Noynoy and his Liberal Party, especially its president, Mar Roxas, the presidential anointee, by now realize that they can no longer escape blame and responsibility for whatever damaging issue comes their way, as like it or not, Noynoy’s presidency and his administration have already been defined negatively on the basis of their mishandling of the “Yolanda” crisis.
As they would be defined by their inaction and uncaring nature, this would have a negative impact on the LP bid to stay in power after 2016.
It will be difficult for Noynoy and the LP to get the electorate to trust them again to do a good job, even after the Yolanda crisis settles down, because there will be more crises coming their way — and not just on issues such as typhoons and earthquakes.
Before Yolanda, Noynoy and his aides somehow always got away with evading responsibility and accountability, even as they continued playing the blame game. It was always somebody else’s fault, never theirs. And whatever promises they made but were never fulfilled, people somehow glossed over, mainly due to Noynoy’s yellow media and his yellow manipulated surveys that constantly gave him high popularity ratings even when other items in the same surveys were already clearly contradictory, such as high concerns of the respondents over government poor performance.
But with the blame game played by Noynoy in Tacloban, three days after the monster typhoon hit the Visayas, with Leyte and Samar being brought to their knees, it was much too clear to Filipinos that Noynoy and his LPs have gone too far in evading responsibility for their unpreparedness, unfeeling and uncaring national government’s response to the crisis in these two provinces.
Filipinos saw for themselves how Noynoy and his aides continued to play the blame game and vindictive politics in Tacloban, three days into the typhoon crisis and their failed bid to evade responsibility, which brought back all those other times that Noynoy evaded responsibility over the many other crises, not to mention his and his government’s unpreparedness for any sort of crisis, sometimes of their own making.
They remembered the way Noynoy and his LP allies mishandling of the August 2010 Manila hostage crisis, and his refusal to accept responsibility for the botched hostage rescue which left at least eight Hong Kong tourists dead, with one more still in the ICU to this day.
Worse, Noynoy refused to charge his allies who were responsible for their botched rescue operations and to this day, no sanctions have been meted for their criminal negligence.
Talk has been making the rounds that the Tacloban mayor, Alfred Romualdez, who is a Noynoy foe, for being related to Ferdinand and Imelda Marcos, a day after Yolanda hit the city and the province, had already asked the national disaster council to come to their aid, as devastation of his city was massive. His call went unheeded. The second day, a Sunday, Romualdez was said to have pleaded for the national government to send the military and the police forces to take over the peace and order situation.
Even on the third day, when Noynoy flew to Tacloban, and there were already reports of looting, starvation and people exposed to the elements, as they have lost their homes, Noynoy was still on his blame game mode, compounded by his political vindictiveness, as he even walked out of the disaster council meeting, refusing to heed the pleas of businessmen who had complained of looting and of being shot for trying to stop the looting of their stores. This was met by a stony “well, you’re not dead, are you?” response.
And even on the fifth day, there was hardly any strong government presence or even the military presence. It had to take international media to bring this issue out.
All these will be remembered, now and in 2016, as the people now know that they have been served so poorly by a president whose propaganda of thei being his boss was believed, but whose belief today has been shattered by Noynoy and his LPs through their uncaring ways.

What a mediocre
creature this abnoy is! His propensity to blame is indicative of an insecurity
rooted in his full knowledge that he is ill-equipped to be a president . So
when he is deficient and at fault, his immediate reaction is to point a finger
at and blame others because he does not want to accept his culpability. And
more - he does not know what to do. His behaviour is the behavior of a small
child afraid to be punished by his parents. Without doubt, his parents had
something to do with this behavior of his. I can tell their punishment was not
corrective but simply inflictive.
He should have been taught not to look for anyone one to blame in a crisis situation, if this prevents him from moving forward and doing the right thing, if he is truly a leader. Huwag na siyang manisi; gawin na lang niya kung ano ang tama.
So why doesn't he blame his parents for turning out the way he is now. For being an abnoy and mentally challenged. They have a more direct causality in his failure now than anyone else.

In a statement, Guevarra accused Alcala of “turning the DA into his own personal playground, appointing members of his ‘Quezon mafia’ into the department, including Orlan Calayag, an American citizen, as NFA administrator.”
“These very same people have been repeatedly accused of involvement in various acts of corruption including the Napoles pork barrel fund scam, yet they seem to continue to enjoy the confidence of Alcala, their political benefactor,” said Guevarra.
