DOTC to fasttrack P82-B infra projects

MANILA, Philippines - The Department of Transportation and Communications (DOTC) is confident that majority of the infrastructure projects under the public-private partnership (PPP) program would be completed within the term of President Aquino.
Transportation Secretary Joseph Emilio Abaya said the government is now at the “catch-up” point but is optimistic that the DOTC would be able to complete major infrastructure projects with a combined value of about P82 billion before the end of the President’s term in 2016.
“The PPP program of this administration, in particular, took some time to get rolling. PPP is something that’s still new for all of us, and as with all things unfamiliar, we approached it with the necessary prudence,” Abaya stressed.
For this year alone, the DOTC chief said the agency is set to award at least three PPP contracts including the P30.9 billion extension of the Light Rail Transit line 1 (LRT1) all the way to
Niog in Bacoor, Cavite from Baclaran in Pasay City, the first phase of the P17.5 billion Mactan-Cebu international airport expansion project worth P8.9 billion, and the P1.72 billion automated fare collection system (AFCS).
“That’s just for this year. In the next few years, we will be commencing bidding for our other projects that are still either in the study or engineering design phase as of the moment,” he added.

“Not all, but what I’ve mentioned yes. Majority will be,” he replied when asked if the projects would be completed within the term of President Aquino.
Projects to be completed include the AFCS project that would provide a single-ticket system for the Metro Rail Transit (MRT) and LRT, the connector road being built by diversified conglomerate San Miguel Corp. and infrastructure conglomerate Metro Pacific Investments Corp. to connect the North and South Luzon expressways, and the proposed extension of the LRT1 to Cavite.
Abaya said the DOTC would continue to make it a priority to draw as much competition as possible as having multiple bidders for a project is necessary to get the best deal possible for the government.
He pointed out that the Aquino administration has learned the lessons from the previous administrations wherein unsolicited proposals were accepted instead of bidding out projects to prospective investors.
“Beyond having clean and honest biddings, we are also concerned with making sure that our project contracts are fair, clear, and reliable. The Philippines has an unfortunate history of either reneging on its obligations or falling on the losing end of a bad deal,” Abaya said.
He cited that a total of nine groups submitted qualification documents for the AFCS project while seven groups beat the deadline for the submission of qualification documents for the Mactan-Cebu international airport expansion project.

The Agriculture Department warned Friday that abolishing the National Food Authority will tantamount to a “political suicide” and displace 3 million Filipino palay farmers.
“The NFA plays a very important role. We are working so hard to achieve the country’s rice self-sufficiency status, and yet other government agencies are trying to ruin it,” said Assistant Secretary and Philippine Rice Program Coordinator Dante Delima.
“If the National Economic and Development Authority and the Department of Budget and Management don’t want to support the food staples and sufficiency program, the DA will still pursue it,” he added.
Delima said other government agencies are proposing the abolition of the NFA and the elimination of the quantitative restrictions on rice imports. The quantitative restrictions allows the government to limit the volume of imported rice to prevent a possible drop in rice prices.
“They want to abolish NFA. They also want to stop the local palay procurement. What we are asking is a temporary QR to enable us to prepare our farmers for the entry of imported rice at a cheaper price. What will happen to our 3 million palay farmers if that will push through?” asked Delima.
NFA earlier said palay production would reach over 20 million metric tons in 2013 and that it would buy 650,000 metric tons of rice, or just 3 percent of the total local output.
Delima said Agriculture wanted to increase the local palay procurement to 10 percent to further help the country’s farmers.
“Abolishing the NFA and QR is a political suicide for me. Note that only one million people went to Edsa if you remember, and we are talking about 3 million palay farmers here. What will they do if these farmers complain?” Delima asked.

Delima said President Benigno Aquino had been supportive of the food sufficiency program but other government officials were clearly not. He said abolishing the NFA would  imperil the country’s goal of attaining rice self-sufficiency.
“They are putting too much pressure on us during deliberations. They said that maintenance of NFA is very high. They said that we have to stop the QR. If we stop the QR, we will no longer have control of what will enter the country. We all want to have cheaper prices of commodities but we also have our social responsibilities,” Delima said.
The official said abolishing the NFA would worsen the country’s unemployment rate, noting that there were three farmers for every 10 Filipino workers.

