Kris Aquino eyes investment in Sarangani’s Gumasa beach district

GENERAL SANTOS CITY (MindaNews/03 May)– Saying it could be the country’s “next Boracay,” movie and television celebrity Kris Aquino expressed interest Thursday of putting up an investment in the famed white sand beaches of Gumasa in the coastal town of Glan in Sarangani province.
Aquino, who joined the campaign sorties here of administration senatorial bets re-electionist Senator Francis Escudero and Grace Poe, disclosed that she made some inquiries to possibly acquire a property along the popular beach strip.
The presidential sister said she is presently looking at bringing in a partner to jointly invest in the development of a resort in the area.
“I think we should promote more the tourism here because you have a beautiful airport and beautiful roads,” she said in a press conference.
Aquino hinted that she has been trying to work out an investment arrangement in Gumasa with Escudero whom, she said, has been “looking for something to procure” for his girlfriend, actress Heart Evangelista.
“I’ve been calling some of my friends (to help out) so we can procure that gift for their first year anniversary,” she said.
Aquino said she was immediately smitten by the pristine white sand beaches of Gumasa during her first visit in the last week of January to shoot her birthday episode for her daily talk show Kris TV.
She added she was specifically charmed with the beauty of the place, the good food and the amiable folks in the area.
Aquino, who spent some time then at the Rosal beach resort, pointed out that it only takes about an hour and 10 minutes from this city to reach Gumasa and enjoy its natural beauty.
“It’s less hassle to get there than going to Boracay,” Aquino said, referring to the world-famous Boracay Island in Aklan.
Aquino said it’s been her “dream” to put up a resort project, noting she has found “the opportunity to make it happen in Gumasa.”
“Who knows? I hope it will become our next Boracay,” she said.
Gumasa, which was christened by locals and visitors as the “Boracay of the South,” boasts of natural white sand beachfronts that are lined with lush greenery.
Its clear waters have been popular among tourists for swimming, diving, snorkeling as well as other leisure and adventure activities.

The area hosts seven beach resorts that had been declared by the Department of Tourism as “tourist-ready.”
On May 24-25, Barangay Gumasa’s seven-kilometer beachfront will take anew the center stage as the main venue of the 8th Sarangani Bay (SarBay) Festival.
Around 70,000 local and foreign tourists are expected to join the SarBay fest, which is dubbed as the “biggest beach party in the country.” (Allen V. Estabillo/MindaNews)

NTC BUDGET KINU-KURIPOT NG MALACANANG, ANTI-EMPLOYEE NGA TALAGA

NTC wants freedom from MalacaƱang

A ranking official of the National Telecommunications Commission wants to liberate the agency from the Office of the President (OP), noting that NTC’s massive average P3-billion yearly income is not enjoyed by its employees.
In an exclusive interview with the Tribune, the official said liberation from OP is seen as the best solution to its long-time woes that range from miniscule salary, decrepit apparatus, very little budget and lack of communications competent workers. 


“It’s best time for our commission to be reorganized so that we can enjoy the fruits of our hefty income. We can’t feel the blessings of the money we’ve been generating for the national government. Where is that money going? We can’t feel it as far as our salary is concerned,” a ranking NTC official, who refused to be named, said.
The official said when they were removed from the Department of Transportation and Communications (DoTC), they thought their lives will be better. But the result of the turnover from DoTC to OP was a mistake because they feel that they are now deserted by MalacaƱang.
“Our counterpart in the US is the Federal Communication Commission. That is a very powerful agency but here we cannot even punish any telco (telecommunications company) because our organizational structure is old, especially our apparatus,” he said.
He added modernization alone cannot solve the miseries of the people in NTC because its problem is deeply rooted to its organizational flaws.
The official said the current set-up doesn’t allow the NTC to shoulder any skill-enhancing course of its officials whether locally or abroad, thus forcing them to rely on government and private sector-sponsored schooling for their workers to have advanced schooling on telecommunications.
“How often does USAID sponsor scholarship grants? That’s the only time that we can send our employee abroad to get free crash course?” he asked. Also needed to be restructured is the setting of fixed term for their commissioners so that there will be security of tenure and continuity in the programs of NTC.
NTC’s annual budget is only P300 million, just one-tenth of the yearly income it turns over to the national government.