“Calayag is an American citizen leading the charge for national food security. Since when did our laws, including the NFA Charter, allow for the appointment of someone who has renounced his Filipino citizenship in order to acquire a foreign one?”
Calayag, former aide of then-congressman Alcala, flew from the United States back to the Philippines on December 19, 2012 bearing US Passport No. 462971672. He has since acquired dual citizenship as American and Filipino more than a year later on January 7, 2013 -- six months after his appointment as NFA administrator effective July 1, 2012.
“How was Alcala able to dupe the President into signing Calayag’s appointment in the first place? Even assuming he has regained dual citizenship, still, that does not qualify him for appointment in our bureaucracy,” explained Guevarra, a UP-trained lawyer.
Citing jurisprudence in Maquiling vs. Comelec (G.R. No. 195649, 16 April 2013) and Mercado vs. Manzano (G.R. No. 135083, 26 May 1999), Guevarra argued: “first, one who renounces his Philippine citizenship when he became an American citizen is no longer a natural-born citizen of the Philippines; second, even when he became a dual citizen under RA No. 9225, he does not automatically re-acquire his status as a natural-born citizen of the Philippines.”
The NFA Charter states that its administrator must be a natural-born Filipino.
Calayag’s appointment into the NFA, “absent the vetting process required under the Government-Owned and Controlled Corporations (GOCC) Reform Law 1,” according to Guevarra, also made him chairman of the Food Terminals Inc. and director of the Philippine Fisheries Development Corp.
“This is precisely the kind of mindset that breeds corruption in the DA. When, with impunity, its officials think that they are above the law and can circumvent around it at will,” said Guevarra who first exposed the alleged P457- million overpricing in the DA and NFA’s government-to-government rice importation transaction in April. The said transaction is currently under investigation by both the Senate and House of Representatives.
This week, congressional representatives, COOP NATCCO partylist Rep. Anthony Bravo and Laguna 3rd district Rep. Sol Aragones appealed for “wiser government spending” in the agriculture sector, while Agri-Agra Reporma Para sa Magsasakang Pilipinas (AGRI) partylist Rep. Delph Gan Lee filed House Bill (HB) No. 2936 seeking to end the “NFA’s monopoly on rice importation” as it has supposedly “adversely contributed to the price of the staple grain.”
Rice prices in September hit all-time highs even as the NFA invested heavily in government-led importations, spending US$94.5 million or more than P4 billion to import 205,700 MT of rice from Vietnam in April of 2013, and some P1.7 billion in importation duties and taxes.
Aside from Calayag, farmers’ group Kilusang Magbubukid ng Pilipinas (KMP) earlier named the following as members of Alcala’s “Quezon mafia”: DA Undersecretary for Administration and Finance Antonio Fleta; Arnulfo Mañalac who served as Alcala’s administrator for the Sariaya Bagsakan Center in 2007; DA Assistant Secretary Ed de Luna; Philippine Coconut Authority Administrator and Alcala legal consultant Euclides G. Forbes; Claro Maranan of the National Irrigation Administration; Bureau of Fisheries and Aquatic Resources Director Asis Perez; Bureau of Plant Industry Director Lito Baron; Philippine Fishing Development Authority Director Rodrigo Jimenez and Agri Technical Insititute director Nicomedes Eleazar.
Fleta, along with DA assistant secretaries Ophelia Agawin and Salvador Salacup, all Alcala appointees, were also implicated in the Napoles pork barrel fund controversy.

The Manila Times found out on Friday that Ambassador to Tokyo Manuel M. Lopez is a director of the board of ABS-CBN, chairman and chief executive officer of the Lopez Holdings Corp. and vice chairman of First Philippines Holdings Corporation (FPHC).
The Lopez Holdings Corp. is the Lopez Group’s flagship for investments. Its main assets are the FPHC and ABS-CBN Corp.
According to the profile posted on Lopez Holding’s website, the envoy is also chairman of the board of Rockwell Land and Bayan and a director of Meralco. Lopez is also a director in the board of Indra Philippines Inc., Sky Cable Corporation and First Philippine Realty Corporation.
President Benigno Aquino 3rd appointed Lopez ambassador in 2010. His appointment stirred controversy after ABS-CBN was highly criticized for its supposed pro-Aquino stance during the last presidential election.
