IT was embarrassing to listen to President Aquino badmouth members of his own economic team last week simply because they reported that poverty had remained unchanged since 2006.
The statistics, released every three years by the National Statistical Coordination Board, showed that 28 out of 100 Filipinos still lived in poverty as of 2012, much as they did in 2006. While the numbers were reported without comment, they clearly suggested what Mr. Aquino was loathe to admit. Nothing he did in his first two years in office put a dent in the war on poverty, and the billions he had squandered on his so-called 4Ps program, a straight dole to the “poorest of the poor” families, had accomplished nothing that was statistically significant.
On this basis, the President called into question the veracity of the statistics and even the motives of the bureaucrats in his government that collated them. Pointing to an unrelated statistical error that was reported by a completely different agency of government, he cast doubts on the NSCB for sharing an inconvenient truth with the public.
The behavior is sadly typical of an administration that has mastered the art of cherry-picking figures that put it in a good light and dismissing or even discrediting data that lifts the curtain on its failures. The offshoot of this practice is that it leads to a false sense of accomplishment and provides a poor basis for sound policy making.
For the last three years, we have had to listen to Mr. Aquino blame his predecessor for all the country’s woes, and paint a rosy picture of change under his administration in his annual State of the Nation Address. But we now know from experience that what Mr. Aquino says often bears little resemblance to the unadorned truth.
Last year, for example, he boasted that disaster response under his administration was so good that “relief goods are ready even before a storm arrives.” It isn’t farfetched to believe that Mr. Aquino’s complacency and confidence contributed to the social disaster that followed in Davao, where starving farmers, victims of a powerful typhoon, stormed a government warehouse in February after the Department of Social Welfare and Development had failed to keep its promise to distribute sacks of rice to them to stave off hunger. Confronted with her failure to do her job, the Cabinet member responsible simply turned the tables on the typhoon victims, calling them “agitators” and threatening to charge them in court.
In the same State of the Nation Address last year, the President boasted that the agrarian reform program that his mother had begun during her term would finally see fruition under his guidance. The inconvenient truth: one full year after the Supreme Court ordered Mr. Aquino’s family to distribute its Hacienda Luisita sugar estate to tenant farmers, not a single square meter of farmland has changed hands.
Mr. Aquino’s love of the positive also colors his relationship with the press, whom he has constantly chided to focus on good news and to “avoid negativism” – which is fast becoming an administration mantra.
United States President Barack Obama, whom Mr. Aquino likes to style himself after, offered a contrasting view at a recent dinner for the press. “My job is to be the president, your job is to keep me humble,” he told the roomful of journalists.
On the other hand, Mr. Aquino insists that the role of media is to make him look good, whether he deserves it or not.

  DND opens possibility of US bases return to RP

Despite a constitutional prohibition banning the presence of foreign bases and foreign troops, the Aquino administration will allow the United States to set up its bases in the country.
Defense Secretary Voltaire Gazmin yesterday said that the United States may set up bases in the country, but qualified his statement by saying that this will come about in case an “extreme emergency” erupts in the Pacific as tension in the Korean Peninsula continued to increase.
The Constitution does not make any exemptions on this bases and foreign troops ban, however in case of “extreme emergency.”
Gazmin said: “Right now, our Constitution does not allow that (US bases in the country) but in cases of extreme emergency then there are extreme measures to be undertaken, maybe this is one of them,” admitted Gazmin during a chance interview by Camp Aguinaldo reporters.
Gazmin did not elaborate on why a Korean Peninsula crisis would necessitate the establishment of the US bases in the country, considering the fact that the Philippines is not a target of North Korea. At most, the target, apart from South Korea, would be Guam, if an American territory is targeted by North Korea.
The 1987 Constitution is barring permanent bases for foreign military in the country. The US pulled its bases from the Clark Air Base and the Subic Naval Bay in 1991 after the expiration of their stay.
The defense chief, however, stressed that there is no such move right now but cited the increased presence of US troops in the country through joint military exercises.
“In the absence of that (US bases), we go through a process, through exercises and increased rotational presence of American troops here in the areas involved in exercises and training,” said Gazmin.
Currently. more than 8,000 Filipino and US troops are holding the yearly Balikatan exercises in Luzon areas.
The defense chief also emphasized that situation in both South and North Korea remained normal as of yesterday.
Nonetheless, Gazmin said that the government has set up contingency measures should evacuation of Filipinos in South Korea arises.
Gazmin said that the Philippine Air Force has three operational C130 cargo planes on standby for deployment.
The Philippine Navy earlier announced that three ships, two logistical and an escort, were placed on alert for possible repatriation of more or less 40,000 Filipinos in South Korea.

