RELATIVES NA AQUINO-COJUANGCO

    One of the biggest urban legends of recent times in the Philippines, is the story that the Cory Administration was supposedly the “cleanest” among the Administrations in the last three decades.
    Philippines: Scandals During The Cory Administration One of the biggest urban legends of recent times in the Philippines, is the story that the Cory Administration was supposedly the “cleanest” among the Administrations in the last three decades. Thanks to Nostalgia, and the fact that her Administration was at the dawn of the internet age, much of the negativities of that Administration has been largely forgotten, and people tend to remember only the “good” things about that Administration. Well, thanks to Noynoy Aquino’s “holier-than-thou” campaign strategy, much of the “unpleasantries” during Cory’s time are being brought back to the surface slowly, but surely. Here are some that I have managed to dig out: ‘Philippine Air Lines Stocks to Nephews’ Cory approved in January 1992 the sale of 67% of the stocks of the Philippine Air Lines (PAL) to an investment group headed by her relatives, composed of one of her Tanjuatco nephews and three of her Cojuangco nephews. The sale resulted in a loss of USD 300-million plus for the Filipino people. The Philippine government, through the Government Service Insurance System (GSIS), owned the shares. 

And worse, her nephews did not even have the money to pay for the airline stocks. They borrowed the money that they used to pay the GSIS from three Philippine government-owned banks, even using the PAL stocks as collateral. ‘Philippine Air Lines Building Scandal’ “The PAL Scandal,” where Cory authorized in 1992 the sale of the PAL Building in San Francisco, California. It resulted, according to the column of the late journalist Louie Beltran, into a USD 6-million loss to the national airline. 
Cory did not charge Mr. Beltran with libel on this issue about the PAL Building. She, however, did file a libel case against Mr. Beltran and his publisher, Maximo V. Soliven on a separate issue, when Beltran wrote that Mrs. Aquino “hid under her bed during a coup d’etat attempt at the presidential palace in Manila.” ‘Bargain Sale of Companies to Lopa’ The assets of the Marcoses, the Romualdezes and their cronies were supposed to have been sequestered by the new Aquino administration, but Kokoy Romualdez’s (Ferdinand Marcos Sr.’s brother in law) 38 companies, which were worth billions of pesos, were not turned over to the Presidential Commission on Good Government. Cory instead during her first months in office, permitted the transfer of these 38 companies to her own brother-in-law, Ricardo “Baby” Lopa. What’s worst, was the fact that all 38 companies were bought back by Lopa during the transfer for the price of only USD 227,000. ‘Philippine Long Distance Company to Nephews’ The same case happened with the ownership of the Philippine Long Distance Company. Instead of sequestering the company for the Philippine government (as it was then controlled by the Marcos cronies), she returned the billion-dollar company to her Cojuangco nephews. She claimed that her nephews were illegally eased out by Mr. Marcos. The truth was that the Marcos cronies, whether their money were ill-gotten or not, paid the Cojuangcos the prevailing market-stock prices during the sale of equity that happened between them at the time when Marcos was still president. ‘Re-negotiation of Marcos’ Japanese Loans’ Cory approved the re-negotiation of the loans that Ferdinand Marcos Jr. obtained from Japan. The administration of Mrs. Aquino agreed that the loans would be paid in Japanese yen, rather than in U.S. currency that former Marcos negotiated. This simple change in currency resulted in a USD 5-billion increase in the loan principal. ‘Refusal to Give Hacienda Luisita to Farmers’ Cory publicly promised in 1986 that Hacienda Luisita will be distributed to the farmers. However, in 1987, she issued Presidential Proclamation 131 and Executive Order No. 229 just days before her legislative powers were going to revert back to Congress, to include a provision in the Land Reform program for a “Stock Distribution Option”, which allows landowners to comply with the Land Reform Law without actually giving land to the farmers. Hacienda Luisita of course took this new option, and thus was not redistributed to the farmers. ‘Double Cross of Doy Laurel’ Cory had promised to Doy Laurel that she would let him run the government as Prime Minister after Marcos was ousted, as Cory had no experience in politics. However, in March 1986 she issued Presidential Proclamation No. 3 declaring a revolutionary government, and dissolving the 1973 Constitution. This nullified Laurel’s position as Prime Minister as the Parliament was abolished. This prompted Laurel to break ties with the Aquino regime later. ‘Protecting Hacienda Luisita’s Interests’ Cory continued to protect Hacienda Luisita, even firing Miriam Defensor Santiago from her post at the Department of Agrarian Reform after she told the press her opinion that Cory should inhibit herself as chair of the Presidential Agrarian Reform Council (PARC), which was tasked to make the final decision on Hacienda Luisita’s application for the “Stock Distribution Option” (see section on ‘Refusal to Give Hacienda Luisita to Farmers’ above). ‘Garchitorena Land Scam’ In 1988, a foreclosed property of the United Coconut Planters Bank (UCPB) was sold to Sharp International Marketing for P3.8 million. Before the sale was closed, Sharp tried to sell the same property to the government for P56 million. The sale was eventually approved by the Department of Agrarian Reform (DAR), but only after the price was inflated further to P65 million. The financier of the scam was Romeo Santos, an associate of Cory’s brother, Peping Cojuangco. He was also Cory’s campaign manager in Bicol.

