Compostela, Compostela Valley — Typhoon Pablo survivors here are opposing the entry of a mining firm owned by the uncle of Pres. Benigno Aquino,III.
Some 500 members of the Compostela Farmers Association (CFA) presented a petition after a march rally last Friday saying the entry of Agusan Petroleum and Minerals Corporation posed a threat to their livelihood even as they are still recovering from the dislocation brought about by Typhoon Pablo last year.
“The areas that the corporation is mining are also areas where we are mining. It is the area with the highest concentration of people – from small-scale miners to farmers,” said CFA leader Bello Pindasan. Residents are still in the process of having the area approved as a ‘Minahang Bayan’ (People’s Mining Area) for small-scale miners. Under Republic Act 7076 or the People’s Small-Scale Mining Act of 1991, small-scale miners must have a Minahang Bayan to operate legally as declared by the Mines and Geosciences Bureau (MGB) of the DENR .
The Agusan Petroleum and Mineral Corporation was listed by the MGB as having two exploration permits in Compostela. Areas to be covered included the villages of Nursery, Bango, Pulang Lupa, Mambusao and Kantigbaw, all located in Brgy. Ngan. The company’s permits cover one area in Compostela spanning 9,999 hectares, while the other area spans the boundary of Compostela & New Bataan towns with a total of 2,400 hectares. Both were approved in April 18, 2012 and supposedly have expired last April 18 this year.
Tindasan said the entry of the Agusan Petroleum, a subsidiary of San Miguel Corporation owned by Presidential uncle Danding Cojuangco, would affect the efforts made by the residents in rebuilding their farms, houses and schools.
“Big mining will not only have negative effects on the environment, it will also ruin our livelihood,” Pindasan lamented.
Though the company is no longer listed in the MGB list of permits released last May, Vice-Mayor Reynaldo Castillo confirmed that is it the same company that is now conducting local exploration.
Castillo said the council would weigh the petition of the farmers. The municipal council (Sangguniang Bayan) failed to convene on Friday while its special session last Saturday also did not push through.
He said he understands the residents’ concern over the detrimental effects of mining, but wonders if this would happen during the exploration stage, although he conceded that large-scale mining will have ill-effects in the long run.
“It becomes destructive. We’ve heard of so many incidents like what happed in Davao Oriental and in Surigao,” he said.
However, he said, ”(T)here are benefits with mining if you maintain the integrity of natural resources. You should not pollute the area, you provide security for the people and you provide for your social obligations.”
Pindasan also scored the presence of military units, namely the 10th Infantry Division’s 25th Infantry Battalion (IB), the 67th IB and the 72nd IB who are “securing” the mining area.
The CFA claimed in their petition that the military presence in the past led to human rights violations in the past years such as the burning of houses and a school of the Lumad Matigsalogs in Bermuda village, Brgy. DAVAO City Mayor Rodrigo Duterte on Monday blamed the Government of the Philippines (GPH) peace panel for its failure to include the Moro National Liberation Front (MNLF) in the peace pact with the Moro Islamic Liberation Front (MILF).
“Ang kaning mga taga Manila, mga bugok. Giingnan na nako sila nga do not enter into an agreement with the MILF, forgetting the MNLF (These Manila people – referring to the GPH – are stupid. I told them not to enter into an agreement with MILF and forget the agreement with MNLF). It should be done simultaneously,” Duterte said in his message during the program commending the 911 rescuers held in front of the City Hall on Monday, September 9.
Duterte said this was his “stern warning” given to the government peace panel who sought for his input regarding the peace process sometime ago.
He revealed that he received a call from an official from Malacañang regarding the peace process.
“I gave some but the warning that I stressed, ayaw pakig-areglo sa MILF, if you would just forget the MNLF kay wala pa na ma-perfect (don’t come up with an agreement with MILF because you have not yet perfected the implementation of the peace agreement with MNLF),” he said.
“Ayaw mo ug sulod diha kung dili pa sigurado (Don’t get into that if you’re not sure yet). You will have a problem with (Nur) Misuari,” the mayor quoted what he said to the peace panel.
He said it would be best for the government and the MNLF to go back to the drawing table.
“It’s better to talk for a thousand years than fight a day’s war and lose lives unnecessarily,” he said.
Duterte also said he finally got in touch with Misuari and appealed that tensions not spill over into Davao.
Duterte called for some leaders of the MNLF who are in the city to talk regarding the siege in Zamboanga City.
“I just expressed my concern about the ongoing conflict there because it has resulted into so much violence. Sabi ko kung pwede sana pag-usapan na lang,” Duterte said in an interview.
“I hope we can lessen violence activity. I am against violence whether initiated by government or by Nur,” he said.
Zamboanga City Mayor Isabelle Climaco-Salazar said at least six people died while 24 were wounded in Monday’s clash between government troops and alleged members of the MNLF.
The fighting occurred Monday after troops backed by tanks blocked the MNLF rebels -- armed with assault rifles and grenade launchers – from marching into the Zamboanga City Hall, where they plan to raise their flag to declare independence, said military spokesman Lt. Col. Ramon Zagala.

DOTC to fasttrack P82-B infra projects

Philippines - The Department of Transportation and Communications
(DOTC) is confident that majority of the infrastructure projects under
the public-private partnership (PPP) program would be completed within
the term of President Aquino.
Transportation Secretary Joseph Emilio Abaya said the government is now at the “catch-up” point but is optimistic that the DOTC would be able to complete major infrastructure projects with a combined value of about P82 billion before the end of the President’s term in 2016.
“The PPP program of this administration, in particular, took some time to get rolling. PPP is something that’s still new for all of us, and as with all things unfamiliar, we approached it with the necessary prudence,” Abaya stressed.
For this year alone, the DOTC chief said the agency is set to award at least three PPP contracts including the P30.9 billion extension of the Light Rail Transit line 1 (LRT1) all the way to
Niog in Bacoor, Cavite from Baclaran in Pasay City, the first phase of the P17.5 billion Mactan-Cebu international airport expansion project worth P8.9 billion, and the P1.72 billion automated fare collection system (AFCS).
“That’s just for this year. In the next few years, we will be commencing bidding for our other projects that are still either in the study or engineering design phase as of the moment,” he added.
These projects include the P9.8 billion extension of the LRT2 all the
way to Masinag in Antipolo, the expansion of the Davao-Sasa port, the
central spine roll-on roll-off (RORO) project as well as the operation
and maintenance of the airports in Puerto Princesa, Bohol-Panglao, and
Laguindingan.

connector road being built by diversified conglomerate San Miguel Corp.
and infrastructure conglomerate Metro Pacific Investments Corp. to
connect the North and South Luzon expressways, and the proposed
extension of the LRT1 to Cavite.
Abaya said the DOTC would continue to make it a priority to draw as
much competition as possible as having multiple bidders for a project is
necessary to get the best deal possible for the government.
He pointed out that the Aquino administration has learned the lessons
from the previous administrations wherein unsolicited proposals were
accepted instead of bidding out projects to prospective investors.
“Beyond having clean and honest biddings, we are also concerned with
making sure that our project contracts are fair, clear, and reliable.
The Philippines has an unfortunate history of either reneging on its
obligations or falling on the losing end of a bad deal,” Abaya said.
He cited that a total of nine groups submitted qualification
documents for the AFCS project while seven groups beat the deadline for
the submission of qualification documents for the Mactan-Cebu
international airport expansion project.
