It’s not just professionals who ‘doctor’ their taxes

March 6, 2014 10:24 pm A long forgotten government functionary during the Cory years audaciously claimed      that the Philippines was actually a rich country pretending to be poor.
He was not too far off the mark.
If everyone—repeat, everyone—paid the proper taxes, then the government would literally be awash with cash. The country would not have to struggle to exit Third World status. The Philippines would be one of the richest countries in the region.
Unfortunately, tax collection remains one of the weaknesses of the government. Either through loopholes in the Tax Code or via outright tax evasion, corporations and high value individuals are able to underpay or to avoid paying what is due the government.
Recently, the Bureau of Internal Revenue (BIR) took aim at the medical community. On the suspicion that too many physicians do not pay correct taxes, the BIR came out with an advertisement that had the Philippine Medical Association fuming.
“Why single us out?” the PMA asked.
 Why indeed? While it is true that an unknown number of doctors do not pay the right taxes from their professional fees, it is equally true that an equally unknown number of lawyers, accountants, architects, movie stars, chefs, contractors and entrepreneurs also “doctor” their income tax returns year in and year out.
To be blunt about it, even the smallest businessmen such as sari-sari store owners, buy-and-sell traders, taxi drivers, sex industry workers, tourist guides and all sorts of self-employed men and women who do not issue official receipts can be labeled as tax cheats.
Then there are the big businesses.
It is no secret that even Top 1,000 corporations resort to “creative” accounting to minimize, if not avoid, paying the government what is due government.
As an example, it was recently revealed that a small hotel chain had actually paid more in taxes than the biggest chains operating in the country. Surely a small chain grosses far less than the medium-sized ones, and far, far less than the giants.
So what seems to be the problem?
The individuals and corporations which do not pay the full taxes will almost always say that they believe that there is no point in paying what they should: much of it would be lost to graft and corruption anyway.
How many tax evaders, they ask, are locked up in the New Bilibid Prisons?
One estimate places at a breath-taking forty percent the total that is lost to graft and corruption. Think about that for a minute. For every peso paid the government in taxes, forty centavos goes to the pockets and bank accounts of the corrupt.
Oh, there may be small-time government bureaucrats whose lawyers were unable to get them off the hook languishing in prison, but not a single truly Big Fish has been imprisoned for tax evasion. Ever.
In this context, it was not right of the BIR to single out doctors in what amounted to a shame campaign. BIR Commissioner Kim Henares may have had the best intentions, and may have had the support of MalacaƱang, but surely she knows that the Filipinos who do not pay the proper taxes number in the millions. Singling out a segment of the population is plain and simply unfair.

Immigration chief faces graft raps

The Ombudsman has charged Immigration Commissioner Ricardo David with graft for replacing the chief of the agency’s intelligence division despite orders from the Civil Service Commission (CSC) and the Department of Justice to reinstate the latter.
The charge was based on a complaint filed by lawyer Faizal Hussin, who accused David of violating the Anti-Graft and Corrupt Practices Act by failing to reinstate him.
The person who replaced Hussin, lawyer Antonette Bucasas-Mangrobang, was also slapped charges of grave misconduct and usurpation of public functions under the Penal Code. Both charges carry imprisonment and disqualification from holding public office.
The CSC, in its order dated Oct. 25, 2012, affirmed its earlier decision and ordered Justice Secretary Leila de Lima to reinstate Hussin to his original position as chief of the intelligence division of the Bureau of Immigration. Pursuant to the CSC ruling, De Lima had issued a memorandum to the BI dated March 22, 2012, directing David to “immediately implement the said CSC resolution and the department order.”
“Instead of complying with the CSC resolution and the memorandum of Secretary De Lima, Commissioner David, displaying an arrogance rarely seen in public service, issued a memorandum to all the BI personnel clearly stating that Attorney Mangrobang shall continue to be the intelligence chief,” the complaint said.
David assigned Hussin to the Commissioner’s Office and ordered him to seek the prior concurrence of Mangrobang for resources and assistance in the job.
Hussin said David’s act was in stern defiance of the CSC and the justice department’s order.
“If David is allowed to defy orders of the Civil Service Commission and secretary of justice, his immediate superior, nothing will come out of the daang matuwid (straight path) of the President, and others will follow suit,” Hussin said.