Of Kamag-anaks and Brain Disorders

It’s a brain disorder

It must have been the sun plus his nature of blaming whatever problems his administration encounters to Gloria, his scapegoat, that had triggered Noynoy’s flight to absurdity.
It has been close to three years of his administration and he still incessantly blames Gloria on almost anything that hits him, maybe the sizzling heat the past few days included.
The Mindanao power crisis happened during his term. Noynoy was saying that Gloria did not care enough to put up power plants in anticipation of growth in the region.
He said to himself that it takes three years to put up a power plant, which is a span that fits within his administration. Noynoy was talking as if he took over from Gloria yesterday.
It was clear during discussions on the power situation in Mindanao that the crisis was largely the result of the failure to realize what was spelled out in the Electric Power Industry Reform Act (Epira), primarily the privatization thrust on the power sector.
There were certain levels of the power network that should be in the hands of private business before actual free market sets in or competition that would allow low-cost but steady supply of electricity.
That would have required contracting new projects or the sale of existing power plants in the hands of the government, which is the National Power Corp. (Napocor), to private firms.
The basic question to be asked is: How many power plants under Noynoy have been sold to the private sector and did any investor with foreign capital come into the power sector for the past three years?
Foreign capital is crucial because of the huge investments required for power projects and the long waiting period before power plants start making revenues.
Two facts that would point to Noynoy being the culprit of the Mindanao power crisis are the failure of his flagship private-public partnership (PPP) program and the foreign investment tally last year of a negligible $1.5 billion.
These point to policy deficiencies in his administration, the reason for investors to avoid the country despite the so-called improved climate that Noynoy has been peddling.
The fact that only two groups, the Alcantaras and the Aboitizes, who are long-time associates of the Aquinos, are cornering power projects in Mindanao may also be the reason for the snail-paced build up of available electricity supply in the region.
The Aboitizes are also major suppliers of generator sets that raise questions on the scheme that Noynoy had introduced to use government funds through loans for electric cooperatives to acquire diesel generator sets as a stop gap measure for the Mindanao power problem.
Noynoy told the crowd that he inherited the problem from Gloria whom he called thick-skinned for neglecting Mindanao.
Subliminally it seems, Noynoy is describing himself. His thick political skin is making him oblivious to blame and everything wrong that happens in his administration is the fault of his predecessor.
Had Gloria put up the power plants under contracts during her term? It would surely still be an evil deed of Gloria. Noynoy would have been all over the contracts and would have had it reviewed and rebid for awarding to his own cronies.
The vindictiveness within Noynoy may have reached a point to warp time and reality for him.
Somebody should shake up Noynoy and tell him that he has been using the blame Gloria line for the past three years.
Three full years of buck passing is autistic.

BI Commissioner David approves dual citizenship of Syrian national


YET another scandal hit the Bureau of Immigration after Comm. Ricardo David approved the ‘dual citizenship’ of a Syrian national under questionable circumstances.