He calls himself the leader of the country, yet he threw Filipinos to the Malaysian wolves instead of protecting them.
At least 12 followers of Sultan Kiram, all Filipinos, and all fighting for what belongs to the Philippines, were massacred by the Malaysian police in Sabah, and there was Noynoy, taking Malaysia’s side, getting all his information and policy direction from Malaysia, instead of taking the side of the Filipinos who were more than willing to die for their cause, which was the recognition from Malaysia that the Phlippines, not even the Sultan, own Sabah, and had every right to be there.
But from the start, there went Noynoy and his aides, debunking the Sabah claim, saying that there was no proof at all that Sabah belongs to the sultanate of Sulu or the Philippines, despite the fact that to this day, Malaysia pays the sultanate rental fees. What more proof is there of ownership than the fact that Malaysia pays yearly rentals?
Even our laws have a claim on Sabah, yet there was Noynoy, threatening to have the sultan and his men charged and arrested, conjuring up some kind of sabotage, and demanding that they stop the standoff, and for the fighters to come home.
And even when the sultan said he was willing to dialog with Noynoy, this offer too, was brushed off, with Noynoy saying that the sultan’s royal army in Sabah must first return, and then they can talk. And then what? Still charge them with some imaginary crime, when clearly, no crime was committed in the country by the sultan or his heirs, since the crime — if crime it was at all—occurred in Sabah, not in this country.
And even while the massacre of Filipinos was ongoing, there went MalacaƱang, claiming that there was no firefight, and that there was just a shot fired in the air.
Noynoy and the Palace have done nothing at all but mouth the Malaysian line.
They were obviously also getting all their information from Malaysia. Why not from the Philippine ambassador to Malaysia? He would have been the person who should have been giving the information, not for the DFA or Noynoy or his aides to be getting all that information from Malaysian authorities, who expectedly will be giving information that won’t be detrimental to them.
It was Malaysia that had claimed there were fighters who had already run to the sea, for safety, that the others have surrendered, which the Palace and the DFA also claimed, yet the country later finds out that the entire number of fighters, save for those who died and have been buried, according to Muslim rites, are still intact.
Why is Noynoy so subservient to Malaysia, to the point even of debunking the country’s rightful claim to Sabah, and worse, there was Noynoy, getting all his instructions from Malaysia.
And he believes that by giving the Muslim secessionists, MILF, its sub-state and eventually, its independence, Noynoy would be given the Nobel Peace Prize, when he is now known to the world as throwing his own people to the Malaysian wolves and has blood in his hands?
Because he did. He has bent over backwards for Malaysia too many times in the past. He could easily have staved off this stand-off. In fact, it is more probable that there would not have occurred such a standoff and massacre of Filipinos if he had, from the start, held a dialog with the sultan, who had even written him not just one letter, but two, both of which were certainly ignored and dismissed by Noynoy.
Filipino blood is in Noynoy’s hands. But blood seems to be following him, due to his indecisiveness in hours of crises.
The August 2010 massacre of the Hong Kong tourists in Manila would not have ended as such, had Noynoy not closeted himself in his room and moved to decide early.
But that would be asking too much of Noynoy, as he not only cannot  face crises frontally, but that he is also too much of a wimp, and takes on the policies of foreign governments.
We do not have a leader who protects the people. We have a wimp and a servant of foreign powers.

Immigration chief faces graft raps

The Ombudsman has charged Immigration Commissioner Ricardo David with graft for replacing the chief of the agency’s intelligence division despite orders from the Civil Service Commission (CSC) and the Department of Justice to reinstate the latter.

The charge was based on a complaint filed by lawyer Faizal Hussin, who accused David of violating the Anti-Graft and Corrupt Practices Act by failing to reinstate him.

The person who replaced Hussin, lawyer Antonette Bucasas-Mangrobang, was also slapped charges of grave misconduct and usurpation of public functions under the Penal Code. Both charges carry imprisonment and disqualification from holding public office.

The CSC, in its order dated Oct. 25, 2012, affirmed its earlier decision and ordered Justice Secretary Leila de Lima to reinstate Hussin to his original position as chief of the intelligence division of the Bureau of Immigration. Pursuant to the CSC ruling, De Lima had issued a memorandum to the BI dated March 22, 2012, directing David to “immediately implement the said CSC resolution and the department order.”

“Instead of complying with the CSC resolution and the memorandum of Secretary De Lima, Commissioner David, displaying an arrogance rarely seen in public service, issued a memorandum to all the BI personnel clearly stating that Attorney Mangrobang shall continue to be the intelligence chief,” the complaint said.

David assigned Hussin to the Commissioner’s Office and ordered him to seek the prior concurrence of Mangrobang for resources and assistance in the job.

Hussin said David’s act was in stern defiance of the CSC and the justice department’s order.

