President Aquino and his pork

PRESIDENT Benigno Simeon Aquino III had to resort to smooth talking in an apparent bid to make it appear to his “bosses” that he is acquiescing to their wishes to abolish the pork barrel system. But is he really abolishing the pork barrel which is officially known as the Priority Development Assistance Fund? Let us see.
In a televised speech three days before the historic Aug. 26 People’s Cry against the Pork Barrel in Luneta, B.S. Aquino declared the abolition of PDAF but justified its existence, a clear indication that he finds nothing wrong in it. He said pork barrel enables lawmakers to identify and finance projects that cannot be afforded by local government units.
“Wala pong mali o masama sa polisiyang ito. Ang mali, ang masama, at ang siya ngang ikinagagalit ng taumbayan, ay ang pagsasabwatan sa pagitan ng isang pangulong handang makipagtransaksyon para manatili sa kapangyarihan; mga mambabatas handang makipagkuntsabahan; at kung nariyan ang kooperasyon ng burukrasya; at mga mamamayang tila namanhid na sa panlalapastangang ginagawa sa kanila–kung nagsama-sama po ang mga sangkap na ito, maaaring maabuso ang PDAF. Kailangan nating maniguradong hindi na maaabuso ang sistema,” Aquino stressed.
The practice of doling out pork to lawmakers resumed in 1990 during the administration of B.S. Aquino’s late mother former President Corazon Aquino after an 18-year hiatus throughout the dictatorial regime of Ferdinand Marcos. At the time it was called Countrywide Development Fund.
At the same time, B.S. Aquino revealed that he already directed the Department of Budget Management to take the appropriate steps that would prevent abuses in PDAF spending. “Inatas po nating itala sa Pambansang Budget kung magkano ang PDAF na natatanggap ng bawat mambabatas, at ipinagbawal na rin natin ang congressional insertions. Partikular na lamang ang menu na puwedeng paglagyan ng PDAF, hindi katulad dati kung kailan inilalagay lamang ito sa kung saan-saan. Hinihingi na rin natin ang mga detalye ng proyekto, di gaya ng nakaraan kung kailan kahit malawak ang depinisyon ay naaaprubahan ito…”
However, as B.S. Aquino abolished the PDAF he immediately categorized the now nameless fund as budget for line item projects of lawmakers. He explained that line budgeting is the mechanism that would ensure that the people’s money is not corrupted by unscrupulous politicians and individuals. The executive department will still finance the lawmakers’ pet projects but with a catch. From now own the lawmakers’ projects will be subject to closer scrutiny for “accountability purposes.”

What B.S. Aquino did not really say is that pork is the “grease” that makes the cogs of Congress run smoothly for him and all other previous occupants of Malacanang. Without this fat, Congress won’t be under the beck and call of the President. Pork is the incentive (or should I say bribe?) that motivates lawmakers to toe the President’s line. This is really why pork cannot be abolished.
So in effect what the President did when he talked about abolishing the PDAF was he took with his left hand what he gave with his right. B.S. Aquino just tightened his grip on the members of Congress. The members of Congress would now be easier to control.

There are some who are of the opinion that the removal of Renato Corona from the Judiciary as its chief is part of his grand design to control that institution and it served as a prelude to his plan to control the legislature. I did not believe that then but I am now having some doubts.
With one press statement announcing tighter controls for the much hated pork barrel funds, B.S. Aquino recently managed to tighten his hold on Congress without looking bad in public. This “decisive” act was the final straw to bring the three separate co-equal institutions of government – executive, legislative and judiciary – under B.S. Aquino’s influence. Now the tenant in Malacanang has a “say” in every government institution in the country.
Now it is evident that except for Marcos and perhaps his teacher Gloria Macapagal-Arroyo, B.S. Aquino, through wily political maneuverings and sheer luck, now exerts more governmental power than any other past president. It seems that the only remaining institutions that have not completely fallen under his sway are the press and the church.

Janet Napoles finally went to Malacanang and surrendered to B.S. Aquino after the government placed a P10-million bounty on her head. Not only did the President graciously accept Napoles’ surrender, he even accompanied her to Camp Crame without suffering the inconvenience of a handcuff.
Well, well, well. I remember that B.S. Aquino refused to meet Jamalul Kiram III, the Sultan of Sulu, when he tried to meet him in a bid to resolve the Sabah controversy. Kiram’s only fault was that he tried to reclaim Sabah for the Philippines.
If what Napoles, who is accused of illegal detention and is said to be behind the multi-billion peso pork barrel scandal that only apparently benefits the corrupt politicians, received is not special treatment, then I do not know what it is. Perhaps that is the regular order of the day.

