Aquino makes U-turn on nuke plant budget

Defyng his Cabinet officials’ advice, President Benigno Aquino III ordered the restoration of the P50-million budget to maintain the mothballed 620-megawatt Bataan Nuclear Power Plant shortly before his state visit to South Korea, which operates 23 nuclear plants.
The budget restoration was confirmed by Pangasinan Rep. Kimi Cojuangco, who was officially informed by Budget Secretary Florencio Abad, who withdrew his order to the National Power Corp. to recall the personnel in charge of maintaining the facility.
Cojuangco said the removal of the maintenance budget would have paved the way for the permanent closure of the plant in 2014.
Cojuangco said Abad had told her that the President’s order was made while the President was in Zamboanga supervising the siege on Moro rebels there.
Lidy Nacpil, lead convenor of the Philippine Movement for Climate Justice and vice president of the Freedom from Debt Coalition, and Francis dela Cruz of Greenpeace Southeast Asia, protested the budget restora-tion.
“We have been demanding that the BNPP be decommissioned a long time ago. We are only being saddled with a totally useless and dangerous nuclear plant,” Nacpil told the Manila Standard.
Nacpil said there was no technology that could ensure the safety of the plant, citing the recent Fukushima tragedy in Japan as a result of the tsunami that hit the country two years ago.
Cojuangco’s BNPP bill in the 15th Congress had already garnered the support of some 197 congressmen when the nuclear plant accident in Fukushima, Japan occurred.
“No one died from the Fukushima nuclear plant accident. We have learned a lot from it and we want to reassure the public that it will not happen to us in the Philippines,” Cojuangco’s husband and former
Pangasinan congressman Mark Cojuangco said.
In fact, he said, two of South Korea’s nuclear plants the Kory1 and Kory2 used a similar design but cost $6 billion.
The BNPP, he said, had been fully-paid in 2007 at a total cost of $2.12 billion.
The Cojuangcos said the BNPP, once rehabilitated and operating, would bring down the cost of electricity to as low as P2.50 per kilowatt hour, as against the prevailing P11 per kwh in Luzon because the coal or diesel fuel was expensive compared to the more efficient and cleaner technology of the BNPP.
“It is about time that we run the BNPP. It is unfair to the future generations if we throw away the $2.1-billion asset that the Filipinos now own and deprive our children of good future,” the congresswoman said.
But Nacpil was adamant.
“When then President Cory Aquino decided to honor the debt, it was like we had thrown good money after bad. Now that the son, President Noynoy Aquino decided to continue maintaining the plant, instead of de-commissioning it, we are being thrown from the frying pan into the fire,” she said.
She and Dela Cruz demanded an explanation from Mr. Aquino.
“The President ought to clarify why he favors the reinstatement of P50-million maintenance of the BNPP. Does it mean that this administration is considering the resurrection of this monument to man’s folly? We certainly hope not,” Dela Cruz said.
Before the President countermanded his order, Abad had reminded the National Power Corp. that no more maintenance funds would be released for the nuclear power plant.
The BNPP is manned by nuclear engineers and a staff of about 30 with 28 security guards protecting the entire 356-hectare complex and the nearby 44-hectare Nuclear Village.
During a budget hearing, Cojuangco invoked Executive Order 55 issued by the late President Corazon Aquino “assigning the National Power Corp. as caretaker of the BNPP until the national government shall have studied on what to do with it,” Cojuangco said.
“I don’t think that EO 55 was ever superseded or repealed,” she told the House committee on appropriations.

(MNLF Misuari was a wild card here!) You know why? Because he was not invited to the dining table and worse, not even paid!
But hell, even without a budget, the MNLF must stick to it to the last. The show must go on! Who knows, there might be advertisers around!
Rule: Giving aid to terrorists  (MILF-NPA-ABB) is in contravention of the Revised Penal Code on the National Security. This is a betrayal of public trust.

2. Impeach the Chief Justice and put an ally who will block and overturn every lawsuit made against you. Then you will have a Chief Justice who will interpret the laws according to your "political,economic and business" perspectives. A mentally-ill candidate was appointed as Chief Justice by the name of a certain Serneo or Sereno?
Rule: In violation on the Constitutional provision on the separation of powers. Also a betrayal of public trust.

