name of AFI only and “transactions/withdrawals were made without the consent of MWSS.”
The CoA said that the parties involved in the agreement should comply with the provisions of section 6 of the MoA “to maintain sound internal controls by opening an account in the name of the three contracting parties.”
“All transactions shall be authorized with the consent of MWSS representative,” the CoA added.
It also cited violations of section 22 of the MoA that mentioned four requisites for the agreement to be effective which were that the MoA shall be signed by the parties; approved by proper authorities; and reviewed by the Office of the Government Corporate Council (OGCC) and ratified by the QC Sanggunian.
“Requisites 2 and 4 were not complied with. There was no MWSS resolution approving the MoA as per certification by the Board Secretariat of MWSS. Also, the contract was not ratified by the QC Sanggunian as confirmed by Mr. Francisco Mallillin to IAD Manager Bienvenido A. Sarmiento based on the report of Virgilio P. Matel, Officer-in-Charge of the Internal Audit Department during that time,” the CoA said.
The CoA said the MWSS should require the post facto approval and ratification of the MoA to enable the agreement to be fully effective.
“Otherwise, the MoA could be considered null and void,” it added.
The CoA also noted that the 40 percent share in the net income generated from La Mesa Ecopark operation (La Mesa Resort Zone) was not recorded in the books of the MWSS pursuant to section 11 of the MoA among the parties involved.
“Section 11 of the MoA requires that financial report shall be prepared and submitted by the AFI to the La Mesa Executive Board (LMEB) from its initial operation ending June 30, 2005 and the annual financial report thereafter and the income shall be distributed among the parties accordingly,” CoA added.
The AFI, however, failed to submit the annual financial report as required in the MiA.
“Finally, on Nov. 5, 2009, the Internal Audit Department (IAD) of MWSS received the audited Financial Statements of La Mesa Ecopark/Watershed Operation covering the period 2004 to June 30, 2009 or a period of five years,” it said.
The CoA noted that based on financial report, included in the direct expenses was the 15 percent management fee charged by the AFI amounting to P20.5 million for five and a half years “whereas the 40 percent  share of MWSS on the net income after tax has not been remitted as of today.”
The CoA tasked the MWSS to require the AFI to submit the annual financial report and remit the corresponding share of income to the MWSS.
“The books of account of the La Mesa Ecopark should be made available to the duly authorized representative of MWSS as required under Section 12 of the MoA,” it added.

one senator has consistently shielded this family and had blindly attacked Ongpin on the supposedly behest loan which had been FULLY PAID, unlike this family , whose loans had been WRITTEN OFF officially by a government bank. SO now what gives? saan mapupunta ang story eto? I am sorry, I am beginning to believe that their supposed to be persecution under the Marcos regime is all for show. And they are exacting their revenge to the hilt on the Filipino people. and now , this? what do you call these creatures then? vultures?

Assuming the whole story is true, I think it is also important to know why MWSS allowed itself to get ripped off. I can safely assume nagkalagayan na naman dito , after all it takes 2 to tango. Mahirap eradicate ang greed and dirty tactics from the business community, it is their way of life. I think it is easier to solve the problem kung katayin muna natin at ilibing ng buhay ang mga govt. officials who allowed such things to happen.

Hypocrisy, thy name is Gina Lopez. After Going after Philex Mining for an accident caused by heavy rains which killed nobody, then staying silent on another accident caused by heavy rains (Lopez-owned EDC) that killed 14 people and leaked boron into a river, now we find out that her foundation (she's the director) has been ripping off the government.

You're as dirty as the rest of them, Gina.
