Farmers want San Miguel mining out of Compostela

Compostela, Compostela Valley —  Typhoon Pablo survivors here are opposing the entry of a mining firm owned by the uncle of Pres. Benigno Aquino,III.
Some 500 members of the Compostela Farmers Association (CFA) presented a petition after a march rally last Friday saying the entry of Agusan Petroleum and Minerals Corporation posed a threat to their livelihood even as they are still recovering from the dislocation brought about by Typhoon Pablo last year.
“The areas that the corporation is mining are also areas where we are mining. It is the area with the highest concentration of people – from small-scale miners to farmers,” said CFA leader Bello Pindasan. Residents are still in the process of having the area approved as a ‘Minahang Bayan’ (People’s Mining Area) for small-scale miners. Under Republic Act 7076 or the People’s Small-Scale Mining Act of 1991, small-scale miners must have a Minahang Bayan to operate legally as declared by the Mines and Geosciences Bureau (MGB) of the DENR .
The Agusan Petroleum and Mineral Corporation was listed by the MGB as having two exploration permits in Compostela. Areas to be covered included the villages of Nursery, Bango, Pulang Lupa, Mambusao and Kantigbaw, all located in Brgy. Ngan. The company’s permits cover one area in Compostela spanning 9,999 hectares, while the other area spans the boundary of Compostela & New Bataan towns  with a total of 2,400 hectares. Both were approved in April 18, 2012 and supposedly have expired last April 18 this year.
Tindasan said the entry of the Agusan Petroleum, a subsidiary of San Miguel Corporation owned by Presidential uncle Danding Cojuangco, would affect the efforts made by the residents in rebuilding their farms, houses and schools.
“Big mining will not only have negative effects on the environment, it will also ruin our livelihood,” Pindasan lamented.
Though the company is no longer listed in the MGB list of permits released last May, Vice-Mayor Reynaldo Castillo confirmed that is it the same company that is now conducting local exploration.
Castillo said the council would weigh the petition of the farmers. The municipal council (Sangguniang Bayan) failed to convene on Friday  while its special session last Saturday also did not push through.
He said he understands the residents’ concern over the detrimental effects of mining, but wonders if this would happen during the exploration stage, although he conceded that large-scale mining will have ill-effects in the long run.
“It becomes destructive. We’ve heard of so many incidents like what happed in Davao Oriental and in Surigao,” he said.
However, he said,  ”(T)here are benefits with mining if you maintain the integrity of natural resources. You should not pollute the area, you provide security for the people and you provide for your social obligations.”
Pindasan also scored the presence of military units, namely the 10th Infantry Division’s 25th Infantry Battalion (IB), the 67th IB and the 72nd IB who are “securing” the mining area.
The CFA claimed in their petition that the military presence in the past led to human rights violations in the past years such as the burning of houses and a school of the Lumad Matigsalogs in Bermuda village, Brgy. Mangayon, the killing of former CFA chairperson Danny Qualvar in 2008 and the military encampment in a school in Brgy. Panansalan.  (John Rizle L . Saligumba/davaotoday.com)