3. Bribe the Senators and Congressmen. This is the easy part.
Rule: This is plunder.

4. Bribe the Poor. The concept of the conditional cash transfer was to bribe the poor to keep them at bay. Giving them money will keep them contented and satisfied. Hindi po sila madaling ma-agitate ng mga politicos(who are anti-PNOY) to participate in street rallies because they have money to spend. They can eat, stroll and even breed more.
Rule: This is plunder and economic sabotage.

5. Blame and Blame the former leader. A technique used by PNOY to divert the people's attention to what he is about to do.

6. RATIONALIZATION. Keep the people's money in the National Treasury. Many government offices and attached agencies were already affected by this scheme. In fact, many government employees complain that even their hazardous pays and small allowances were withdrawn by the DBM under Abad. Salaries of government employees have not even increased during the time of Cojuangco-Aquino. Many talents and skillful government employees have left the country for a greener pasture. PAGASA Scientists have already started an exodus. Imagine that if you were a hardworking-honest-to-goodness employee of the government and your allowances were "removed or forfeited" in favor of DBM, ano nalang ang ipanggagastos mo sa mga anak mo? Considering that the times are becoming hard. Cojuangco-Aquino has already calculated the future. If his candidate Mar wins in the 2016 elections, Mar Roxas will continue his "Noy's oligarchic" interests and similarly keep the people poor and subservient and grateful to the Aquino-Cojuangco fraternity of Oligarch Masters.

7. Intimidate the Middle class through MASSIVE TAXATION SCHEMES.
    The middle class is a powerful economic class in the Philippines. Many of them have businessess, entrpreneurs and also professionals. They are the biggest source of all nurses, teachers, engineers, lawyers, accountants, doctors, scientists, brokers, managers, sellers, food entrepreneurs etc. They also happen to be educated as education is their "arsenal" against the "rich" and :THEY KNOW AND CAN SMELL WHAT THE POOR PEOPLE DO AND WHAT THE "OLIGARCH" RICH DO. WHY? Because they are in the middle. They bear the brunt of all the TAXES being levied by the Government. The poor are spared because they don't earn. The rich can also skip taxes because they could bribe government officials and can hire accountants to 'doctor" their books. Recently the BIR under Henares proposed that doctors and lawyers display their rates publicly. This is in violation of the legal ethics and the Hippocratic oath. Even the Homeowners associations are being taxed unnecessarily because according to Henares, the Homeowners are "earning" from the collections being paid to it for "janitorial, electrical, plumbing, cleanliness and general upkeep" of the subdivision. Isn't cleaning and plumbing a necessity? Furthermore, homeowners associations were made to organize, maintain and preserve the "dignity" of the subdivision. It was not created to engage in any business. Also, why would professionals be unnecessarily taxed and the poor people be given "doleouts" by Dinky Soliman's DSWD CCT program when in fact, the very monies being given to the poor are the very taxes that we, the regular people pay?! The injustice here is that we are being "taxed twice, taxed thrice" by the Aquino-Cojuangco government. We are being made to pay for many taxes like VAT, Witholding, Sales, Luxury, Sin, toll hikes, MRT and LRT fare increase, Gas price increase, Rental increase, MERALCO rate increase, MWSS water service rate increases etc and yet still, we, our money is being given to the poor freely and WITHOUT THEM EARNING IT OR GIVING SOMETHING BACK TO THE COMMUNITY.
Isn't this an INJUSTICE committed to the very people who make up this country?
What kind of economic policy is this? Is this truly an "OLIGARCH" system of management?

8. Serve the interest of the Private Sector. Serve the Corporations at the behest of Philippine Sovereignty. PNOY, thru Mar Roxas, suspended the overtime payments made by the Foreign airline companies to the Bureau of Immigration. This has affected the "political-sovereign" power bestowed by the Philippine constitution on the President as the national gatekeeper. Even the suspension of payments made by these carriers on the Bureau of Customs had been supported by Cojuangco-Aquino. The matter of payments to these offices as part of their "SERVICES" are not a BRIBE. There are laws and regulations provided for with which authority to charge and collect service fees could be derived from. But PNOY had made these two agencies subservient to these Foreign Corporations and Carriers.
He had made a mockery of the Tariff and Customs Code and the Philippine Immigration Law just to serve the interests of these companies.

