Aquino makes U-turn on nuke plant budget

Defyng his Cabinet officials’ advice, President Benigno Aquino III ordered the restoration of the P50-million budget to maintain the mothballed 620-megawatt Bataan Nuclear Power Plant shortly before his state visit to South Korea, which operates 23 nuclear plants.
The budget restoration was confirmed by Pangasinan Rep. Kimi Cojuangco, who was officially informed by Budget Secretary Florencio Abad, who withdrew his order to the National Power Corp. to recall the personnel in charge of maintaining the facility.
Cojuangco said the removal of the maintenance budget would have paved the way for the permanent closure of the plant in 2014.
Cojuangco said Abad had told her that the President’s order was made while the President was in Zamboanga supervising the siege on Moro rebels there.
Lidy Nacpil, lead convenor of the Philippine Movement for Climate Justice and vice president of the Freedom from Debt Coalition, and Francis dela Cruz of Greenpeace Southeast Asia, protested the budget restora-tion.
“We have been demanding that the BNPP be decommissioned a long time ago. We are only being saddled with a totally useless and dangerous nuclear plant,” Nacpil told the Manila Standard.
Nacpil said there was no technology that could ensure the safety of the plant, citing the recent Fukushima tragedy in Japan as a result of the tsunami that hit the country two years ago.
Cojuangco’s BNPP bill in the 15th Congress had already garnered the support of some 197 congressmen when the nuclear plant accident in Fukushima, Japan occurred.
“No one died from the Fukushima nuclear plant accident. We have learned a lot from it and we want to reassure the public that it will not happen to us in the Philippines,” Cojuangco’s husband and former
Pangasinan congressman Mark Cojuangco said.
In fact, he said, two of South Korea’s nuclear plants the Kory1 and Kory2 used a similar design but cost $6 billion.
The BNPP, he said, had been fully-paid in 2007 at a total cost of $2.12 billion.
The Cojuangcos said the BNPP, once rehabilitated and operating, would bring down the cost of electricity to as low as P2.50 per kilowatt hour, as against the prevailing P11 per kwh in Luzon because the coal or diesel fuel was expensive compared to the more efficient and cleaner technology of the BNPP.
“It is about time that we run the BNPP. It is unfair to the future generations if we throw away the $2.1-billion asset that the Filipinos now own and deprive our children of good future,” the congresswoman said.
But Nacpil was adamant.
“When then President Cory Aquino decided to honor the debt, it was like we had thrown good money after bad. Now that the son, President Noynoy Aquino decided to continue maintaining the plant, instead of de-commissioning it, we are being thrown from the frying pan into the fire,” she said.
She and Dela Cruz demanded an explanation from Mr. Aquino.
“The President ought to clarify why he favors the reinstatement of P50-million maintenance of the BNPP. Does it mean that this administration is considering the resurrection of this monument to man’s folly? We certainly hope not,” Dela Cruz said.
Before the President countermanded his order, Abad had reminded the National Power Corp. that no more maintenance funds would be released for the nuclear power plant.
The BNPP is manned by nuclear engineers and a staff of about 30 with 28 security guards protecting the entire 356-hectare complex and the nearby 44-hectare Nuclear Village.
During a budget hearing, Cojuangco invoked Executive Order 55 issued by the late President Corazon Aquino “assigning the National Power Corp. as caretaker of the BNPP until the national government shall have studied on what to do with it,” Cojuangco said.
“I don’t think that EO 55 was ever superseded or repealed,” she told the House committee on appropriations.

