RELATIVES NA AQUINO-COJUANGCO

    One of the biggest urban legends of recent times in the Philippines, is the story that the Cory Administration was supposedly the “cleanest” among the Administrations in the last three decades.
    Philippines: Scandals During The Cory Administration One of the biggest urban legends of recent times in the Philippines, is the story that the Cory Administration was supposedly the “cleanest” among the Administrations in the last three decades. Thanks to Nostalgia, and the fact that her Administration was at the dawn of the internet age, much of the negativities of that Administration has been largely forgotten, and people tend to remember only the “good” things about that Administration. Well, thanks to Noynoy Aquino’s “holier-than-thou” campaign strategy, much of the “unpleasantries” during Cory’s time are being brought back to the surface slowly, but surely. Here are some that I have managed to dig out: ‘Philippine Air Lines Stocks to Nephews’ Cory approved in January 1992 the sale of 67% of the stocks of the Philippine Air Lines (PAL) to an investment group headed by her relatives, composed of one of her Tanjuatco nephews and three of her Cojuangco nephews. The sale resulted in a loss of USD 300-million plus for the Filipino people. The Philippine government, through the Government Service Insurance System (GSIS), owned the shares. 

And worse, her nephews did not even have the money to pay for the airline stocks. They borrowed the money that they used to pay the GSIS from three Philippine government-owned banks, even using the PAL stocks as collateral. ‘Philippine Air Lines Building Scandal’ “The PAL Scandal,” where Cory authorized in 1992 the sale of the PAL Building in San Francisco, California. It resulted, according to the column of the late journalist Louie Beltran, into a USD 6-million loss to the national airline. 
Cory did not charge Mr. Beltran with libel on this issue about the PAL Building. She, however, did file a libel case against Mr. Beltran and his publisher, Maximo V. Soliven on a separate issue, when Beltran wrote that Mrs. Aquino “hid under her bed during a coup d’etat attempt at the presidential palace in Manila.” ‘Bargain Sale of Companies to Lopa’ The assets of the Marcoses, the Romualdezes and their cronies were supposed to have been sequestered by the new Aquino administration, but Kokoy Romualdez’s (Ferdinand Marcos Sr.’s brother in law) 38 companies, which were worth billions of pesos, were not turned over to the Presidential Commission on Good Government. Cory instead during her first months in office, permitted the transfer of these 38 companies to her own brother-in-law, Ricardo “Baby” Lopa. What’s worst, was the fact that all 38 companies were bought back by Lopa during the transfer for the price of only USD 227,000. ‘Philippine Long Distance Company to Nephews’ The same case happened with the ownership of the Philippine Long Distance Company. Instead of sequestering the company for the Philippine government (as it was then controlled by the Marcos cronies), she returned the billion-dollar company to her Cojuangco nephews. She claimed that her nephews were illegally eased out by Mr. Marcos. The truth was that the Marcos cronies, whether their money were ill-gotten or not, paid the Cojuangcos the prevailing market-stock prices during the sale of equity that happened between them at the time when Marcos was still president. ‘Re-negotiation of Marcos’ Japanese Loans’ Cory approved the re-negotiation of the loans that Ferdinand Marcos Jr. obtained from Japan. The administration of Mrs. Aquino agreed that the loans would be paid in Japanese yen, rather than in U.S. currency that former Marcos negotiated. This simple change in currency resulted in a USD 5-billion increase in the loan principal. ‘Refusal to Give Hacienda Luisita to Farmers’ Cory publicly promised in 1986 that Hacienda Luisita will be distributed to the farmers. However, in 1987, she issued Presidential Proclamation 131 and Executive Order No. 229 just days before her legislative powers were going to revert back to Congress, to include a provision in the Land Reform program for a “Stock Distribution Option”, which allows landowners to comply with the Land Reform Law without actually giving land to the farmers. Hacienda Luisita of course took this new option, and thus was not redistributed to the farmers. ‘Double Cross of Doy Laurel’ Cory had promised to Doy Laurel that she would let him run the government as Prime Minister after Marcos was ousted, as Cory had no experience in politics. However, in March 1986 she issued Presidential Proclamation No. 3 declaring a revolutionary government, and dissolving the 1973 Constitution. This nullified Laurel’s position as Prime Minister as the Parliament was abolished. This prompted Laurel to break ties with the Aquino regime later. ‘Protecting Hacienda Luisita’s Interests’ Cory continued to protect Hacienda Luisita, even firing Miriam Defensor Santiago from her post at the Department of Agrarian Reform after she told the press her opinion that Cory should inhibit herself as chair of the Presidential Agrarian Reform Council (PARC), which was tasked to make the final decision on Hacienda Luisita’s application for the “Stock Distribution Option” (see section on ‘Refusal to Give Hacienda Luisita to Farmers’ above). ‘Garchitorena Land Scam’ In 1988, a foreclosed property of the United Coconut Planters Bank (UCPB) was sold to Sharp International Marketing for P3.8 million. Before the sale was closed, Sharp tried to sell the same property to the government for P56 million. The sale was eventually approved by the Department of Agrarian Reform (DAR), but only after the price was inflated further to P65 million. The financier of the scam was Romeo Santos, an associate of Cory’s brother, Peping Cojuangco. He was also Cory’s campaign manager in Bicol.