9. Implement the K-12 Educational program. By increasing the amount of years of study of the child, he will be bound to: a.) spend more for his education; b.) drag his career for another 2 years or so (of which the hardworking parents have no luxury of suggesting); c.) buy and buy more books so that "corporate publishers" will earn more; d.) teach him more things he is not required to understand or irrelevant to his would-be career; e.) the child is developed to become more 'academic" rather than hands-on or practical
The long term effect of this K-12 program is that by the time the child is ready for college, he will have been tired of studying and will settle for "blue collar" jobs such as janitors, waitresses, clerks, office secretaries, messengers, customer service, first level officers, hotel receptionists and so on. You see, studying too much will tire the brain. Dapat, sa mas maagang panahon, nakatapos na po ang bata. Di lang po ito menos gastos kundi sa ganoon ay maisaayos na niya ang kanyang sarili kung anung karera o trabaho ang gusto niyang makamtan.

10. Withdrawal of Budget from the State Colleges and State Universities by the Cojuangco-Aquino government.
In line with the K-12 program, we have in effect, condemned the future of our children, and of our nation. In the ASEAN 2015 INTEGRATION scenario where there will be an onslaught of foreign goods and services invading the Philippine market, our children and our graduates will have become " a servile class" to these foreign capitalists. You know why? Because we extended the education of our children and children of this country. And many of them, will hurry to work rather than to finish their college education. Because Foreign companies will flood the country, there will be a huge demand for blue collar labor. You heard me? Blue collar labor po. Hindi po managerial o scientific labor. to Many Filipinos will want to work early rather than to spend time and money to study and get a college degree. Siyempre, iisipin nila, why waste time? The early to earn, the better di ba?!
But wait. How in the hell are we going to develop managers, leaders and high-level entrepreneurs if we are going to promote more "job opportunities" to our citizens at this time where we have extended our educational programs?
We are not.
We are not supposed to.
Paradoxical di ba?
Then what is the truth?
They don't want us to study. They just want to withdraw the budget, put it in Mar Roxas' election kitty and pretend that K-12 is the answer to our country's educational problems. Here they serve 2 purposes: first, they satisfy the requirements set by the World Bank and IMF in keeping in line with their world economic agenda to dominate ASEAN Markets; secondly; they can use the money alloted by the law for education for the future candidacy of Mar Roxas.

11. ASEAN INTEGRATION IN 2015?

The first and main agenda is to allow the US-CIA-Foreign Relations-EU-IMF-WB to intervene in the ASEAN markets. Remember that in 2007 the US economy crumbled badly. Remember the Lehman brothers? The subprime mortgage crisis? And the US government under Bush, inspite of the strong opposition to such move, bailed the "rich and wallstreet elites". Almost simultaneously, Europe is experiencing a financial meltdown since a.) it had been affected by the dollar b.) EU has not yet perfected its regional economic "fusion" (based on the Schengen Agreement on visaless entries) c.) Greece, France and Spain have "declared a state of bankruptcy" (they owe German banks). Both the greatest superpowers of the world are currently in economic disarray.
US and Europe on the verge of "death".
And in the East, China is fast rising.
With the United States and Europe come crashing down, how do they solve a big problem like this is?
They have to look to the East.
Like Marco Polo. Like Ferdinand Magellan.
History, we warn you, will repeat itself. New maps, new markets, new strategies, same colonizers.
SAME COLONIZERS.
This time the platform is different.
Using the ASEAN as a springboard, they will want to capture China markets. The land of the Red Honey.
And since China is a big market and Europe and the United States could not easily penetrate the "cohesiveness" of the Chinese markets, what do they do?
The answer?
They sponsor a child. A child called " Asean Integration".
Today, many local professions are slowly threatened. We have heard of foreign lawyers practicing in the country without BAR permission. Legal Consultancy by foreign Barristers is a practice of law in the country and considered illegal without permission. There are foreign medical practitioners who are in the country "discreetly" peddling their products without permit from the government. Mercenaries, goons and even bodyguards are outsourced from other countries to the detriment of our own security providers and agencies. We heard Manny Pangilinan's bodyguards are not Filipinos. There are even foreign real estate appraisers who are practicing land appraisal for foreign based clients without being allowed or permitted by the National Real Estate Boards. The Customs Brokers have just recently objected to a new Tarrif and Customs Bill that provided a provision detrimental to the profession of the Customs Brokers. The clause therewith provided to the effect that, "the importer, exporter or company may appoint any person in its confidence to valuate the goods...".
This goes against the current provisions of the Tarriff and Customs Code which provides that only Customs Brokers may valuate.
There are even reports that our flag carriers or domestic carriers have hired foreign pilots instead of increasing the benefits of our local air aces.