“If David is allowed to defy orders of the Civil Service Commission and secretary of justice, his immediate superior, nothing will come out of the daang matuwid (straight path) of the President, and others will follow suit,” Hussin said.

The Civil Service Commission and the Office of the Ombudsman should look more into this. Our friends from the government tell us that itong mga taong ito ay very "NOTORIOUS" for issuing ILLEGAL ORDERS AND PERSONNEL MEMOS. THERE SHOULD BE A TOTAL INVESTIGATION!!!

BANGSAMORO IS A SELLOUT BY ABNOY - TREASON

According to the United States economic intelligence estimates,   Mindanao has around 200-300 Billion dollars worth of area gold reserves. This is just a preliminary assessment since many of these “mining areas” are still beyond the reach of private corporations and of the National government. Most of these mineral-rich areas remain largely unexploited since they are within ancestral domain areas.


The Liguasan marsh, found in the Maguindanao area, is also very rich in natural gas and can potentially create billionaires among the peoples of Mindanao. Natural gas found in the Liguasan can virtually power up factories, homes, industrial and commercial areas of Mindanao, boosting Mindanao’s trade, employment and revenue.
We have not even mentioned Compostela Valley in Davao del Norte where there are trillions of pesos worth of gold veins, reaching up to Agusan area.
Now here comes Malacanang…..headed by IDIOT Benigno Aquino Jr.


Because of urgent prompting by the Lopezes, Cojuangcos, Ayalas, and his other Makati friends, he fast-tracked the Bangsa Moro (considered illegal) peace and independence agreement to suit the business interests of his friends. Instead of choosing an old leader of the Moro nation who chose to lay down his arms (during the Ramos Presidency) as sign of respect to the national government, ABNORMAL AND IMBECILE NOYNOY AQUINO chose instead to baby MURAD over Nur Misuari.


Now, between Misuari and Murad, Misuari should have been preferred since he was and still respected in Mindanao as the original founder of the Muslim Independence Movement and became successful at that. Furthermore, he laid down his arms and supported the aspirations of the nation though, admittedly, he did not have the acumen of a corporate manager. But heck, he was never one in the first place as Mindanao had always been the “frontier-unexplored-deeply- cultural continent of the Philippines. You can’t expect “corporate” governance from people who still practice an old culture, founded and lived by our forefathers like lapu-lapu, soliman, sikatuna, lakandula, humabon etc.

Murad? He didn’t do anything to promote the united interest of Mindanao. He just kept on killing and killing. Bombing and bombing. And Noy Aquino had chosen him over Nur Misuari. 

In other words, mas gusto ni Pnoy ang ASO kaysa tao para mahawakan niya. Upang mahawakan niya sa pagdating ng araw na IBEBENTA NA NIYA ANG MINDANAO SA MGA FOREIGN INVESTORS. 

Nur Misuari had been a UP professor in Diliman, founded the MNLF and surrendered to the government. Murad had been only soldier not a scholar. And he had not contributed any single ideology in the Muslim movement. Misuari, Matalam, Alonto and Pendatun remains the original innovators and leaders of famous freedom fighters of the Mindanao Muslim nation, leaving a legacy of culture and independence from oppression.



Murad? He is nothing, copycat lang iyan.
And he was “forgiven” by the Aquino Administration.
And what does that say about PNOY?

Remember Tingting Cojuangco signified her intention to run for Governor of the ARMM two years back and was rebuked by the “Traditional Sultans” of Mindanao?
The reason ?
Because they wanted the GOLD in Mindanao. Not political power but GOLD.
They want to mine and build plantations around Mindanao. They want to own Mindanao. They want the Liguasan Marsh in Maguindanao.

