ERC okays power supply deal between SMC unit, Bicol co-op

MANILA, Philippines - The Energy Regulatory Commission (ERC) has approved the contract allowing San Miguel Energy Corp. (SMEC) to sell power to an electric cooperative in Bicol.
Under the deal, SMEC, the energy arm of the San Miguel conglomerate, can now supply power to Sorsogon II Electric Cooperative Inc. (Soreco II) for two years.
“The Commission provisionally approves the energy supply contract between Sorsogon II Electric Cooperative Inc. and SMEC,” the regulator said.
Soreco II and SMEC filed an application for the energy supply contract in September last year.
The parties said the contract of state-run National Power Corp. (Napocor) to supply electricity to Soreco II has already expired.
Soreco II said it is mandated by the Electric Power Industry Reform Act to ensure the quality, reliability, security and affordability of its power supply.
It has the obligation to supply electricity in its captive market at the most affordable cost, it added.
“There is a necessity for the immediate and provisional approval of the instant application in order that there will be no undue disruption in the power supply,” Soreco II and SMEC said.
SMEC owns the 1,292-megawatt (MW) Sual coal-fired thermal power plant in Pangasinan that is operated by TeaM Energy Corp. The power plant is composed of two units with an installed capacity of 647 MW.
Under the contract, SMEC will sell between 4,000 MW-hours (mwh) to 6,000 mwh of power per month to Soreco II. SMEC will deliver the power at a voltage of 13,800 kilovolts.
“The applicable fees of Soreco II’s contracted monthly or hourly energy consumption are broken down into hourly rates,” ERC said. Rates vary from P2 to P6 per kilowatthour depending on the day and time of delivery.
Other existing customers of SMEC include Camarines Sur 1 Electric Cooperative, Quanta Paper, Ilocos Norte Electric Cooperative, Central Azucarrera de Tarlac and Isabela 1 Electric Cooperative.



Gov’t wants to take over Maguindanao electric utility

GENERAL SANTOS CITY (MindaNews / 20 Nov) – On the eve of the fifth anniversary of the Ampatuan Massacre, electricity supply for the entire province of Maguindanao is in danger of being cut off because of the P800-million debt incurred by its electric utility cooperative.
Energy Secretary Carlos Jericho Petilla said because the Maguindanao Electric Cooperative (MAGELCO) cannot pay its debts, the government plans to take over the power cooperative similar to what it did to another cash-strapped utility, the Lanao del Sur Electric Cooperative (LASURECO).
“We want to support MAGELCO so it can implement an effective collection system. We want to know if they need military muscle like LASURECO,” Petilla said.
The energy secretary said the government took control of LASURECO this year after its debts ballooned to P8 billion.
He said the government fielded soldiers and tanks to help LASURECO collect the electricity bills from Lanao del Sur consumers.
“We can do a similar operation here in the case of Maguindanao cooperative,” Petilla said.
He said MAGELCO failed to pay its bills for several years, resulting to the accumulation of interest on the unpaid principal.
He blamed the Ampatuan family of the financial mess of MAGELCO.
“First, the Ampatuan family did not pay their bills. When the collectors try to collect from the other consumers, these people run to the Ampatuans. The bills became unpaid,” Petilla said.
He said suppliers have presently cut off electricity to Maguindanao from 10 megawatts to only 2 megawatts because of the huge debt.