Salceda hails SAN MIGUEL CORPORATION takeover of Albay electric co-op

LEGAZPI CITY , Philippines   – Albay Gov. Joey Salceda has hailed the upcoming takeover by San Miguel Corp. (SMC) of the Albay Electric Cooperative (Aleco) that he said  will to solve the unending threats of blackouts in their province. SMC, one of the country’s largest independent power producers, won the bid to manage the beleaguered power coop,.
“Albay would have now SMC as one of its business trophies and send a strong signal to the investment community of the province’s economic potentials,” Salceda stressed.
Albay has recently become country’s fastest growing economy, even with the contant threats of blackouts despite its vast geothermal wealth, due to Aleco’s mounting debts has now reached P4 billion. With a stable electric supply, the province is destined to soar higher, Salceda said.
Energy Secretary Jericho Petilla recently announced SMC’s impending takeover of Aleco, San Miguel will not own ALECO; it will just run the cooperative and “shoulder the debt and pay monthly concession fees.”
The National Grid Corp. recently cut off Aleco’s power supply for failure to pay a month’s bill, plunging the entire province into darkness for 24 hours. Salceda negotiated for a reconnection in behalf of Aleco.

Salceda noted that with SMC around, Albay will have not just stable power supply but also the conglomerate’s strong brands and destination networks that will help enhance Albay as a prime tourist destination coupled.
“Having been in the corporate sector since 1989, I have yet to see an enterprise fail due to mismanagement by the SMC group which has instead distinguished itself for impressive corporate results and corporate social responsibility,” he stressed.
 “I don’t know of distribution utilities managed by top corporations, but compared to Meralco and Smart, SMC has been way ahead of the curve in demonstrating that you can earn more with low prices - the lowest priced gin and the lowest priced beer in the whole world, with Lucio Tan at par or slightly lower,” he added.

LEGAZPI CITY: San Miguel Corp. (SMC) is set to takeover the debt-ridden Albay Electric Cooperative (Aleco) after three other interested buyers withdrew during the August 7 bidding for the said power distributor, Gov. Joey Salceda of Albay said over the weekend.
The governor noted that SMC would shoulder Aleco’s P4-billion debt.
He added that the Aleco bids and awards committee would announce its decision during the cooperative’s general assembly on August 21

 Noynoy hies off to Tarlac on Labor Day

Labor groups were busy protesting on their day, but President Aquino conveniently hied himself off to Tarlac, with the Palace claiming that Aquino spent the morning of Labor Day to get some rest and for him to recuperate from colds and his bout with coughing.
Aquino was said to have traveled to Tarlac City Tuesday afternoon, immediately after his dialog with labor group representatives in the Palace, to witness a job fair in the area.
Presidential spokesman Edwin Lacierda said this rest day for Aquino is “an opportunity for him to rest. You know he is suffering from coughs and colds, He is taking medications for them,” adding that Aquino is is not trying to evade Labor Day protests in Manila.
“Yesterday, after the event, then later , he also had an event . He now has a chance to rest, So today is a good day for him to rest lang before his event at 4 o’clock,” he said.
The President will have an event with the local community in Victoria, Tarlac this (Wednesday) afternoon.
Lacierda also said the President spearheaded the Labor Day activities on Tuesday based on the advice by the Department of Labor and Employment (DoLE) and it was not the President’s decision for him to take a rest today.
The labor department wanted the Labor Day activities on April 30 so as not to crowd the labor groups’ activities for May 1, Lacierda said.
“But this was suggested, I think if I’m not mistaken, weeks ago or a month ago. You know how it is with the schedule of the President. Thats’ planned in advance,” he said.
Meanwhile, in celebration of the 127th International Workers’ Day and its 110th year in the Philippines, a militant labor group staged a nationwide protest condemning the rabidly anti-worker and pro-capitalist regime of Aquino.
Aquino has again rejected workers’ calls for a significant wage hike, the junking of contractual employment and a stop to trade-union repression. He has bragged about non-wage benefits and his government’s efforts at creating jobs.
“The Aquino regime has been using the technicality that is the one-year ban on hiking wages to try to obscure the fact that it is insensitive toward the long-standing hunger and poverty being experienced by the country’s workers,” an official statement said.
“We condemn Aquino’s use of non-wage benefits, which come from workers’ taxes and premium contributions, to try to cover up his strong opposition to a wage hike. Unlike a significant wage hike, non-wage benefits will not directly and immediately give workers any relief from the soaring prices of goods and services.”
“We condemn Aquino for taking advantage of chronic unemployment to try to blackmail workers into accepting starvation wages, contractual employment, and violations of trade-union rights. The truth is that wages in the country have been pressed down for too long yet jobs available to Filipinos remain dismally scarce.”
The problem lies in the government’s refusal to implement land reform and national industrialization and generate decent employment through these policies. It has instead relied on foreign investments to create jobs in the country, and has offered cheap and repressed labor to attract foreign investors into the country statement further.
On his third Labor Day and almost three years in office, Aquino has thoroughly exposed himself as anti-worker and pro-capitalist. His statements leading to this Labor Day are merely footnotes to his already long record of implementing policies that are favorable to capitalists, especially the big and foreign ones, and detrimental to workers.
For almost three years, Aquino has consistently rejected calls for a significant wage hike, is attempting to impose wage cuts and wage freezes through the Two-Tiered Wage System, has legalized contractual employment, and is continuing policies that are repressive of workers’ right to unionize, collectively bargain and strike.
Today, our protests against the anti-worker and pro-capitalist Aquino regime will ignite. We vow to launch bigger protests in the coming weeks and months in order to push forward our just demands for our wages, job security and trade-union rights statement ended.

