Albay votes for SMC takeover of electric co-op

Power consumers in Albay province voted to allow the privatization of debt-ridden Albay Electric Cooperative to ensure the delivery of uninterrupted electricity in the province.
Unofficial results of a referendum held by the National Electrification Administration Saturday showed that most power consumers in the province were open to the entry of a private sector in Aleco, instead of having another electric cooperative take over the operation.

San Miguel Corp. was the lone private sector bidder in the takeover of the management of the electric cooperative.
Energy Department director Mylene Capongco confirmed the results of the referendum, but said it remained “unofficial.”
Another source privy to the referendum said the results showed “PSP [private sector participation] is ahead of cooperative to cooperative by 2,015 votes.”
Another source said following the results of the referendum, the interim board of Aleco would now issue the notice of award to San Miguel subsidiary SMC Global Power Holdings Corp.
“The next step now is the confirmation of award to SMC, then signing of the concession agreement, then assumption in the management of Aleco,” the source said.
The interim board of Aleco earlier approved the bid offer of San Miguel.
Energy Secretary Carlos Jericho Petilla earlier said it was the only bidder interested in taking over the operations of Aleco after the others withdrew.

“There is one bidder and that’s San Miguel. Aleco conducted the bidding and is currently evaluating the bid [of San Miguel]. I believe so, [they are the winning bidder]. San Miguel is already the winning bidder given the absence of other bidders,” Petilla said.
Petilla said under the terms of reference, San Miguel would just manage Aleco, and not have ownership over the electric cooperative of Albay.

Palace 'expresses sorrow' for Taiwanese fisherman's death

Malacañang on Sunday expressed "regret" over the death of a 65-year-old Taiwanese fisherman in a shooting incident off disputed waters last Thursday.

Deputy presidential spokesperson Abigail Valte said Manila Economic and Cultural Office representative Antonio Basilio already visited the family of the victim and "offered his apologies on behalf of the Philippine government."
"As the Philippine Coast Guard has stated, we express our heartfelt sorrow on the unfortunate situation that occurred during one of the anti-illegal fishing patrols conducted by a Philippine fishery law enforcement vessel (MCS 3001) within the maritime jurisdiction (waters off the Batanes group of islands) of the Philippines on the morning of May 9, which tragically resulted in the death of a fisherman from one of the fishing vessels reportedly poaching in the area," a Malacañang statement quoted her as saying.

A Taiwan news report said President Ma Ying-jeou convened a high-ranking meeting Saturday night, and demanded four things from the Philippines:

- a formal apology
- compensation for the losses
- getting to the bottom of the incident and punishing the perpetrators of the killing
- fisheries talks between the Philippines and Taiwan as soon as possible.


Taiwan warned it will suspend the importation of Philippine labor, recall its representative in Manila, and ask the Philippine envoy in Taiwan to return to his home country if there is no favorable response by Tuesday.

Valte said the investigation into the incident has started with the arrival of the commander of MCS 3001. She added the vessel's commander and his crew "have been relieved of their duties.”
“Moving forward, relevant agencies will look into ways to prevent similar incidents from happening in the future,” she said.

Ready for talks

Meanwhile, Taiwan on Sunday said it is ready to start fisheries talks with the Philippines.

Fisheries Agency Director-General James Sha said the negotiations can begin at any time, according to a report by Taiwan's Central News Agency.

Deputy Director-General Tsai Jih-yao added Taiwan had long been interested in negotiating a fisheries agreement with the Philippines but Manila had been reluctant.

Presently, both sides have set up a working group to deal with fishing disputes involving fishermen from both sides.

The CNA report said the group was formed under a memorandum of understanding on fisheries and agriculture cooperation signed by both sides in 2005. — BM/HS, GMA News

MANILA, Philippines – Kris Aquino, the controversial youngest sister of President Benigno “Noynoy” Aquino III, is joining politics after the term of her brother expires in 2016.
The Queen of All Media pronounced her plan to run for governor of her home province, Tarlac, before thousands of her town mates Tuesday.
“I feel naman na bilang isang Aquino, whatever political career I hope to have in the future, it has to start in Tarlac,” she said.
Kris, along with her “Dalaw” leading man Diether Ocampo and Pokwang, led the gift giving activity in depressed areas in the province. From Tarlac, they went to 8 barangays in Pasig also to distribute gifts.
She clarified that she is only running in 2016 after Noynoy’s term of office.
Kris said she initially hinted to her ABS-CBN bosses about her political plans in 2013, but was reminded that her contract obligations with the network will expire in 2015.
She said she wants to follow in the footsteps of Batangas Gov. Vilma Santos.


She said: “Hindi ko nakakalimutan ‘yong sinabi ng mom ko na if there is anybody in showbiz na I should be emulating its Ate Vi ‘yon. Kasi pagkatapos ng napakagandang karera niya sa industriya natin, nakapagbigay naman siya ng magandang serbisyo. Una sa Lipa (as mayor) and then after sa Batangas.”

Ninoy vowed to drop Sabah claim to get KL support vs Marcos’

MANILA, Philippines - Former senator Benigno “Ninoy” Aquino Jr. had promised Malaysia in 1983 that the Philippines would drop its claim over Sabah in exchange for its support in the move to oust strongman Ferdinand Marcos, a former foreign affairs official revealed yesterday.
Hermes Dorado, former national territory division head of the Department of Foreign Affairs, said Aquino met with then Malaysian Prime Minister Mohammad Mahathir before he went back to the Philippines and was assassinated on Aug. 21, 1983.
Dorado said there were no official records of the supposed meeting between Aquino and Mahathir, but said he “became privy to this bit of intelligence” from former ambassador and retired general Rafael Ileto.
“General Ileto indirectly confirmed that Ninoy Aquino asked for help from Mahathir in exchange for dropping the Sabah claim when he gains power,” Dorado told a forum at the University of the Philippines in Quezon City.
Dorado said Ileto was the person assigned to monitor Aquino’s movement on his journey back to Manila.
“There was a commitment to help oust Marcos,” he added. “That is the reason why the government today is somehow reluctant to support the Sabah claim.”