As if anyone needed more proof that President Noynoy Aquino and Janet Lim Napoles were close, the Chief Executive and his minions just provided us with incontrovertible evidence of that fact. Indeed, the last time Aquino personally took in a fugitive from justice was when he and then Senator Panfilo Lacson exchanged recipes in Malacañang; now Lacson has been cleared of double murder charges and is being considered for a top position in the Cabinet.
You don’t have to be a genius to figure out that Napoles’ surrender has all the signs that she will be eventually cleared of conspiring with Congress, the Department of Budget and Management and a host of other Executive agencies and local governments that served as conduits for the pocketing of billions upon billions of legislative pork. Napoles was not only concerned about her security when she gave herself up—she was also securing her get-out-of jail card from the President himself.

TRAITOR PING LACSON WAS AN ESCAPED FUGITIVE WHO NEGOTIATED HIS SURRENDER AND PARDON FROM PNOY NA GAGO
 
Despite all the explanations of Interior Secretary Mar Roxas and presidential spokesman Edwin Lacierda (who just happened to have worked for Napoles lawyer Lorna Kapunan in Kapunan’s law office), I am not convinced that the businesswoman surrendered only because she feared for her life. Instead, using the Lacson case and the previous preferential treatment accorded by Aquino to Napoles as guides, I would hazard a guess that the woman being blamed for the pork barrel scandal will never see the inside of a jail cell.

NAPOLES SURRENDERED TO PNOY FOR HER "PROTECTION"

A deal was hammered out to convince Napoles to surrender, that much is plain. And the fact that Aquino—who cannot even be bothered to appear during calamities—personally brought Napoles to the national police headquarters in Camp Crame is unsettling to those expecting that she should rot in jail for the rest of her life.
Roxas, Lacierda and the other Palace apologists say that the declaration of a P10-million bounty for information that would lead to Napoles’ arrest supposedly panicked the businesswoman and made her seek out Aquino. But I think that the “floating” of the idea that Napoles could turn state witness in the scandal—despite her being the “most guilty” in the matter—was the more important motivation for her to resurface; and if Napoles had been convinced to “sing” to stay out of jail, guess what her tune is going to sound like?

Napoles is certainly not going to warble about Aquino, Budget Secretary Florencio Abad and Senate President Franklin Drilon, now that she has sought and received the protection of the administration. And if I were a politician who had employed Napoles’ services in the past and I happen to be out of Aquino’s favor, I would be very, very afraid.
Somebody has got to take the fall for the theft of the pork barrel funds. And now that Napoles is under the protection of the Aquino administration, it certainly isn’t going to be anyone allied with Malacañang—or even, sadly, Napoles herself.

DANGEROUS MEN PLANNING AND EXECUTING THINGS WITHOUT PERMISSION AND CONSENT FROM THE PEOPLE

No matter how the Palace spinners spin it, Napoles has always been a Palace favorite. This was why the businesswoman’s letter to Aquino last April, complaining about the National Bureau of Investigation’s alleged harassment of her brother Benjamin Lim, was so urgently acted upon by the President.
That letter, which has supposedly gone missing, gave everyone an inkling of how close Napoles was to Aquino. And it bothers me that no one seems to have pursued the Aquino-Napoles relationship angle in the long-running story.
(To this day, I don’t understand why no one has asked Aquino—or Abad or Drilon, for that matter—directly if he personally knows Napoles. Surely, there must be at least one reporter who can gather up the courage to ask such an important question.)
Napoles’ letter to Aquino was what triggered the entire scandal, because it led to a series of official actions which began with the President directing Justice Secretary Leila de Lima to investigate the NBI agents identified by Napoles as those shaking down her brother. De Lima reportedly told NBI Director Nonnatus Rojas to look into the matter.
Rojas supposedly confronted his agents and told them that the President himself had expressed an interest in Lim’s case. The agents, fearing that they might lose their jobs because they thought, rightly or wrongly, that the President was on the side of Napoles and her brother, ran to a newspaper executive, who broke the story in her newspaper, through an aide of hers who got the “byline” credit.
That was then; the Napoles surrender is “now.” And this latest episode still reinforces the belief that Napoles is such a big shot in this administration, for reasons that no official has sufficiently explained.

Lacierda said yesterday that people should make up their mind about Napoles. First, he said, it was “arrest Napoles”; when she gave herself up, the administration was accused of giving her special treatment.
But Lacierda has always been a little slow. He can’t understand that calls to arrest Napoles and giving her a tour of Malacañang, with the President himself escorting her to the sanctuary of her choice in Camp Crame, are not the same thing.
This President is served by stupid people. No wonder he’s always getting into trouble.