  MANILA, Philippines - No one is allowed to relax – not even President Aquino – as the homestretch of the campaign begins.
  Team PNoy campaign strategists vowed to work harder to raise the ratings of their senatorial candidates who are at the bottom of the poll surveys, a team spokesman said.
  The President told reporters after a dialogue with labor groups in Malacañang yesterday that he gave “marching orders” for all the administration candidates to give their best shot.
  “I tell all candidates that nobody should relax at this point in time. I think I am leading also by example. We believe we are espousing a certain ideology. Regardless of my physical condition, I will endeavor to maximize delivering the message to our people,” he said.

Customs privatization ‘unconstitutional’ — solon

A House leader yesterday warned against any proposal or move to abolish the Bureau of Customs (BoC) and replace it with a professional institution run by private officials and employees, noting that such is “unconstitutional.”

House Deputy Majority Leader Magtanggol Guni-gundo opposed the BoC replacement, which is among various proposals raised to stamp out corruption and smuggling at the agency.
“That’s a very dangerous proposition. Tax collection is a power that only the government can exercise. It will be unconstitutional to give that power to a private ins-titution that is profit-driven,” said Gunigundo, who was former chief of the Special Anti-Smuggling Unit of then Customs Commissioner Guillermo Parayno.
Instead of abolishing the BoC, he said there should be long-range restructuring of the agency and the BoC should be given fiscal autonomy to make it a strong bureau that can withstand political pressure.
“Exercise political will and apply the attrition law even if it involves BoC officials protected by powerful politicians,” he stressed.
During his time at the BoC, Gunigundo said the agency’s anti-smuggling campaign was effective. “It was effective because Malacañang protected us from the ire of politicians. We could run after contraband, re-assign personnel even if the person is backed by top government officials.”
He also disagreed with calls from some sectors to replace Customs chief Ruffy Biazon. “I am not in favor of that. Changing the head alone will not make BoC any better.”
Earlier, Biazon said he had initial talks with President Aquino about the ultimate solution to smuggling and corruption in the BoC.
Biazon said corruption is deeply embedded in the BoC’s culture and system so dismissing a few people or catching some smugglers will not totally eradicate the corruption problem.
The BoC official said the solution is to completely automate the system that will stop direct dealings between customs employees and importers. Biazon also proposed abolishing the entire Customs bureau to get rid of all the corrupt officials and employees in the agency.

Group accuses President Aquino of treason

MANILA (Mindanao Examiner / March 6, 2013) - A Filipino group called Anakbayan has condemned President Benigno Aquino's handling of the crisis in North Borneo where Malaysian security forces are hunting down members of the Sultanate of Sulu.

More than two dozen people were killed in hostilities in the oil-rich island, just several nautical miles from Tawi-Tawi, since last month when about 200 followers of Sultan Jamalul Kiram landed in the town of Lahad Datu to exert their historical rights over North Borneo.

“Aquino has clearly committed treason when he did nothing as Malaysian forces attacked the Filipinos in Sabah,” Vencer Crisostomo, Anakbayan's national chairman, told the Mindanao Examiner.

