MANILA TIMES ON TARANTADONG KIM HENARES
It’s not just professionals who ‘doctor’ their taxes
March 6, 2014 10:24 pm A long forgotten government functionary during the Cory years audaciously claimed that the Philippines was actually a rich country pretending to be poor.He was not too far off the mark.
If everyone—repeat, everyone—paid the proper taxes, then the government would literally be awash with cash. The country would not have to struggle to exit Third World status. The Philippines would be one of the richest countries in the region.
Unfortunately, tax collection remains one of the weaknesses of the government. Either through loopholes in the Tax Code or via outright tax evasion, corporations and high value individuals are able to underpay or to avoid paying what is due the government.
Recently, the Bureau of Internal Revenue (BIR) took aim at the medical community. On the suspicion that too many physicians do not pay correct taxes, the BIR came out with an advertisement that had the Philippine Medical Association fuming.
“Why single us out?” the PMA asked.
Why indeed? While it is true that an unknown number of doctors do not pay the right taxes from their professional fees, it is equally true that an equally unknown number of lawyers, accountants, architects, movie stars, chefs, contractors and entrepreneurs also “doctor” their income tax returns year in and year out.
To be blunt about it, even the smallest businessmen such as sari-sari store owners, buy-and-sell traders, taxi drivers, sex industry workers, tourist guides and all sorts of self-employed men and women who do not issue official receipts can be labeled as tax cheats.
Then there are the big businesses.
It is no secret that even Top 1,000 corporations resort to “creative” accounting to minimize, if not avoid, paying the government what is due government.
As an example, it was recently revealed that a small hotel chain had actually paid more in taxes than the biggest chains operating in the country. Surely a small chain grosses far less than the medium-sized ones, and far, far less than the giants.
So what seems to be the problem?
The individuals and corporations which do not pay the full taxes will almost always say that they believe that there is no point in paying what they should: much of it would be lost to graft and corruption anyway.
How many tax evaders, they ask, are locked up in the New Bilibid Prisons?
One estimate places at a breath-taking forty percent the total that is lost to graft and corruption. Think about that for a minute. For every peso paid the government in taxes, forty centavos goes to the pockets and bank accounts of the corrupt.
Oh, there may be small-time government bureaucrats whose lawyers were unable to get them off the hook languishing in prison, but not a single truly Big Fish has been imprisoned for tax evasion. Ever.
In this context, it was not right of the BIR to single out doctors in what amounted to a shame campaign. BIR Commissioner Kim Henares may have had the best intentions, and may have had the support of MalacaƱang, but surely she knows that the Filipinos who do not pay the proper taxes number in the millions. Singling out a segment of the population is plain and simply unfair.

BIR AT CUSTOMS PA-PRIVATIZE NA NI PNOY PARA MA-CORNER NILA ANG EKONOMIYA NG PINAS!
3 ex-Customs execs eye Biazon’s post
By Joel E. Zurbano | Posted on Apr. 14, 2013 at 12:01am | 214 viewsTwo former deputy commissioners of the Bureau of Customs and a congressman from Mindoro are allegedly jockeying to replace beleaguered Customs Commissioner Rufino Biazon who has come under fire for rampant smuggling and the agency’s repeated failure to meet collection targets.
The Customs official, who asked not to be identified for fear he might be suspected of being interested in a higher position, identified the former Customs officials are deputy commissioner Horacio Suansing and deputy commissioner Peter Manzano.
Aside from the two deputy commissioners, the source said Mindoro Oriental Rep. Reynaldo Umali, who was also a deputy commissioner before he entered politics, is also supposedly interested in replacing Biazon.
Umali was one of the House prosecutors in the impeachment trial of ousted Supreme Court Justice Renato Corona while Suansing is a nephew of Senator Miriam Defensor Santiago. Manzano, on the other hand, is associated with Executive Secretary Paquito Ochoa.
“The people close to Deputy Commissioner Manzano are now looking for more allies in Malacanang for him to be appointed and take over the post, while supporters of Dep. Com. Suansing are seeking recommendation from Liberal Party officials, especially its president (Local Government Secretary) Mar Roxas,” the source said.
On Friday, ABS-CBN News reported that Biazon named former deputy commissioner Gallant Soriano as being behind the demolition job against him, but Soriano denied seeking Biazon’s ouster.
The source made the revelation shortly after MalacaƱang spokeswoman Abigail Valte said in an interview with a government radio station that the Palace is indeed considering an option to privatize the Bureau of Customs, but the matter was still in the initial stages of discussion.
“From what I understand from [the] commissioner, that is one of the suggestions [but] the discussions are initial,” Valte said on dzRB radio.
Valte’s made the remark three days after President Aquino himself said on Wednesday that the administration is planning to implement an unspecified plan to purge of the bureau of corrupt officials.
The Chief Execurtive did not specify plans but he said Biazon was aware of the plans and the Palace was only considering the timing of the action.
“Just wait for the long-planned solution so that we can ensure that all Customs officials are not corrupt,” Aquino said during the groundbreaking of the Roxas Airport Development Project in Roxas City in Capiz on Wednesday.
Last month, Biazon himself told members of the Makati Business Club, Management Association of the Philippines and the European Chamber of Commerce of the Philippines that the administration was crafting plans to abolish the BoC as a government agency and privatize it.
The idea to privatize the Customs burea, as well as the Bureau of Internal Revenue, was first suggested by the World Bank and International Monetary Fund when the Philippines was beginning its exit program from the IMF during the administration of former President Joseph Estrada.

BAKIT KAMI?
Bakit hindi mo i-Tax si Lucio Tan?
Lucio
Tan owes this government billions of pesos in taxes and arrears. How
come you are taxing the small businesses and ordinary people when you
have the option of catching the BIGGEST FISHES in the country???
Noy Aquino has already exempted the Airlines from heavy taxes. Now as BIR chief, will you be taxing even Government Securities?
The
people in this country is slowly being brutalized by the inhumane
economic policies of this administration. Even bonuses given to ordinary
civil servants are now taxed heavily. Pero mga smugglers, importers and
friends and supporters of PNOY's administration are being spared from
tax investigations.
Why us? Why us fingerlings?
BAKIT ANG HILIG NIYONG PAHIRAPAN ANG ORDINARYONG MAMAMAYAN??
IKAW TARANTADONG KIM HENARES KA, ANO KA BA TALAGA?
MALIIT NA TUTA O MAYABANG NA GARAPATA?
PASALAMAT KA BIR CHIEF KA.
KAYA MAG-IINGAT KA PARATI HA. SANA HINDI TAYO MAGKATAGPO. AT BAKA MAPALO KITA NG TUBO SA ULO.