ASEAN integration is an abhorrence to many Filipinos. Ang kikita lang dito ang mga kompanya nina Danding at ng mga Makati Business Club. How else will we start our own business intitatives if we are going to allow all of these foreign companies to enter the competition. Remember, they could even start a placement agency or a janitorial agency. Talagang kompetensya to the lowest level. Bakit, lahat ba tayo nag mamay-ari ng korporasyon?

The total effect of this ASEAN Integration is the dumbing of the Filipinos and total economic condemnation to foreign companies.

ASEAN Integration is a circumvention of the law. Why not amend the Constitution to parliamentary, which is by world standards, a better system?

What are the safeguards being put in place by this Asean Integration?

Should we not have a national consultation first on media, tv or radio?

Bakit itinatago sa atin ni PNOY ang ASEAN integration issues?

Why is Cojuangco-Aquino a party to the WB-IMF interests, in circumvention of the Philippine Constitution?

Why did Purisima extend a 1 BILLION Dollar loan to the IMF-EU?

Ano ang kapalit?

Is this not TREACHERY in its HIGHEST FORM?

Worthy of IMPEACHMENT?

Consider this:

While we are criticizing PNOY for his face, that his mother could love, Danding and ABS-CBN-AYALA-SY and the Makati Boys are on a buying spree already. Buying lands, creating corporations, diversifying into energy, airline and real estate.

PINAGHAHANDAAN NA NILA ANG MANGYAYARI.

Sa bandang huli, it is the poor JUAN who will suffer.

It is time to change this President.

It is time to IMPEACH the PRESIDENT.

It is time to change the rules.

We, the taxpayers have every right to change the rules. We pay our dues, so we change rules.

Forget about Mar Roxas in 2016. He's a user anyway. The money that we pay as taxes today will just end up being used for his campaign for presidency in 2016 (unless..we prevent it of course!). We don't want to pay for his campaign.

And if we could help it, we just want to stop paying taxes right now, pending the resolution of the PDAF scandal.