He said Aquino seems to be taking his cue from the Malaysian government and has, from the beginning, failed to take a “sane, patriotic stand” regarding the Sabah claim. “He essentially gave the green light to the Malaysian government to proceed and massacre the Filipinos in Sabah. This is unforgivable, blood is on his hands,” he said.

Crisostomo said Aquino must call strongly on the Malaysian government and the international community to stop the massacre of Filipinos, instead of coming up with “conspiracy theories.”

Aquino has blamed the violence to Sultan Jamalul and his purported financiers. He also ordered authorities to unmask who are those financing Sultan Jamalul.

“Instead of made up stories of ‘conspiracy,’ he should immediately call for the halting of the all-out attack on Filipinos. The real conspiracy here is between Aquino and the Malaysian government, conniving to dispossess the Philippines and the Sultanate of the rightful claim to Sabah,” Crisostomo said.

He said the Sultanate of Sulu and the Philippines have a rightful claim to North Borneo, now called Sabah by Malaysia, which Aquino has continually ignored.

Crisostomo branded Aquino as “a puppet (of Malaysia) and traitor (to the Filipino people).”

Do-nothing Noynoy

Noynoy the other day assured that come election day, there will be no brownouts in Mindanao.

Gee, that’s hardly reassuring to Mindanaoans, considering that they have been plagued by daily brownouts for sometime, and without Noynoy and his Palace boys doing anything about these brownouts at all.
In 2011, there was already issued a dire warning of the danger of more and more brownouts hitting Mindanao, and even Metro Manila.
The warnings have been repeated in 2012 of a power crisis in Mindanao in 2013, again there was inaction on the part of Noynoy.
Despite these early warnings, and with brownouts already greeting the people of Mindanao for some time, Noynoy and his administration failed to do anything at all.
One recalls that in some kind of Mindanao summit, when the problem of the continuous power crisis in Mindanao was the agenda, Noynoy said something to the effect that if Mindanaoans wanted power, they would have to pay for more expensive power rates, adding that Mindanao has been enjoying cheap power rates through hydroelectric power, and that this could no longer continue.
That was pretty unfeeling of him to say that, especially as the Mindanaoans — and for that matter, the entire Philippine population — were, and are still reeling from high prices and high taxes, not to mention less and less jobs, and more and more poverty under the Aquino III government.
What was noted, however, was that even as Noynoy threatened the Mindanaoans with higher power prices, he did nothing at all to resolve the ongoing power problem in that region.
Now the problem has escalated, and all Noynoy can guarantee is that on election day, no brownouts will occur.
His “instant” solution to the power crisis in Mindanao for election day is to use the dirty “diesel,” in replacement of the hydro power supply of electricity in Mindanao as an alternative to resolve the massive brownouts being experienced by hundreds of residents and industries in the southern region.
He even said the Department of Energy already has a solution to the power problem.
“Now, to solve the crisis in Mindanao, probably by tomorrow, Secretary Petilla will be presenting an immediate solution,” Noynoy was quoted as saying.
He repeated what he said a year or so back on cheap rates that cannot continue, saying that the electricity rate in Mindanao has been cheap for years because of its being hydro-based. The natural flow of water from the vast Maria Cristina falls is the major source of hydro-power that is distributed throughout Mindanao.
So why didn’t he move to face the power crisis in Mindanao head on then? There were 13 recommendations made by the Mindanao Power Summit in April last year, part of which was to accelerate the rehabilitation of all the Agus hydro plants not producing their designed capacity; accelerate the implementation of the Balo-i flood control project and rehabilitation of the Pulangui plant to produce at least 254 megawatts of cheap, renewable energy; accelerate the construction of renewable energy power plants instead of coal plants, as well as compel Power Sector Assets and Liabilities Management Corp.-National Power Corp. to deploy its power barges to Mindanao to take up the power shortfall while additional capacity is being created from renewable energy sources.
Noynoy’s solution again is for diesel power generators, which definitely will cause power rates to soar, which again would put more people in the poorhouse.
Noynoy appears to be as laidback as his mother in facing really big problems and crises. Cory was already warned for a long time about the looming power crisis in the mid-80s, but she and her administrators did nothing about it, the result of which was the daily 12-hour blackouts that took a toll on business, and eventually, relying on power generators, followed by the onerous Ramos independent power producer and public-private partnership, and we now have become the country that has the second highest, if not the highest, power rates.