IT was embarrassing to listen to President Aquino badmouth members of his own economic team last week simply because they reported that poverty had remained unchanged since 2006.
The statistics, released every three years by the National Statistical Coordination Board, showed that 28 out of 100 Filipinos still lived in poverty as of 2012, much as they did in 2006. While the numbers were reported without comment, they clearly suggested what Mr. Aquino was loathe to admit. Nothing he did in his first two years in office put a dent in the war on poverty, and the billions he had squandered on his so-called 4Ps program, a straight dole to the “poorest of the poor” families, had accomplished nothing that was statistically significant.
On this basis, the President called into question the veracity of the statistics and even the motives of the bureaucrats in his government that collated them. Pointing to an unrelated statistical error that was reported by a completely different agency of government, he cast doubts on the NSCB for sharing an inconvenient truth with the public.
The behavior is sadly typical of an administration that has mastered the art of cherry-picking figures that put it in a good light and dismissing or even discrediting data that lifts the curtain on its failures. The offshoot of this practice is that it leads to a false sense of accomplishment and provides a poor basis for sound policy making.
For the last three years, we have had to listen to Mr. Aquino blame his predecessor for all the country’s woes, and paint a rosy picture of change under his administration in his annual State of the Nation Address. But we now know from experience that what Mr. Aquino says often bears little resemblance to the unadorned truth.
Last year, for example, he boasted that disaster response under his administration was so good that “relief goods are ready even before a storm arrives.” It isn’t farfetched to believe that Mr. Aquino’s complacency and confidence contributed to the social disaster that followed in Davao, where starving farmers, victims of a powerful typhoon, stormed a government warehouse in February after the Department of Social Welfare and Development had failed to keep its promise to distribute sacks of rice to them to stave off hunger. Confronted with her failure to do her job, the Cabinet member responsible simply turned the tables on the typhoon victims, calling them “agitators” and threatening to charge them in court.
In the same State of the Nation Address last year, the President boasted that the agrarian reform program that his mother had begun during her term would finally see fruition under his guidance. The inconvenient truth: one full year after the Supreme Court ordered Mr. Aquino’s family to distribute its Hacienda Luisita sugar estate to tenant farmers, not a single square meter of farmland has changed hands.
Mr. Aquino’s love of the positive also colors his relationship with the press, whom he has constantly chided to focus on good news and to “avoid negativism” – which is fast becoming an administration mantra.
United States President Barack Obama, whom Mr. Aquino likes to style himself after, offered a contrasting view at a recent dinner for the press. “My job is to be the president, your job is to keep me humble,” he told the roomful of journalists.
On the other hand, Mr. Aquino insists that the role of media is to make him look good, whether he deserves it or not.

He calls himself the leader of the country, yet he threw Filipinos to the Malaysian wolves instead of protecting them.
At least 12 followers of Sultan Kiram, all Filipinos, and all fighting for what belongs to the Philippines, were massacred by the Malaysian police in Sabah, and there was Noynoy, taking Malaysia’s side, getting all his information and policy direction from Malaysia, instead of taking the side of the Filipinos who were more than willing to die for their cause, which was the recognition from Malaysia that the Phlippines, not even the Sultan, own Sabah, and had every right to be there.
But from the start, there went Noynoy and his aides, debunking the Sabah claim, saying that there was no proof at all that Sabah belongs to the sultanate of Sulu or the Philippines, despite the fact that to this day, Malaysia pays the sultanate rental fees. What more proof is there of ownership than the fact that Malaysia pays yearly rentals?
Even our laws have a claim on Sabah, yet there was Noynoy, threatening to have the sultan and his men charged and arrested, conjuring up some kind of sabotage, and demanding that they stop the standoff, and for the fighters to come home.
And even when the sultan said he was willing to dialog with Noynoy, this offer too, was brushed off, with Noynoy saying that the sultan’s royal army in Sabah must first return, and then they can talk. And then what? Still charge them with some imaginary crime, when clearly, no crime was committed in the country by the sultan or his heirs, since the crime — if crime it was at all—occurred in Sabah, not in this country.
And even while the massacre of Filipinos was ongoing, there went Malacañang, claiming that there was no firefight, and that there was just a shot fired in the air.
Noynoy and the Palace have done nothing at all but mouth the Malaysian line.
They were obviously also getting all their information from Malaysia. Why not from the Philippine ambassador to Malaysia? He would have been the person who should have been giving the information, not for the DFA or Noynoy or his aides to be getting all that information from Malaysian authorities, who expectedly will be giving information that won’t be detrimental to them.
It was Malaysia that had claimed there were fighters who had already run to the sea, for safety, that the others have surrendered, which the Palace and the DFA also claimed, yet the country later finds out that the entire number of fighters, save for those who died and have been buried, according to Muslim rites, are still intact.
Why is Noynoy so subservient to Malaysia, to the point even of debunking the country’s rightful claim to Sabah, and worse, there was Noynoy, getting all his instructions from Malaysia.
And he believes that by giving the Muslim secessionists, MILF, its sub-state and eventually, its independence, Noynoy would be given the Nobel Peace Prize, when he is now known to the world as throwing his own people to the Malaysian wolves and has blood in his hands?
Because he did. He has bent over backwards for Malaysia too many times in the past. He could easily have staved off this stand-off. In fact, it is more probable that there would not have occurred such a standoff and massacre of Filipinos if he had, from the start, held a dialog with the sultan, who had even written him not just one letter, but two, both of which were certainly ignored and dismissed by Noynoy.
Filipino blood is in Noynoy’s hands. But blood seems to be following him, due to his indecisiveness in hours of crises.
The August 2010 massacre of the Hong Kong tourists in Manila would not have ended as such, had Noynoy not closeted himself in his room and moved to decide early.
But that would be asking too much of Noynoy, as he not only cannot  face crises frontally, but that he is also too much of a wimp, and takes on the policies of foreign governments.
We do not have a leader who protects the people. We have a wimp and a servant of foreign powers.