The controversy grew after the President named Manuel Quezon 3rd and Ricky Carandang, former ANC broadcasters, as members of his communications group. ANC is the news channel of ABS-CBN.
Earlier this week, former Ambassador and The Times columnist Rigoberto Tiglao questioned Cuisia’s retention of memberships on the boards of PhilamLife, Phinma, The Covenant Car Company (Chevrolet) and SM Prime Holdings.
Tiglao said the ambassador religiously attended board meetings. According to Phinma’s and SM Prime’s 2012 annual reports, Cuisia attended six of SM Prime’s meetings and five of Phinma’s.
An ambassador, Tiglao said, couldn’t leave his post that number of times in a year since it will divert his attention from his diplomatic duties.
The same can be said of Lopez, who attended eight of ABS-CBN’s board meetings last year. This information was sourced from the company’s corporate governance report.
In 2011, the ambassador was present in only two of the 11 ABS-CBN board meetings.
Lopez, however, did not attend the network’s annual stockholders’ meetings in 2011 and 2012.
For FPHC, the ambassador attended four out of the 11 regular board meetings in 2011, as well as that year’s annual stockholders’ meeting.
Lopez was present at the regular board meetings on March 3, May 5, May 30 and December 1. The annual stockholders’ meeting was also held on May 30.
In Lopez Holdings, where he is chairman, Lopez attended 10 out of 11 board meetings: on January 18, February 28, March 29, June 11, June 19, July 12, August 2, September 17, October 11 and December 13 last year.
As of February 28, Lopez is among the ABS-CBN’s top 20 stockholders, owning 146,186 shares, or equal to 0.02 percent.
But Lopez Inc., whose chairmanship the ambassador holds, owns 446,231,607 shares in ABS-CBN or 57.24 percent. Out of this, Lopez owns 25,288,897 shares.
Aside from these, Lopez’s posting may be violating Section 23 of the Foreign Service Act of 1991, which orders the mandatory retirement of officers and employees of the department who reach the age of 65.
Lopez is about 71 years old.
Raul Hernandez, Foreign Affairs spokesman, said earlier that political appointees can serve beyond the age of 70.

The P10-billion question
By Manila Standard Today | Posted 4 hours ago | 181 viewsADMINISTRATION officials cannot simply wave away serious doubts about its plan to give away up to P10 billion in public funds to a private foundation in the United States to establish two research institutes in California.
Already, two officials of the Commission on Higher Education (CHED) have protested the Philippine-California Advanced Research Institute (PCARI) project, which will set up and manage institutes in the University of California Berkley and UC San Francisco focusing on health care and information technology.
CHED Commissioner Nona Ricafort, who had quit, and Director Carmina Alonzo raised some serious questions that neither the commission chairman Patricia Licuanan nor Budget Secretary Florencio Abad have adequately addressed. Nor have the Palace minions who haunt the social networks managed to defend the program against the whiff of irregularity.
Here, if they wish to address them point by point, are the questions that must be answered:
1) What is the legal basis for the P10-billion allocation?
2) Is there a binding contract with any of the US-based universities? If so, what are the terms of those contracts?
3) Why is there no counterpart funding for the project?
4) Why was the project farmed out to a private foundation without the benefit of a public bidding?
5) Is it true that the Philippine government will not own any patents from the inventions and discoveries made by the US-based research teams?
6) Why is the CHED the lead agency when the Department of Science and Technology would be more appropriate?
7) Why should research on tropical illnesses be conducted in the United States, where many of these diseases do not even exist, and where the expertise to deal with them would be even more difficult to find?
8) If the project is as “beautiful” as Abad says it is, why are details about it so nebulous?
The answers to these questions will have serious implications on the legality and propriety of the PCARI project, and the administration must answer each one to the satisfaction of a skeptical public that has seen the folly of entrusting public funds to non-government organizations. Shooting the messenger will not work.
But there is one more, P10 billion question, and it goes like this: Is it correct for this government to pump P10 billion into US-based institutes while cutting back on funding for local state universities and colleges?
Last month, 20 lawmakers protested impending budget cuts worth P3.3 billion for 79 out of 110 state universities and colleges in the proposed 2014 budget.
The same Budget Department that is so eager to give away P10 billion to a US-based private foundation actually slashed the 2014 budget of the University of the Philippines to P8.1 billion, which is even lower than this year’s budget of P9.5 billion. Now that’s just not right.