Do-nothing Noynoy

Noynoy the other day assured that come election day, there will be no brownouts in Mindanao.
Gee, that’s hardly reassuring to Mindanaoans, considering that they have been plagued by daily brownouts for sometime, and without Noynoy and his Palace boys doing anything about these brownouts at all.
In 2011, there was already issued a dire warning of the danger of more and more brownouts hitting Mindanao, and even Metro Manila.
The warnings have been repeated in 2012 of a power crisis in Mindanao in 2013, again there was inaction on the part of Noynoy.
Despite these early warnings, and with brownouts already greeting the people of Mindanao for some time, Noynoy and his administration failed to do anything at all.
One recalls that in some kind of Mindanao summit, when the problem of the continuous power crisis in Mindanao was the agenda, Noynoy said something to the effect that if Mindanaoans wanted power, they would have to pay for more expensive power rates, adding that Mindanao has been enjoying cheap power rates through hydroelectric power, and that this could no longer continue.
That was pretty unfeeling of him to say that, especially as the Mindanaoans — and for that matter, the entire Philippine population — were, and are still reeling from high prices and high taxes, not to mention less and less jobs, and more and more poverty under the Aquino III government.
What was noted, however, was that even as Noynoy threatened the Mindanaoans with higher power prices, he did nothing at all to resolve the ongoing power problem in that region.
Now the problem has escalated, and all Noynoy can guarantee is that on election day, no brownouts will occur.
His “instant” solution to the power crisis in Mindanao for election day is to use the dirty “diesel,” in replacement of the hydro power supply of electricity in Mindanao as an alternative to resolve the massive brownouts being experienced by hundreds of residents and industries in the southern region.
He even said the Department of Energy already has a solution to the power problem.
“Now, to solve the crisis in Mindanao, probably by tomorrow, Secretary Petilla will be presenting an immediate solution,” Noynoy was quoted as saying.
He repeated what he said a year or so back on cheap rates that cannot continue, saying that the electricity rate in Mindanao has been cheap for years because of its being hydro-based. The natural flow of water from the vast Maria Cristina falls is the major source of hydro-power that is distributed throughout Mindanao.
So why didn’t he move to face the power crisis in Mindanao head on then? There were 13 recommendations made by the Mindanao Power Summit in April last year, part of which was to accelerate the rehabilitation of all the Agus hydro plants not producing their designed capacity; accelerate the implementation of the Balo-i flood control project and rehabilitation of the Pulangui plant to produce at least 254 megawatts of cheap, renewable energy; accelerate the construction of renewable energy power plants instead of coal plants, as well as compel Power Sector Assets and Liabilities Management Corp.-National Power Corp. to deploy its power barges to Mindanao to take up the power shortfall while additional capacity is being created from renewable energy sources.
Noynoy’s solution again is for diesel power generators, which definitely will cause power rates to soar, which again would put more people in the poorhouse.
Noynoy appears to be as laidback as his mother in facing really big problems and crises. Cory was already warned for a long time about the looming power crisis in the mid-80s, but she and her administrators did nothing about it, the result of which was the daily 12-hour blackouts that took a toll on business, and eventually, relying on power generators, followed by the onerous Ramos independent power producer and public-private partnership, and we now have become the country that has the second highest, if not the highest, power rates.

She was also quoted as saying, " “My presence at Gwen’s side will send a powerful message of hope for her, her family, her supporters, all Cebuanos and to all Filipinos in general, who believe in the essence of fair play,” Tingting said.

The newspaper also indicated that " Tingting is the wife of UNA Vice President Jose “Peping” Cojuangco Jr, who is also PDP-Laban secretary-general and the uncle of President Aquino, the head of the ruling Liberal Party.