Customs employees oppose return-to-mother-unit order

MANILA, Philippines – Bureau of Customs (BOC) employees are strongly opposing an order crafted by the Department of Finance's newly formalized Revenue Cluster ordering them to return to their mother units.
In a statement, the BOC Employees Association (BOCEA) said the order will result in "massive dislocation, displacement and abandonment of functions" that may paralyze BOC operations.
"Such order caused restiveness and anxiety among the rank-and-file employees of the Bureau of Customs who are all in a quandary why did the Commissioner of Customs is again turning the guns on the lowly rank-and-file employees," said the group.
The Revenue Cluster headed by Bureau of Internal Revenue (BIR) Commissioner Kim Henares issued Customs Personnel Order (CPO) B-134-2013, mandating all BOC employees to return to their mother units, effectively revoking their current assignments. The cluster covers the BIR, BOC and the Bureau of Local Government Finance. The order was signed by BOC Commissioner Ruffy Biazon and approved by DOF Secretary Cesar Purisima.
BOCEA said Biazon is "ill-advised."
"This will gravely affect the security of tenure, basic rights of the employees under the Constitution and the welfare and interest of the whole rank-and-file employees," it said.
Henares said the order is just the first in a series of reforms that the Revenue Cluster will implement at the BOC, which President Benigno Aquino III singled out in his 4th State of the Nation Address for rampant corruption.
She maintained it is meant to put things at the agency in order. She said employees should be at their "plantilla" posts or where they were originally appointed.
The first batch of employees affected by the CPO included Supervising Customs Operating Officers and Customs Operations Officers III. These officers were relieved of their assignments on September 13, Biazon said in the CPO.
The second batch covered all Chief Customs Operations Officers and Customs Operations Officers V, whose designations were revoked on September 15.
“All officials and employees who are affected by the CPO have 10 days to report to their permanent units. By September 27, 2013, all employees of the BOC should be back at their respective permanent positions,” Biazon said.
"Failure to report to original/permanent units on or before the designated deadline may be grounds for administrative sanctions," he added.
No plantilla posts?
As expected, there are difficulties in implementing the order.
In a September 13 memorandum to Biazon, BOC Director for Administration Ma. Corazon Azana listed down several units and offices that do not have plantilla positions and hence will be left with no manpower.
Some Customs offices and ports have plantilla positions, but these are already inactive, Azana also said. "Recalled personnel have no office or port to report to."
These offices include BOC's Water Patrol Division, Radio Communication Division, Subport of Tabaco, Subport of Jose and the Food Terminal Inc. Customhouse.

Henares stressed that the CPO was a product of joint efforts to reform the BOC.
“It’s a joint effort of DOF and Customs,” she said.
The Revenue Cluster vowed to carry out sustainable reforms to institutionalize integrity in the BOC, curb smuggling, and plug tax leaks.
A Finance official said there will be "second and third waves" after the issuance of the CPO.
The official said among the changes planned is the transfer of some ranking Customs official to the DOF.
The biggest task at hand however is modernizing Customs procedures, said Biazon.
Changes at the BOC have the blessing of President Aquino. "All of these have clearance from the President," said Henares. – Rappler.com

KOREANO PINATAKAS NG TAUHAN NI RICARDO DAVID

NAHAHARAP sa imbestigasyon ang ilang opisyal at kawani ng Bureau of Immigration sa NAIA Terminal 2 makaraang makalabas ng bansa ang isang Korean fugitive na inakalang nakakulong sa Bicutan pero naaresto sa Incheon, South Korea.
Kinilala ang puganteng Koreano na si Park Sung Jung, na nakaalis, gabi ng Marso 19 sa NAIA Centennial Terminal 2. Siya ay sumakay sa isang flight ng Philippine Air Lines patungong Incheon.
Ayon sa source, kaagad dinampot si Park ng mga kagawad ng Korean Immigration sa  Incheon ,  South Korea nang magpa-clear sa immigration counter.
Lumabas umano sa listahan ng most wanted ang larawan at pangalan ni Park.
Napag-alam din na nagalit ang Korean Embassy kung bakit nakalabas ng Filipinas si Park gayong may request umano sila (Korean Embassy) na agad i-deport si Park kapag ito ay nahuli upang papanagutin sa kasong large scale fraud dahil tinangay niya ang mahigit US$25 million mula sa mga investor.
Batay sa record ni Park, siya ay dumating sa bansa noong isang taon matapos takasan ang kanyang kaso.
Hiniling ng Korean Embassy sa BI na arestuhin si Park at agad na i-deport kapag siya ay nahuli.
Nahuli si Park nakaraang taon, at pansamantalang ikinulong sa BI Detention Cell sa Bicutan ngunit imbes pata-wan ng warrant of deportation, siya ay pinagkalooban ng 9G working visa.
Ang pagbibigay ng 9G visa sa mga foreign investors ay dumaraan sa BI Board of Commissioners bago aprubahan ng Office of the Executive Jail Warden Eric Dimaculangan at ang final approval ay sa Office of the Commissioner Ricardo David.

Puro Salita, Walang nagawa at wala pang BOLLS!

Nakakatawa etong si IDIOT NOY. Ang hilig mag-criticize, wala naman siyang nagawa. Actually, 9 years in public service, he has done nothing, filed nothing and said virtually nothing. We haven’t even heard him say something about the environment, about culture, about livelihoods, about education nor matters involving peace and order in the country.

Lately, he had been criticizing a Congressman for criticizing him. Funny! Mukhang mas marami pa yatang nagawa yung Congressman kaysa sa kanya. 

 As a former Senator, all he did (according to my PSG informant) was to order “starlets” and “boylets” from the USEC Puno. Puro kantot at jakol lang ginagawa niya sa Senado at Malacanang. 


Nakakahiya ka NOYNOY Aquino, tingin ko ang liit ng itlog mo. Worse, according to my friend who’s a friend of Shalani Soledad, WALA KA RAW BOLLS!