Of Kamag-anaks and Brain Disorders

It’s a brain disorder

It must have been the sun plus his nature of blaming whatever problems his administration encounters to Gloria, his scapegoat, that had triggered Noynoy’s flight to absurdity.
It has been close to three years of his administration and he still incessantly blames Gloria on almost anything that hits him, maybe the sizzling heat the past few days included.
The Mindanao power crisis happened during his term. Noynoy was saying that Gloria did not care enough to put up power plants in anticipation of growth in the region.
He said to himself that it takes three years to put up a power plant, which is a span that fits within his administration. Noynoy was talking as if he took over from Gloria yesterday.
It was clear during discussions on the power situation in Mindanao that the crisis was largely the result of the failure to realize what was spelled out in the Electric Power Industry Reform Act (Epira), primarily the privatization thrust on the power sector.
There were certain levels of the power network that should be in the hands of private business before actual free market sets in or competition that would allow low-cost but steady supply of electricity.
That would have required contracting new projects or the sale of existing power plants in the hands of the government, which is the National Power Corp. (Napocor), to private firms.
The basic question to be asked is: How many power plants under Noynoy have been sold to the private sector and did any investor with foreign capital come into the power sector for the past three years?
Foreign capital is crucial because of the huge investments required for power projects and the long waiting period before power plants start making revenues.
Two facts that would point to Noynoy being the culprit of the Mindanao power crisis are the failure of his flagship private-public partnership (PPP) program and the foreign investment tally last year of a negligible $1.5 billion.
These point to policy deficiencies in his administration, the reason for investors to avoid the country despite the so-called improved climate that Noynoy has been peddling.
The fact that only two groups, the Alcantaras and the Aboitizes, who are long-time associates of the Aquinos, are cornering power projects in Mindanao may also be the reason for the snail-paced build up of available electricity supply in the region.
The Aboitizes are also major suppliers of generator sets that raise questions on the scheme that Noynoy had introduced to use government funds through loans for electric cooperatives to acquire diesel generator sets as a stop gap measure for the Mindanao power problem.
Noynoy told the crowd that he inherited the problem from Gloria whom he called thick-skinned for neglecting Mindanao.
Subliminally it seems, Noynoy is describing himself. His thick political skin is making him oblivious to blame and everything wrong that happens in his administration is the fault of his predecessor.
Had Gloria put up the power plants under contracts during her term? It would surely still be an evil deed of Gloria. Noynoy would have been all over the contracts and would have had it reviewed and rebid for awarding to his own cronies.
The vindictiveness within Noynoy may have reached a point to warp time and reality for him.
Somebody should shake up Noynoy and tell him that he has been using the blame Gloria line for the past three years.
Three full years of buck passing is autistic.

NTC wants freedom from MalacaƱang

A ranking official of the National Telecommunications Commission wants to liberate the agency from the Office of the President (OP), noting that NTC’s massive average P3-billion yearly income is not enjoyed by its employees.
In an exclusive interview with the Tribune, the official said liberation from OP is seen as the best solution to its long-time woes that range from miniscule salary, decrepit apparatus, very little budget and lack of communications competent workers. 


“It’s best time for our commission to be reorganized so that we can enjoy the fruits of our hefty income. We can’t feel the blessings of the money we’ve been generating for the national government. Where is that money going? We can’t feel it as far as our salary is concerned,” a ranking NTC official, who refused to be named, said.
The official said when they were removed from the Department of Transportation and Communications (DoTC), they thought their lives will be better. But the result of the turnover from DoTC to OP was a mistake because they feel that they are now deserted by MalacaƱang.
“Our counterpart in the US is the Federal Communication Commission. That is a very powerful agency but here we cannot even punish any telco (telecommunications company) because our organizational structure is old, especially our apparatus,” he said.
He added modernization alone cannot solve the miseries of the people in NTC because its problem is deeply rooted to its organizational flaws.
The official said the current set-up doesn’t allow the NTC to shoulder any skill-enhancing course of its officials whether locally or abroad, thus forcing them to rely on government and private sector-sponsored schooling for their workers to have advanced schooling on telecommunications.
“How often does USAID sponsor scholarship grants? That’s the only time that we can send our employee abroad to get free crash course?” he asked. Also needed to be restructured is the setting of fixed term for their commissioners so that there will be security of tenure and continuity in the programs of NTC.
NTC’s annual budget is only P300 million, just one-tenth of the yearly income it turns over to the national government.