Immigration chief faces graft raps

The Ombudsman has charged Immigration Commissioner Ricardo David with graft for replacing the chief of the agency’s intelligence division despite orders from the Civil Service Commission (CSC) and the Department of Justice to reinstate the latter.

The charge was based on a complaint filed by lawyer Faizal Hussin, who accused David of violating the Anti-Graft and Corrupt Practices Act by failing to reinstate him.

The person who replaced Hussin, lawyer Antonette Bucasas-Mangrobang, was also slapped charges of grave misconduct and usurpation of public functions under the Penal Code. Both charges carry imprisonment and disqualification from holding public office.

The CSC, in its order dated Oct. 25, 2012, affirmed its earlier decision and ordered Justice Secretary Leila de Lima to reinstate Hussin to his original position as chief of the intelligence division of the Bureau of Immigration. Pursuant to the CSC ruling, De Lima had issued a memorandum to the BI dated March 22, 2012, directing David to “immediately implement the said CSC resolution and the department order.”

“Instead of complying with the CSC resolution and the memorandum of Secretary De Lima, Commissioner David, displaying an arrogance rarely seen in public service, issued a memorandum to all the BI personnel clearly stating that Attorney Mangrobang shall continue to be the intelligence chief,” the complaint said.

David assigned Hussin to the Commissioner’s Office and ordered him to seek the prior concurrence of Mangrobang for resources and assistance in the job.

Hussin said David’s act was in stern defiance of the CSC and the justice department’s order.

“If David is allowed to defy orders of the Civil Service Commission and secretary of justice, his immediate superior, nothing will come out of the daang matuwid (straight path) of the President, and others will follow suit,” Hussin said.

The Civil Service Commission and the Office of the Ombudsman should look more into this. Our friends from the government tell us that itong mga taong ito ay very "NOTORIOUS" for issuing ILLEGAL ORDERS AND PERSONNEL MEMOS. THERE SHOULD BE A TOTAL INVESTIGATION!!!

She was also quoted as saying, " “My presence at Gwen’s side will send a powerful message of hope for her, her family, her supporters, all Cebuanos and to all Filipinos in general, who believe in the essence of fair play,” Tingting said.

The newspaper also indicated that " Tingting is the wife of UNA Vice President Jose “Peping” Cojuangco Jr, who is also PDP-Laban secretary-general and the uncle of President Aquino, the head of the ruling Liberal Party.

Roxas guilty of 'power grab' in Cebu

   "Local Government Secretary Manuel Roxas II has allegedly made a "power grab" in Cebu following the six-month suspension issued to Governor Gwendolyn Garcia, a stalwart of the United Nationalist Alliance (UNA) said Wednesday."

 “This is plain and simple power grab,” Garcia said as she assured Cebuanos that she will not relinquish her office, stressing that the suspension order was defective and politically motivated.

“I am not leaving. The way they served the order was defective,” she said. “I assure the Cebuanos that, in accordance with their mandate, I shall continue to discharge the functions of the Office of Governor of the Province of Cebu until the remedies that due process affords me, and available under our laws, are exhausted.”
 But Garcia said the suspension order was not presented to her but was merely posted on the bulletin board. “They only posted a photocopy version in the capitol. I have yet to receive a copy of the order,” she said.