Labor groups were busy protesting on their day, but President Aquino conveniently hied himself off to Tarlac, with the Palace claiming that Aquino spent the morning of Labor Day to get some rest and for him to recuperate from colds and his bout with coughing.
Aquino was said to have traveled to Tarlac City Tuesday afternoon, immediately after his dialog with labor group representatives in the Palace, to witness a job fair in the area.
Presidential spokesman Edwin Lacierda said this rest day for Aquino is “an opportunity for him to rest. You know he is suffering from coughs and colds, He is taking medications for them,” adding that Aquino is is not trying to evade Labor Day protests in Manila.
“Yesterday, after the event, then later , he also had an event . He now has a chance to rest, So today is a good day for him to rest lang before his event at 4 o’clock,” he said.
The President will have an event with the local community in Victoria, Tarlac this (Wednesday) afternoon.
Lacierda also said the President spearheaded the Labor Day activities on Tuesday based on the advice by the Department of Labor and Employment (DoLE) and it was not the President’s decision for him to take a rest today.
The labor department wanted the Labor Day activities on April 30 so as not to crowd the labor groups’ activities for May 1, Lacierda said.
“But this was suggested, I think if I’m not mistaken, weeks ago or a month ago. You know how it is with the schedule of the President. Thats’ planned in advance,” he said.
Meanwhile, in celebration of the 127th International Workers’ Day and its 110th year in the Philippines, a militant labor group staged a nationwide protest condemning the rabidly anti-worker and pro-capitalist regime of Aquino.
Aquino has again rejected workers’ calls for a significant wage hike, the junking of contractual employment and a stop to trade-union repression. He has bragged about non-wage benefits and his government’s efforts at creating jobs.
“The Aquino regime has been using the technicality that is the one-year ban on hiking wages to try to obscure the fact that it is insensitive toward the long-standing hunger and poverty being experienced by the country’s workers,” an official statement said.
“We condemn Aquino’s use of non-wage benefits, which come from workers’ taxes and premium contributions, to try to cover up his strong opposition to a wage hike. Unlike a significant wage hike, non-wage benefits will not directly and immediately give workers any relief from the soaring prices of goods and services.”
“We condemn Aquino for taking advantage of chronic unemployment to try to blackmail workers into accepting starvation wages, contractual employment, and violations of trade-union rights. The truth is that wages in the country have been pressed down for too long yet jobs available to Filipinos remain dismally scarce.”
The problem lies in the government’s refusal to implement land reform and national industrialization and generate decent employment through these policies. It has instead relied on foreign investments to create jobs in the country, and has offered cheap and repressed labor to attract foreign investors into the country statement further.
On his third Labor Day and almost three years in office, Aquino has thoroughly exposed himself as anti-worker and pro-capitalist. His statements leading to this Labor Day are merely footnotes to his already long record of implementing policies that are favorable to capitalists, especially the big and foreign ones, and detrimental to workers.
For almost three years, Aquino has consistently rejected calls for a significant wage hike, is attempting to impose wage cuts and wage freezes through the Two-Tiered Wage System, has legalized contractual employment, and is continuing policies that are repressive of workers’ right to unionize, collectively bargain and strike.
Today, our protests against the anti-worker and pro-capitalist Aquino regime will ignite. We vow to launch bigger protests in the coming weeks and months in order to push forward our just demands for our wages, job security and trade-union rights statement ended.

  MANILA, Philippines - No one is allowed to relax – not even President Aquino – as the homestretch of the campaign begins.
  Team PNoy campaign strategists vowed to work harder to raise the ratings of their senatorial candidates who are at the bottom of the poll surveys, a team spokesman said.
  The President told reporters after a dialogue with labor groups in Malacañang yesterday that he gave “marching orders” for all the administration candidates to give their best shot.
  “I tell all candidates that nobody should relax at this point in time. I think I am leading also by example. We believe we are espousing a certain ideology. Regardless of my physical condition, I will endeavor to maximize delivering the message to our people,” he said.

Immigration chief faces graft raps

The Ombudsman has charged Immigration Commissioner Ricardo David with graft for replacing the chief of the agency’s intelligence division despite orders from the Civil Service Commission (CSC) and the Department of Justice to reinstate the latter.
The charge was based on a complaint filed by lawyer Faizal Hussin, who accused David of violating the Anti-Graft and Corrupt Practices Act by failing to reinstate him.
The person who replaced Hussin, lawyer Antonette Bucasas-Mangrobang, was also slapped charges of grave misconduct and usurpation of public functions under the Penal Code. Both charges carry imprisonment and disqualification from holding public office.
The CSC, in its order dated Oct. 25, 2012, affirmed its earlier decision and ordered Justice Secretary Leila de Lima to reinstate Hussin to his original position as chief of the intelligence division of the Bureau of Immigration. Pursuant to the CSC ruling, De Lima had issued a memorandum to the BI dated March 22, 2012, directing David to “immediately implement the said CSC resolution and the department order.”
“Instead of complying with the CSC resolution and the memorandum of Secretary De Lima, Commissioner David, displaying an arrogance rarely seen in public service, issued a memorandum to all the BI personnel clearly stating that Attorney Mangrobang shall continue to be the intelligence chief,” the complaint said.
David assigned Hussin to the Commissioner’s Office and ordered him to seek the prior concurrence of Mangrobang for resources and assistance in the job.
Hussin said David’s act was in stern defiance of the CSC and the justice department’s order.
“If David is allowed to defy orders of the Civil Service Commission and secretary of justice, his immediate superior, nothing will come out of the daang matuwid (straight path) of the President, and others will follow suit,” Hussin said.