“Our hands are tied today because the leadership up to this day is committed to drop the Philippine claim of Sabah,” he said.
According to Dorado, the clearest proof of Ninoy’s supposed pledge to Malaysia will be found in the 1987 Constitution, which was written during the presidency of his widow Corazon Aquino.
Dorado said the 1987 Constitution amended the first article of the 1973 Constitution and removed the phrase, “and all other territories belonging to the Philippines by historic right or legal title.”
The 1987 Constitution revised the definition of Philippine territory and “deleted Sabah as a historic claim backed up by the legal title pertaining to the sultanate of Sulu,” he added.
Dorado said Mrs. Aquino had no choice but to honor Ninoy’s commitment to Mahathir because she needed support from ASEAN nations to legitimize her ascendancy to the presidency through the people power revolution.
“Malaysian Prime Minister Mahathir adamantly refused to attend the ASEAN Summit in Manila until President Cory made a firm commitment to amend Article 1 of the 1973 Constitution,” Dorado pointed out.
“Malaysian hard-ball diplomatic and guerrilla war maneuverings, backed by shrewd use of economic leverage, sourced from huge revenues from oil extracted in Sabah, were completed by 1987,” he added.
“They succeeded in forcing the Constitutional Commission to drop the Philippine Sabah claim, hands down.”
Dorado said the amended Baselines Law approved in March 2009 resulted in the exclusion of Sabah from the Philippine territory.
He said the amended law removed Section 2 of the 1968 law that included the phrase, “…the territory of Sabah, situated in North Borneo, over which the Republic of the Philippines has acquired dominion and sovereignty.”
“Removal of the specific reference to Sabah represented a disastrous outcome to the claims of the sultanate of Sulu,” Dorado said.
He claimed the results of the supposed “Ninoy-Mahathir pact” have destroyed all peaceful possibilities of pursuing the country’s claims.



Proprietary rights
Reacting to Dorado’s presentation, Princess Jacel Kiram – daughter of Sulu Sultan Jamalul Kiram III – maintained that Filipinos have proprietary rights in Sabah.
“We have so much wealth in Sabah na dapat tayo ang nakikinabang (we should be the ones benefitting),” Jacel said.
She said the lease agreement over North Borneo expired in 1978.
She accused the Aquino administration of protecting the interests of the Malaysian prime minister rather than the interest of the Filipino people.
“I would prefer to be another (nationality) rather than a Filipino citizen under our current set of leaders,” she said.
During the forum, Jacel confirmed the meeting between her uncle Sultan Bantilan Esmail Kiram II and Interior Secretary Manuel Roxas II.
“This is the first official talk from our side and from the side of the government,” she said, declining to provide additional information as she was not privy to what was discussed in the meeting.
Jacel said the development was a “good gesture” on the part of the government, and that its intention was for the benefit of the Filipino people.

Ric “El Bisikleta” David was charged before the Office of the Ombudsman dahil sa paglabag sa Republic Act 3019 (Anti-Graft and Corrupt Practices Act), RA 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees), RA 9184 (Government Procurement Reform Act) and Executive Order 292 (Administrative Code) for pursuing a project that is allegedly disadvantageous to the government.

Peralta’s complaint is the second graft case filed against David within two months.
Sabi ng advocacy group na PRO-PIA (Philippine Immigration Advocates), composed mainly of BI employees and some private entities, na ang project ay apurahang ini-offer WITHOUT a thorough technical study and evaluation.

Pagkatapos niyang bayaran ang ALEX BONGCAYAO BRIGADE ng 30 Million pesos, bigyan ng pera ang MILF na 5 Million pesos, pahiramin ng 1 Billion dollars ang IMF Europe, papasukin ang American US Forces sa Clark, Subic, Zamboanga and Sulu without imposing any economic conditions, approved the Cybercrime law, approved the increase in the LRT, MRT and SLEX-NLEX toll increase next year... eh paniniwalaan niyo pa itong asong ito?

Eh sa katunayan, NAPAKA-TAKAW talaga nitong ASONG PRESIDENTENG ITO. Pati benefits naming mga empleyado tinaggal pa niya. Katulad niyan, sa MIAA nalang, tinanggalan niya nga allowances ang mga empleyado. Sa Land Registration Authority, Sa DOH, sa DECS/CHED, halos karamihan ng government ng agency except those with charters like CSC,GSIS etc, wala ng matatanggap ang mga empleyado.

Biru niyo, na-eenjoy na ng mga empleyado, inalis pa arbitrarily. Di man lang nila naisip ang hirap ng buhay ngayon at standard of living dito sa NCR. Gusto pa kamo nina ABAD, PURISIMA at ROXAS, yung masipag lang na agency kamo ang makakatanggap ng extra bonus sa Christmas.

Putang-ina naman o! Sa totoo lang marami sa aming mga empleyado more than 20 years na in government service, kelangan pa ba kaming i-rate kung PRODUCTIVE EMPLOYEES kami?
Eh wala pa nga si NOYNOY sa gobyerno, nagsisipag na kaming gumising ng umaga upang maghanapbuhay tapos sa isang iglap, magiging disqualified na kami sa mga benefits ng gobyernong ito.