Documents provided to this reporter showed that David, in an undated order, granted Filipino citizenship to Nade Briek Fares, 24, under the provision of Section 3 of RA 9225, also known as the Citizenship Retention and Re-acquisition Act of 2003, which provides that only natural-born Filipinos who lost their Philippine citizenship by reason of their naturalization as citizens of other countries are qualified to apply for ‘dual citizenship.’

A ‘briefer’ on Briek culled from the records of the Department of Foreign Affairs showed that Briek arrived in Manila last February 15 aboard Qatar Airways flight number QR646.

He is a holder of Syrian passport O07399530 and was born in Al Souida’a, Syria, to Fares and Hanadi Briek, “clearly showing he (suspect) is a natural-born citizen of Syria,” the sources who provided the documents said.

Almost a month after his arrival, last March 11, Briek applied for dual citizenship with the assistance from a lawyer from the BI “close to Comm. David,” the sources said and subsequently, the application was approved by him, they pointed out.

Reached for comment, BI intelligence chief and concurrent spokesperson, Atty. Antonette Bucasas-Mangrobang, said the action of David cannot be considered ‘official.’

She stressed that both the memorandum by David and the ‘certificate of dual citizenship’ of Briek have not yet been released. “Nasa amin pa po ‘yung mga dokumento; nagtataka nga po ako bakit may kopya na po ang media.”

She added that the Atty. Mark Bautista Antonio, chief of the BI’’s ‘Dual Citizenship Office’ has been ordered relieved by David.

Mangrobang further said that David also ordered a ‘manhunt’ for the immediate arrest of Briek and his subsequent deportation.

She said there is now an “ongoing investigation” by the bureau’s ‘Board of Discipline’ on the issue.

HE HAS EVEN ALLOWED NON-PLANTILLA PERSONNEL IN THE BUREAU TO SCREEN OUT FOREIGNERS ENTERING THE COUNTRY.

WE WERE JUST WONDERING WHY THIS GUY IS ALLOWED BY THE PRESIDENT TO RUN AMUCK IN THE IMMIGRATION OFFICE. MARAMING NAGSASABI NA HINDI LANG BOBO ANG TAONG ITO, ABUSADO RIN.

THIS GUY HAS JUST BEEN RECENTLY CHARGED WITH 3 MAJOR GRAFT CASES AT THE SANDIGANBAYAN. WE HOPE HE WILL BE CONVICTED AND EVEN IMPRISONED.

IN FACT, DUE THE RECENT ESCAPE OF A HIGH-PROFILE KOREAN FUGITIVE LAST WEEK, THIS GUY SHOUD BE EFFECTIVELY REMOVED WITH RESPECT TO HIS COMMAND RESPONSIBILITY.

Isn't it logical that if Malaysia indeed honors its historical ties and obligations with the Sulu Royalty, it should treat those that had "camped" in Lahad Datu as "honored guests"?

Di ba dapat Malaysia muna ang magsalita sa issue bago tayo, so that we will know where they stand on the matter of the Sabah claim?

How come we have never heard from the leaders of Malaysia? 

The mere fact that they are paying "royalties" to the heirs of the Sultanate of Kiram, only means that they recognize the sovereign and historical right of the said family to the island of Sabah.

How come our own President NOY is eager to rain hellfire on our Muslim Tausug brothers?

APPARENTLY, MANNY WAS IRKED WHEN THE ATENEO BRANCH IN MANILA AND DAVAO STEPPED ON THEIR CAMPAIGN IN ANTI-MINING, WHEN MANNY, WHO WAS A VERY CAREFUL AND CONSCIENTIOUS INVESTOR IN THAT AREA, WAS NOT EVEN CONSULTED BY THESE GREEDY PRIESTS. AS AN INVESTOR IN THE ATENEO EDUCATION, HE CONSIDERED THIS AS AN AFFRONT ON HIS DIGNITY AND GENEROSITY.

THE JESUITS OF DAVAO CITY IMMEDIATELY RECANTED AND "RECLASSIFIED" THEIR STANCE ON THE ANTI-MINING ISSUE.