NAHAHARAP sa imbestigasyon ang ilang opisyal at kawani ng Bureau of Immigration sa NAIA Terminal 2 makaraang makalabas ng bansa ang isang Korean fugitive na inakalang nakakulong sa Bicutan pero naaresto sa Incheon, South Korea.
Kinilala ang puganteng Koreano na si Park Sung Jung, na nakaalis, gabi ng Marso 19 sa NAIA Centennial Terminal 2. Siya ay sumakay sa isang flight ng Philippine Air Lines patungong Incheon.
Ayon sa source, kaagad dinampot si Park ng mga kagawad ng Korean Immigration sa  Incheon ,  South Korea nang magpa-clear sa immigration counter.
Lumabas umano sa listahan ng most wanted ang larawan at pangalan ni Park.
Napag-alam din na nagalit ang Korean Embassy kung bakit nakalabas ng Filipinas si Park gayong may request umano sila (Korean Embassy) na agad i-deport si Park kapag ito ay nahuli upang papanagutin sa kasong large scale fraud dahil tinangay niya ang mahigit US$25 million mula sa mga investor.
Batay sa record ni Park, siya ay dumating sa bansa noong isang taon matapos takasan ang kanyang kaso.
Hiniling ng Korean Embassy sa BI na arestuhin si Park at agad na i-deport kapag siya ay nahuli.
Nahuli si Park nakaraang taon, at pansamantalang ikinulong sa BI Detention Cell sa Bicutan ngunit imbes pata-wan ng warrant of deportation, siya ay pinagkalooban ng 9G working visa.
Ang pagbibigay ng 9G visa sa mga foreign investors ay dumaraan sa BI Board of Commissioners bago aprubahan ng Office of the Executive Jail Warden Eric Dimaculangan at ang final approval ay sa Office of the Commissioner Ricardo David.

The idea, the insider said, is for the people to hear or read nothing but the ‘pa-pogi’ of Pnoy  until they get deaf to it and, even subconsciously, accept it as the truth.
“Like what you had written before, PNoy knows the truth that surveys claiming his senatorial bets are leading are nothing but lies. Unless they control or divert the public ire, PNoy knows they’re headed for a humiliating defeat in the elctions,” the insider told me.

Immigration chief faces graft raps

The Ombudsman has charged Immigration Commissioner Ricardo David with graft for replacing the chief of the agency’s intelligence division despite orders from the Civil Service Commission (CSC) and the Department of Justice to reinstate the latter.
The charge was based on a complaint filed by lawyer Faizal Hussin, who accused David of violating the Anti-Graft and Corrupt Practices Act by failing to reinstate him.
The person who replaced Hussin, lawyer Antonette Bucasas-Mangrobang, was also slapped charges of grave misconduct and usurpation of public functions under the Penal Code. Both charges carry imprisonment and disqualification from holding public office.
The CSC, in its order dated Oct. 25, 2012, affirmed its earlier decision and ordered Justice Secretary Leila de Lima to reinstate Hussin to his original position as chief of the intelligence division of the Bureau of Immigration. Pursuant to the CSC ruling, De Lima had issued a memorandum to the BI dated March 22, 2012, directing David to “immediately implement the said CSC resolution and the department order.”
“Instead of complying with the CSC resolution and the memorandum of Secretary De Lima, Commissioner David, displaying an arrogance rarely seen in public service, issued a memorandum to all the BI personnel clearly stating that Attorney Mangrobang shall continue to be the intelligence chief,” the complaint said.
David assigned Hussin to the Commissioner’s Office and ordered him to seek the prior concurrence of Mangrobang for resources and assistance in the job.
Hussin said David’s act was in stern defiance of the CSC and the justice department’s order.
“If David is allowed to defy orders of the Civil Service Commission and secretary of justice, his immediate superior, nothing will come out of the daang matuwid (straight path) of the President, and others will follow suit,” Hussin said.

STRANGE AND OBNOXIOUS PEOPLE IN MALACANANG




These are the type of people we placed in the corridors of power. May mga sira ang ulo at, anti-people and suplado. Kulang sa finesse mga taong ito. Palbhasa, mama's boys lahat. Mahina talaga. Mahina ang mga pagkalalake nila. tsk tsk tsk hay nako.


Itong si Lacierda, di namin malaman kung bakit ganito hitsura nito. Close lipped parati. Parang may tinatago. Well if he's saying anything, we think he's lying. and doing a poor job of doing it.

The creatures that inhabit the netherworlds are bereft of humanity...nor spirit... they are godless, banal to the taste of mankind...and should be disbarred from the ends of the earth.



Chief Justice Corona was a better man. He was undoubtedly dignified. Sereno is crazy. She has this noynoy aquino - look. Yung tipong may sira. That's her. Justice Sereno-Ulo!

Another one for you. Ricky Carandang. All dress, no brain. Our source at the Palace confirms that he's gay and he just as emotionally unstable as his President, though a little bit refined raw. There are queer people in the palace these days.