The Aquino administration has outdone itself this time.
After displaying utter unpreparedness and ineptitude in handling a crisis in sovereignty and foreign relations, the chief executive now says certain “persons of interest” funded and directed the acts of the Sulu sultan whose men sailed to Sabah and occupied a village there three weeks ago.
Things turned for the worse over the weekend when more than a dozen were killed in gunfight in Lahad Datu and nearby places.  Most of the casualties belonged to the camp of the Sulu Sultan Jamalul Kiram III.
In Monday’s press conference held in MalacaƱang, President Benigno Aquino III referred to intelligence reports that the Sultan of Sulu and his followers were acting in concert with other forces – specifically those on the side of his predecessor — that wanted to sabotage the government’s peace talks with the Moro Islamic Liberation Front.
He also made no secret of his desire to remain in the good graces of our neighbor Malaysia.  Imagine we were in the opposite situation and a group of armed men arrived and occupied a place we administered, Mr. Aquino said. How are we supposed to act when these men point guns to our faces?
Small wonder he offered no sober words to the sultan, who banks on history and a lease agreement besides to boost his – actually, our — claim on Sabah.   Instead, after taking too long to act on or even speak about the Sabah standoff, Mr. Aquino warned the sultan that he and his men could face charges for their acts and blamed them for endangering the peace talks with the Moro Islamic Liberation Front. Malaysia acts as facilitator  for these talks.
To be sure, the President is not oblivious to the criticism he has been receiving on his inept handling of the Sabah issue, even way before the shooting that began Friday. Now he has found a good excuse to ties these together: “The concerted criticism points to a conspiracy,” he said.
And just like that, the President has succeeded in oversimplifying the issue and reducing the complex matter into an us-or-them situation.
Mr. Aquino’s outrageous claims have caused a stir and will likely elicit a firestorm of protest and demand for proof. Tragically, this will come at the expense of the 800,000 Filipinos in Sabah, the sultan’s supporters, the families of those who were killed in the standoff, the people of Mindanao and all Filipinos who need our leader to simply know how to handle tense episodes instead of bungling like an idiot and blaming everybody except himself.

Our President is an IMBECILE. 9 years as Congressman and Senator, filed nothing substantial, did nothing and SAID NOTHING. He has no political platform. He had no stand on ISSUES. He has no moral backbone. Hell, he's not even well-mannered.



By cretinic standards, he is a MONGOLOID TYPE ABOMINATION of a Human Being.

I WILL NOT MINCE WORDS. PRESIDENT NOYNOY AQUINO IS A MENTAL, PSYCHOLOGICAL, DERMATOLOGICAL, SENTIMENTAL AND A SOCIAL FUCK-UP. Our President is a half-baked boy and a mongrel man of all sorts.

A President who could not even show to the People his PSYCHOLOGICAL TEST is No Worthy of the TRUST AND CONFIDENCE of People. and stop telling me that we should give him a chance.

He had a chance, and he blew it. Tingnan mo na lang ang AMERICAN WARSHIPS AND SOLDIERS. Andito na sila sa PINAS. Bakit? Because NOY approved of it. Without conditions. without limits.



American Military, which has been kicked out of this country is back and they are violating our airspace and water spaces. They have submarines and airplanes. Nuclear powered even. They are in Clark, Subic, Bicol, Zamboanga, Basilan and Sulu.



We are now BEING FUCKED RIGHT AT OUR DOORSTEPS! AND NOYNOY AQUINO IS HELPING THEM DO IT. OBSERVE HOW HE SUGAR COATS ALL HIS OPINIONS WHEN ASKED ABOUT AMERICAN MILITARY PRESENCE IN THE COUNTRY.

He has virtually allowed a FOREIGN MILITARY POWER TO VIOLATE THE PHILIPPINE CONSTITUTION. How can you forgive a President like that???

Sabi niya proteksyon lang against China. Really?
Will the American Forces fight our war?
