Two years ago, Manny Pangilinan won in a government bidding for the building, operation and transfer of the MRT System. However, sa inggit ng mga "Makati Boys" ni Pnoy, they pressured Noy's government to declare an anomaly in the bidding process, thereby declaring a failure of BIDDING. 

What happened?

Manny Pangilinan offerred the best deal during the time (advantageous to the government), but ginulo nila ang processo para makapasok mga KAIBIGAN ni Pnoy.

Finance clears MRT 7 deal with San Miguel

The Finance Department endorsed the revised contract between the government and San Miguel Corp. for the long-delayed Metro Rail Transit Line 7 project.

Transportation Undersecretary Jose Perpetuo Lotilla told reporters the Finance Department cleared the improved concession contract submitted by the proponent.

“The DoF has approved the project’s implementation. So, hoping they [the government and the proponent] signed the contract, the DoF will then issue a performance undertaking and it’s a go,” Lotilla told reporters at the sidelines of the Tribuna España-Filipinas forum.

He said the implementing guidelines of the project were also approved.

“After that, it will go to [National Economic and Development Authority-ICC] and goes back to the DoF for issuance of performance undertaking,” Lotilla said.

The Finance Department in July last year asked San Miguel to seek the approval of the Neda again, after the company failed to have financial closure for the project within the target date of December 2010.

San Miguel and partner Universal LRT Corp. were scheduled to begin construction of MRT 7 in 2010, but failed to mobilize funds for the start of the construction.

San Miguel acquired the right to construct and operate the 22-kilometer rail project from North Ave. in Quezon City to San Jose del Monte City in Bulacan, after it executed a deal to buy 51 percent of Universal LRT, the original proponent.

The diversified conglomerate, however, failed to secure a financial closure for the project, or the guarantee from equity holders or debt financier to provide or mobilize funding, within schedule.

Universal LRT earlier said $320 million of the project’s cost would be financed by equity and the remaining $900 million to $1 billion by borrowings.

San Miguel, in a bid to gain more supporters, signed an agreement with Marubeni Corp. of Japan and DM Consunji Inc. in 2012 to build the rail project. San Miguel also obtained a 25-year concession.

The project involves the construction of a 22-kilometer train line with 14 stations from the corner of North Avenue and Epifanio de los Santos Avenue in Quezon City to San Jose del Monte City in Bulacan.

It will be linked with the MRT Line 3 and the Light Rail Transit Line 1 through a common station in North Avenue.

San Miguel will also build a 22-kilometer, six-lane highway to Bulacan.

It earlier awarded the contract for the engineering, procurement, construction and commissioning of the MRT-7 project to the Marubeni-DMCI consortium.

The mass transit project is envisioned to carry two million passengers in Metro Manila and Bulacan.  It will traverse the stretch of Commonwealth Ave., known as the widest road in the country.

The project also involves the development of commercial establishments in San Jose del Monte City.

The opposition United Nationalist Alliance on Monday hammered President Benigno Aquino III for what it described as an excessive P49-million junket to Davos, Switzerland last week, where he brought a 64-member entourage that included his personal chef.

In a news conference, UNA senatorial candidates Ernesto Maceda and Richard Gordon said the President only spoke about the country’s anti-corruption efforts before a small gathering of 50 delegates and without any other heads of state present, and brought home no new investments.

The Palace, however, made it appear that the President was a keynote speaker at the World Economic Forum attended by 1,500 delegates, including 63 heads of state.

“The President did not address the plenary. He was made to speak in the sidelines, before a small panel of 50 people without any other head of state present,” Maceda told the news conference.

“In short, bringing in an entourage of 63 and spending for their stay there amounting to P49 million was not only excessive and useless but a big waste of taxpayers’ money,” Maceda said.

UNA Secretary General and Navotas Rep. Tobias Tiangco said he wouldn’t be surprised if the small crowd was all of the President’s entourage. “The panel numbered 50 and the President’s entourage was 63. The entourage even outnumbered the delegates who heard the President speak,” Tiangco said.

Executive Secretary Paquito Ochoa Jr. said the government allocated P49 million for the President’s three-day trip to Switzerland.

“The President is expected to highlight the administration’s anti-corruption campaign and make a pitch on the Philippines’ readiness to receive more investments,” Ochoa said.

Gordon said the Palace could not feign ignorance because the European organizers of the WEF provided them with the program and itinerary.

Gordon said no other meetings with the President or his Cabinet were part of Mr. Aquino’s itinerary.

“So we are not surprised that no investments were brought home,” Gordon said.

Ochoa said the President was scheduled to meet with top executives of German car giant Volkswagen as well as International Monetary Fund managing director Christine Lagarde.

The President’s 63-member delegation included Foreign Affairs Secretary Albert Del Rosario, Finance Secretary Cesar Purisima, Trade Secretary Gregory Domingo, Budget Secretary Florencio Abad, Socio-Economic Planning Secretary Arsenio Balisacan, Cabinet Secretary Rene Almendras, Presidential Communications Development Secretary Ramon Carandang and his personal chef.

“So who among these Cabinet secretaries were able to meet their counterparts and discuss potential business ventures?” Maceda asked

Immigration chief faces graft raps

The Ombudsman has charged Immigration Commissioner Ricardo David with graft for replacing the chief of the agency’s intelligence division despite orders from the Civil Service Commission (CSC) and the Department of Justice to reinstate the latter.

The charge was based on a complaint filed by lawyer Faizal Hussin, who accused David of violating the Anti-Graft and Corrupt Practices Act by failing to reinstate him.

The person who replaced Hussin, lawyer Antonette Bucasas-Mangrobang, was also slapped charges of grave misconduct and usurpation of public functions under the Penal Code. Both charges carry imprisonment and disqualification from holding public office.

The CSC, in its order dated Oct. 25, 2012, affirmed its earlier decision and ordered Justice Secretary Leila de Lima to reinstate Hussin to his original position as chief of the intelligence division of the Bureau of Immigration. Pursuant to the CSC ruling, De Lima had issued a memorandum to the BI dated March 22, 2012, directing David to “immediately implement the said CSC resolution and the department order.”

“Instead of complying with the CSC resolution and the memorandum of Secretary De Lima, Commissioner David, displaying an arrogance rarely seen in public service, issued a memorandum to all the BI personnel clearly stating that Attorney Mangrobang shall continue to be the intelligence chief,” the complaint said.

David assigned Hussin to the Commissioner’s Office and ordered him to seek the prior concurrence of Mangrobang for resources and assistance in the job.

Hussin said David’s act was in stern defiance of the CSC and the justice department’s order.

“If David is allowed to defy orders of the Civil Service Commission and secretary of justice, his immediate superior, nothing will come out of the daang matuwid (straight path) of the President, and others will follow suit,” Hussin said.

The Civil Service Commission and the Office of the Ombudsman should look more into this. Our friends from the government tell us that itong mga taong ito ay very "NOTORIOUS" for issuing ILLEGAL ORDERS AND PERSONNEL MEMOS. THERE SHOULD BE A TOTAL INVESTIGATION!!!