MANILA, Philippines – Kris Aquino, the controversial youngest sister of President Benigno “Noynoy” Aquino III, is joining politics after the term of her brother expires in 2016.
The Queen of All Media pronounced her plan to run for governor of her home province, Tarlac, before thousands of her town mates Tuesday.
“I feel naman na bilang isang Aquino, whatever political career I hope to have in the future, it has to start in Tarlac,” she said.
Kris, along with her “Dalaw” leading man Diether Ocampo and Pokwang, led the gift giving activity in depressed areas in the province. From Tarlac, they went to 8 barangays in Pasig also to distribute gifts.
She clarified that she is only running in 2016 after Noynoy’s term of office.
Kris said she initially hinted to her ABS-CBN bosses about her political plans in 2013, but was reminded that her contract obligations with the network will expire in 2015.
She said she wants to follow in the footsteps of Batangas Gov. Vilma Santos.


She said: “Hindi ko nakakalimutan ‘yong sinabi ng mom ko na if there is anybody in showbiz na I should be emulating its Ate Vi ‘yon. Kasi pagkatapos ng napakagandang karera niya sa industriya natin, nakapagbigay naman siya ng magandang serbisyo. Una sa Lipa (as mayor) and then after sa Batangas.”
Meanwhile, Kris was asked to comment on model-actress Isabel Oli denying any romantic relationship with her estranged husband, James Yap.

San Miguel puts off $6-b airport project

San Miguel Corp. said Wednesday it pushed back a plan to build its own $6-billion airport project amid the government’s policy of prohibiting airline operators from engaging in airport management.

The conglomerate earlier announced it would build its own airport, in partnership with the Lucio Tan group, to address the requirements of both PAL and its low-cost carrier AirPhil Express.

“We were supposed to present our proposal to President [Aquino] in January to ask his permission to build our own airport. However, sometime in Nov. or Dec., the [Transportation Department] came out with new rules banning airline operators to join in the bidding for the Mactan-Cebu airport project. Because of this decision, we have to look into the government’s policy to avoid conflict. They might disapprove our proposal since we have a stake in PAL,” Ramon Ang, SMC president, told reporters.

Ang was referring to the terms of the Mactan-Cebu project, which stated that airline companies and entities with any relationship with an airline company may own up to a maximum of 33 percent of the shares in the winning bidder’s special purpose company, as long as no airline company is directly involved in operations.

“It seems to me that the new policy prohibits airline operators to operate or manage an airport. That’s the implication of the new rules,” Ang said.

He earlier said San Miguel and the Lucio Tan Group were jointly evaluating the possibility of constructing an airport that would address the airline’s requirements and serve as the country’s main gateway.

Ang had said the planned new international airport would be financed by San Miguel and Lucio Tan, the major shareholders of PAL.

The proposed airport will be built in a 2,000- hectare property in a still undisclosed location. It will have four runways that can accommodate simultaneous takeoff and landing.

Ang added that San Miguel and PAL had discussed with Korean contractors to finish the project in three years.
“I’m just waiting for all their cards to be on the table so we can address whatever concerns they have. After that, then it’s time for us to go to the national government and present our proposal. I’m still hopeful this project will push through,” Ang said.

    From what I read in the internet, in 1967, President Ferdinand Marcos initiated "Operation Merdeka" involving the training of commandos in Corrigidor. Their task is to infiltrate Sabah. Ninoy Aquino, a Filibuster in the Philippine Senate, exposes the secret operation. Because of the expose "Operation Merdeka" became a big failure. It caused the death of Filipino Military and Civilian operatives inside Sabah. What happened next is what is known as "Jabidah Massacre" named after the Jabiddah Commandos.
    Ano bang kababalaghang nangyari? Why is it that Ninoy is now considered a national hero and Marcos is a villain? Mukhang kabaliktaran yata ang nangyari.

    Is this the working of the yellow cult media? Ang galing naman nilang baliktarin ang katotohanan kung ganoon. How could they corrupt the minds of the Filipino people for the benefit of the Aquinos?

    Kung sabagay, nagagawa nila ngayon kay GMA, Corona at iba pa katulad ni Villar noong nakaraang 2010 election. We had clearly seen how they were able to demonize and totally destroyed the integrity and reputations of their political opponents. They can easily corrupt the minds of many Filipinos Kayang kaya nilang paglaruan ang ating batas to protect their vested interest and their alipores and KKKs. Just look at how they had protected padaca and elevated her as comelec commissioner. That's also a travesty by itself.