Kris Aquino eyes investment in Sarangani’s Gumasa beach district

GENERAL SANTOS CITY (MindaNews/03 May)– Saying it could be the country’s “next Boracay,” movie and television celebrity Kris Aquino expressed interest Thursday of putting up an investment in the famed white sand beaches of Gumasa in the coastal town of Glan in Sarangani province.
Aquino, who joined the campaign sorties here of administration senatorial bets re-electionist Senator Francis Escudero and Grace Poe, disclosed that she made some inquiries to possibly acquire a property along the popular beach strip.
The presidential sister said she is presently looking at bringing in a partner to jointly invest in the development of a resort in the area.
“I think we should promote more the tourism here because you have a beautiful airport and beautiful roads,” she said in a press conference.
Aquino hinted that she has been trying to work out an investment arrangement in Gumasa with Escudero whom, she said, has been “looking for something to procure” for his girlfriend, actress Heart Evangelista.

“I’ve been calling some of my friends (to help out) so we can procure that gift for their first year anniversary,” she said.
Aquino said she was immediately smitten by the pristine white sand beaches of Gumasa during her first visit in the last week of January to shoot her birthday episode for her daily talk show Kris TV.
She added she was specifically charmed with the beauty of the place, the good food and the amiable folks in the area.
Aquino, who spent some time then at the Rosal beach resort, pointed out that it only takes about an hour and 10 minutes from this city to reach Gumasa and enjoy its natural beauty.
“It’s less hassle to get there than going to Boracay,” Aquino said, referring to the world-famous Boracay Island in Aklan.
Aquino said it’s been her “dream” to put up a resort project, noting she has found “the opportunity to make it happen in Gumasa.”
“Who knows? I hope it will become our next Boracay,” she said.
Gumasa, which was christened by locals and visitors as the “Boracay of the South,” boasts of natural white sand beachfronts that are lined with lush greenery.
Its clear waters have been popular among tourists for swimming, diving, snorkeling as well as other leisure and adventure activities.
The area hosts seven beach resorts that had been declared by the Department of Tourism as “tourist-ready.”
On May 24-25, Barangay Gumasa’s seven-kilometer beachfront will take anew the center stage as the main venue of the 8th Sarangani Bay (SarBay) Festival.
Around 70,000 local and foreign tourists are expected to join the SarBay fest, which is dubbed as the “biggest beach party in the country.” (Allen V. Estabillo/MindaNews)

  DND opens possibility of US bases return to RP

Despite a constitutional prohibition banning the presence of foreign bases and foreign troops, the Aquino administration will allow the United States to set up its bases in the country.

Defense Secretary Voltaire Gazmin yesterday said that the United States may set up bases in the country, but qualified his statement by saying that this will come about in case an “extreme emergency” erupts in the Pacific as tension in the Korean Peninsula continued to increase.
The Constitution does not make any exemptions on this bases and foreign troops ban, however in case of “extreme emergency.”
Gazmin said: “Right now, our Constitution does not allow that (US bases in the country) but in cases of extreme emergency then there are extreme measures to be undertaken, maybe this is one of them,” admitted Gazmin during a chance interview by Camp Aguinaldo reporters.
Gazmin did not elaborate on why a Korean Peninsula crisis would necessitate the establishment of the US bases in the country, considering the fact that the Philippines is not a target of North Korea. At most, the target, apart from South Korea, would be Guam, if an American territory is targeted by North Korea.
The 1987 Constitution is barring permanent bases for foreign military in the country. The US pulled its bases from the Clark Air Base and the Subic Naval Bay in 1991 after the expiration of their stay.
The defense chief, however, stressed that there is no such move right now but cited the increased presence of US troops in the country through joint military exercises.
“In the absence of that (US bases), we go through a process, through exercises and increased rotational presence of American troops here in the areas involved in exercises and training,” said Gazmin.
Currently. more than 8,000 Filipino and US troops are holding the yearly Balikatan exercises in Luzon areas.
The defense chief also emphasized that situation in both South and North Korea remained normal as of yesterday.
Nonetheless, Gazmin said that the government has set up contingency measures should evacuation of Filipinos in South Korea arises.
Gazmin said that the Philippine Air Force has three operational C130 cargo planes on standby for deployment.
The Philippine Navy earlier announced that three ships, two logistical and an escort, were placed on alert for possible repatriation of more or less 40,000 Filipinos in South Korea.