Noynoy had the face to claim that “they have done all they could” to protect the lives of the fighters of the sultanate, even when, for some three weeks running, he again transformed himself into the invisible, inept President of the Republic, and did nothing but have his spokesmen and his Interior Secretary Mar Roxas issue threats and more threats against Sultan Kiram and his men in Sabah.
And all Noynoy did to “protect” the lives of the Filipinos in Sabah was to keep on mouthing what Malaysia mouths, which aim is to massacre the Filipino Muslims who are fighting not just for their sultan’s rightful land, but also to get back that land for the Philippine Republic.
Three weeks after the occurrence, Noynoy finally faces the media, then says he has done all he could, when he did nothing in the first few days that stretched into weeks.
What was his ambassador to Malaysia doing at that time, that Noynoy had to get his information and direction from Malaysia?
Why did he not send his Foreign Affairs secretary, Albert del Rosario, weeks ago, to talk to the Malaysian authorities about the problem? Why, after so many Filipino fighters have died, and are reportedly being attacked with bombs by the Malaysian forces, did Del Rosario finally leave to engage in talks with Malaysia and seek permission for their ships to come to the aid of the Filipinos?
Why, if Noynoy and his Interior secretary claim that they did all they could to protect the lives of Filipinos did they constantly threaten the sultan and his fighters with arrest and criminal charges, when they return?
Here is Noynoy telling the fighters to return to the Philippines, saying that theirs is a lost cause, which is no different from saying that the Sabah claim is useless, as the Malaysians are in control in Sabah. Then he threatens them with crime that was committed in the Philippines.
And worse, Noynoy even has the gall to now say that he smells a conspiracy in the Sabah firefighting, claiming there is basis for saying this, as intelligence reports point to this.
That’s a laugh, considering that his intelligence network did not even smell some 200 Sulu fighters going off to Sabah to stake the sultanate and the Philippines’ claim to ownership of Sabah. Hell, Noynoy and his intelligence network didn’t even know just how many fighters were there. And he speaks of intelligence reports pointing to a conspiracy, and obviously pointing to the conspirators as those from the previous administration — with an additional claim that this has something to do to break up the peace talks with the Moro Islamic Liberation Front.
Then Noynoy admits that he cannot come up with a conclusion on the conspiracy, as he has no evidence.
If there is no evidence of a conspiracy or the identities of the alleged conspirators, why then does he speak of conspiracies?
Still, that is always the way of inept presidency and a weakling, always refusing to take the blame for the disaster and crises that come their way and hiding himself for weeks when a crisis erupts.
The fact that Noynoy and his boys did nothing about several letters coming from Sultan Kiram III shows that from the start, the intent was never to include the sultan in the peace talks, which is why everything is being granted to the MILF.
This is also the reason Malaysia is the facilitator in the peace talks, and why Kiram is out of the peace talks, because Malaysia was aware of the sultan’s ancestral claim of Sabah and wanted the Sultan out of the talks.
Malaysia is there to protect Malaysian interests, not the Philippines. The MILF also bows to Malaysia and will not have the sultan participating in these peace talks.
Now Noynoy and his aides blame Kiram for placing the peace talks in danger, with Noynoy aides claiming that the Sabah incident may even make Noynoy lose his chance at being nominated for the Nobel Peace Prize.
For Pete’s sake. He feeds Filipinos to the Malaysian wolves and does not care if they get killed by Malaysian forces, and he wants to be known as a man of peace?
A man who sold out a part of the Republic to the Malaysians and now sells out more of Mindanao to the MILF? A leader who didn’t care a whit about the lives of the Filipinos fighting for the Republic’s claim, because he was too much of a weakling and gets his orders from Malaysia?
What a travesty.