Leaked diplomatic documents in Wikileaks showed the United States has a special interest in the natural resources in Mindanao and the ending of the armed conflict in the region, giving credence to a suspicion that the United States is prodding the Aquino administration’s peace efforts with the Moro Islamic Liberation Front (MILF), including brokering the recent secret meeting between MILF spokesman Al Haj Murad and President Aquino.
Wikileaks obtained documents dated February 2006 or prior to the botched signing of the Memorandum of Agreement on Ancestral Domain (MoA-AD) on Aug. 5, 2008 showing extensive reference to the untapped rich mineral resources of Mindanao and tensions in the region which hinder the exploitation of these resources.
The leaked cable from the US embassy in Manila made particular reference to the so-called Liguasan Marsh in the Cotabato Basin spanning 288,000 hectares and is among areas controlled by the MILF.
The Department of Environment and Natural Resources (DENR) has already identified natural gas and oil deposits in three areas of Mindanao and the Sulu Archipelago: the Cotabato Basin, the Davao-Agusan Basin; and an area straddling Tawi-Tawi and Sulu. The Cotabato Basin, notably, includes the 288,000 hectare Liguasan Marsh, straddling the provinces of Maguindanao, North Cotabato, and Sultan Kudurat, according to the cable.
It stated that this “swamp/marsh — which is an officially declared bird sanctuary and game refuge — remains an important MILF stronghold, home to an estimated 280,000 Muslims, and an area where members of the terrorist Jemaah Islamiya (JI) have historically conducted training and sought refuge.”
It detailed the several roadblocks the government faces in exploiting Liguasan Marsh particularly what it called as “competing land ownership claims.”
The cable recounted the clan of former Autonomous Region in Muslim Mindanao (ARMM) Gov. Zacaria Candao staking a claim to 40 percent of the Liguasan Marsh, while other clans, including the Mangudadatus and Pendatuns, have claimed at least 50 per cent ownership.
It also stated that MILF vice-chairman for political affairs Ghazali Jafaar as referring to the Liguasan Marsh as a “legacy from our forefathers” adding that the Bangsamoro people would not part with their lands in the marsh.
“The MILF has created the Bangsamoro Development Agency (BDA) to lead, manage, and determine developmental efforts, including in the Liguasan Marsh,” it added.
It said separately, the Maguindanao tribe, which is the predominant indigenous and largely Muslim ethnic group living in and around the Liguasan Marsh, considers the marsh as part of its own ancestral domain.
The cable added that the Maguindanao-based clan of the deceased Salipada Pendatun, the first Muslim to serve as a general in the Armed Forces of the Philippines (AFP), has also claimed ownership over the entire Liguasan Marsh by virtue of an original land title.
“Though Pendatun’s daughter and legal heir, Bai Monera Pendatun, has said the Pendatun clan is open to sharing the marsh with others, she has opposed any amendment to the law that would allow titling of lands within the marsh,” it added.
It stated that the head of the Alamada clan, Rebecca Dilagalan Alamada Buan, has separately claimed 14,000 hectares in North Cotabato Province, near the borders of Maguindanao and Lanao del Sur. “Meanwhile, the Ampatuan clan, led by Maguindanao Gov. Andal Ampatuan and ARMM Gov. Zaldy Ampatuan, politically dominate the region, also including most of the mayors of the 11 municipalities of Maguindanao, eight municipalities of North Cotabato, and one municipality of Sultan Kudurat that encompass the Liguasan Marsh,” it added.
The intercepted cable was transmitted long before the Maguindanao massacre in 2009 where 51 people were slain over an election-related dispute and in which the Ampatuan clan is suspected of having carried out.
The cable said the Philippines National Oil Company (PNOC) began exploring for oil and natural gas in the Liguasan Marsh area in 1994 under Geophysical Survey and Exploration Contract (GSEC) 73, which covered all of Maguindanao, North Cotabato, South Cotabato, Sultan Kudurat, Sarangani, Davao, and Bukidnon provinces of Mindanao.
It added that Malaysia’s national oil company, Petronas, partnered with the PNOC for the exploration of the marshland.
“By the late 1990’s, they had located natural gas and/or oil in five sites, including Datu Piang (Dulawan) and Sultan Sa Barongis in Maguindanao and Lambayong in Sultan Kudurat.
According to the PNOC, the estimated natural gas deposits in Sultan Sa Barongis alone would be enough to fuel a 60-megawatt (MW) combined cycle power plant for 20 years.
“The PNOC had hoped to use this gas to support the power requirements of Mindanao as well as for industrial applications. However, the PNOC and Petronas suspended operations in the Liguasan Marsh area due to threats from the MILF and extortion by local mayors and political warlords,” it added.
It cited incomplete data and unconfirmed reports that the Philippines may have untapped mineral wealth worth between $840 billion and $1 trillion.
It said the US Geological Survey hopes soon to conduct a more comprehensive survey of minerals, with funding from the Philippine government.
A special advisor on the GRP-MILF Peace Process in the Office of the President recently described Mindanao in particular as “a treasure trove” of mineral resources, including gold, copper, nickel, manganese, chromites, silver, lead, zinc, and iron ore, it added.
It cited data from the Mines and Geosciences Bureau that up to 70 per cent of the Philippines’ mineral resources may be in Mindanao.
“Interest has grown significantly since a December 2004 decision by the Supreme Court upheld the constitutionality of the Mining Act.