A travesty



Noynoy had the face to claim that “they have done all they could” to protect the lives of the fighters of the sultanate, even when, for some three weeks running, he again transformed himself into the invisible, inept President of the Republic, and did nothing but have his spokesmen and his Interior Secretary Mar Roxas issue threats and more threats against Sultan Kiram and his men in Sabah.
And all Noynoy did to “protect” the lives of the Filipinos in Sabah was to keep on mouthing what Malaysia mouths, which aim is to massacre the Filipino Muslims who are fighting not just for their sultan’s rightful land, but also to get back that land for the Philippine Republic.
Three weeks after the occurrence, Noynoy finally faces the media, then says he has done all he could, when he did nothing in the first few days that stretched into weeks.
What was his ambassador to Malaysia doing at that time, that Noynoy had to get his information and direction from Malaysia?
Why did he not send his Foreign Affairs secretary, Albert del Rosario, weeks ago, to talk to the Malaysian authorities about the problem? Why, after so many Filipino fighters have died, and are reportedly being attacked with bombs by the Malaysian forces, did Del Rosario finally leave to engage in talks with Malaysia and seek permission for their ships to come to the aid of the Filipinos?
Why, if Noynoy and his Interior secretary claim that they did all they could to protect the lives of Filipinos did they constantly threaten the sultan and his fighters with arrest and criminal charges, when they return?
Here is Noynoy telling the fighters to return to the Philippines, saying that theirs is a lost cause, which is no different from saying that the Sabah claim is useless, as the Malaysians are in control in Sabah. Then he threatens them with crime that was committed in the Philippines.
And worse, Noynoy even has the gall to now say that he smells a conspiracy in the Sabah firefighting, claiming there is basis for saying this, as intelligence reports point to this.
That’s a laugh, considering that his intelligence network did not even smell some 200 Sulu fighters going off to Sabah to stake the sultanate and the Philippines’ claim to ownership of Sabah. Hell, Noynoy and his intelligence network didn’t even know just how many fighters were there. And he speaks of intelligence reports pointing to a conspiracy, and obviously pointing to the conspirators as those from the previous administration — with an additional claim that this has something to do to break up the peace talks with the Moro Islamic Liberation Front.
Then Noynoy admits that he cannot come up with a conclusion on the conspiracy, as he has no evidence.
If there is no evidence of a conspiracy or the identities of the alleged conspirators, why then does he speak of conspiracies?
Still, that is always the way of inept presidency and a weakling, always refusing to take the blame for the disaster and crises that come their way and hiding himself for weeks when a crisis erupts.
The fact that Noynoy and his boys did nothing about several letters coming from Sultan Kiram III shows that from the start, the intent was never to include the sultan in the peace talks, which is why everything is being granted to the MILF.
This is also the reason Malaysia is the facilitator in the peace talks, and why Kiram is out of the peace talks, because Malaysia was aware of the sultan’s ancestral claim of Sabah and wanted the Sultan out of the talks.
Malaysia is there to protect Malaysian interests, not the Philippines. The MILF also bows to Malaysia and will not have the sultan participating in these peace talks.
Now Noynoy and his aides blame Kiram for placing the peace talks in danger, with Noynoy aides claiming that the Sabah incident may even make Noynoy lose his chance at being nominated for the Nobel Peace Prize.
For Pete’s sake. He feeds Filipinos to the Malaysian wolves and does not care if they get killed by Malaysian forces, and he wants to be known as a man of peace?
A man who sold out a part of the Republic to the Malaysians and now sells out more of Mindanao to the MILF? A leader who didn’t care a whit about the lives of the Filipinos fighting for the Republic’s claim, because he was too much of a weakling and gets his orders from Malaysia?
What a travesty.

Now that he's the President, he just approved the increase in LRT, MRT, Highway-TOLL, proposed sin taxes and God knows, pati na rin siguro text taxes. Sa bandang huli, it will be the people who will shoulder the BILL. It will be the people who will pay for the increases in taxes, in order that this government under GAGO ABNOY AQUINO, TO JUSTIFY its tax collection efforts and hide its ineptness in collecting taxes from rich tycoons like LUCIO TAN, HENRY SY, AYALA, LOPEZES AND from their other Makati-based FUCKER FRIENDS.

Traydor talaga itong si NOY gago AQUINO. He takes from the people the legitimate allowances and converts them into his Presidential Fund. Lahat ng pera ng taong bayan including those that are alloted already for teachers, health workers, farmers, government laborers, kinimkin na niya.

THAT'S ROBBING THE PEOPLE MR GAGO AQUINO!!!!

Wala kang pinagkaiba sa Kawatan. Pati DBP at Landbank allowances kinuha mo pa, di ka na nakuntento bawasan allowances ng mga taga-Supreme Court, DOJ, DENR.DAR,DOTC, etc. No wonder, GALIT NA GALIT NA SA INYO ANG TAONG BAYAN.
