DISBURSEMENT ALLOCATION PROGRAM - DAP

The paragraph in question reads: “No law shall be passed authorizing any transfer of appropriations; however, the President, the President of the Senate, the Speaker of the House of Representatives, the Chief Justice of the Supreme Court, and the heads of Constitutional Commissions may, by law, be authorized to augment any item in the general appropriations law for their respective offices from savings in other items of the respective appropriations.”



"By Law" means it has to pass through Congress FIRST before any money or savings be appropriated by the President. In the absence of any law or authority from Congress, then the act of PNOY and ABAD appropriating the savings or money as "Disbursement Acceleration Program" or DAP to bribe senators and congressmen in the impeachment trial of a former Chief justice is considered illegal, immoral and unconstitutional. 

This is already tantamount to PLUNDER, LARCENY, GREED AND CORRUPTION AT THE HIGHEST LEVELS AND BETRAYAL OF THE PUBLIC TRUST. 
THERE SHOULD BE AN IMPEACHMENT PROCEEDING AGAINST THE PRESIDENT. 
THE PRESIDENT DID NOT ASK PERMISSION FROM THE CONGRESS, ERGO, FROM THE FILIPINO PEOPLE AS HIS BOSSES. AND SO WHAT HE COMMITTED WAS A CRIME AGAINST THE HARDWORKING FILIPINO PEOPLE AND OF THIS STRUGGLING NATION.

Hold you tongue, because you contradict yourself.

Remember that in 1986, you were appointed as one of the Constitutional Commission (Con-Con) delegates by the CORY COJUANGCO AQUINO administration. During the time, you were one of those supposedly "Illustrious few" who tinkered with the 1986 Constitution to suit the interest of the "Revolutionary Government" and of the "higher interest of the OLIGARCHY-PENINSULARES-MESTIZOS (of which you are one) AND HACENDEROS" of the country. 
More than that, you also became a personal adviser to the GOOD-FOR-NOTHING-HESITANT LEADER, FORMER PRESIDENT "CORY COJUANGCO AQUINO", advising her on how to run the "Revolutionary Government" including the utilization of your legal background and with the assistance of the whole of the "elite" Ateneo institutions from Manila to Bicol to Cagayan de Oro to Zamboanga and to Davao to craft policies suitable to the propagation and re-establishment of "Oligarchic" businesses in the country.

Were you not part of the main group of constitutional delegates that sought to limit the "ownership" of foreigners into just 40% in Philippine corporations and businesses in the country? That even today, PNOY and his KAMAG-ANAK are exploiting the same provisions of that Constitution specifically on labor, monopoly of trade of the and violation of commercial fair play, in order to further their business interests; the sum of those of which you made in the 1986 Constitution?


Were you not part of the original YELLOW HORDE that made the Philippine Constitution so much oppressive to the common "tao", including laborers, students, workers and professionals and entrepreneurs?

Furthermore, because you were able to penetrate the inner circles of the CORY COJUANGCO AQUINO political power, you were able to extract "concessions" for the Ateneo Institution in the Philippines. And ever since, your precious Ateneo institution had been reaping immeasurable benefits translating even to millions of pesos in form of "charity donations, TAX EXEMPTIONS and atrocious tuition fees that you impose each and every school year to many students in the guise of building this and building that". Of which many of these same burdens like heavy fees and taxes, we are also forced to pay as taxpayers, professionals and ordinary laborers. 

Wala kaming lusot sa pagbabayad ng buwis because we do not belong to any "elite' institution, unlike you.
 Because of this relationship with the COJUANGCOS and AQUINOS, the Jesuit interest in the country is now conveniently sealed and protected. Is it not that the protection of "Jesuit interests in the Philippines" a benefit of the 1986 Constitution?

And now . . . 

You are making a commentary on PNOY's illegal disbursement of government savings through the  "Disbursement Acceleration Program or DAP".
It seemed that during a television interview, you were pointing out as a matter of legal opinion that there was no such thing as a "DAP". And that such "disbursements" were in the course, illegal?

Ano ba talaga ang ibig mong sabihin Mister Bernas? 

Are you trying to tell us that what President PNOY did was both wrong or immoral?

Did you not benefit from the same provisions of the 1986 Constitution that he is now parroting?

Ano ito, tina-TRAYDOR mo na ang BENEFACTOR mo?

Or are you cutting clean now that PNOY is already spiralling towards his political demise and perdition?

Did you not do the same to Marcos?
When it was convenient for you during the martial law years, you were all silent. 

But when there was already a People Power in 1986 seeking to overthrow Marcos, all of the Ateneo institution SCREAMED AT TOP OF THEIR LUNGS saying, "NEVER AGAIN!"
 How convenient for you and the Ateneo Jesuits.
Makes me wonder if Jesuits are communists, traitors or just plain opportunists.

Jesuits were a religious order from Spain. We understand too,  that Jesuits are not Filipinos. This is based on the principle that under international conventions, international religious organizations such as the Jesuits, owe their LOYALTY and UTMOST FEALTY to their own Jesuit Order and not of the government nor country where they are actively based. In this case, they do NOT OWE ANYTHING TO THE PHILIPPINES. And they do not consider themselves Filipinos in every sense of the word but priests or scholastics from the Order of Jesus. Ni hindi nga sila mga Hudyo.

And yet . . . 

1. They had interfered in tampering of the 1986 Philippine Constitution, which is by law and tradition, RESERVED for and under the province of the government, its agents, the citizenry, and EXCLUDING the participation and intervention of religious persons and organizations.

2. They do not pay taxes . . .therefore, they have no right to comment, complain or say anything, for and against any national, public or Constitutional issue or controversy. The Church and all of the Religious should stick to secular activities only!!!!

3.Jesuits engage in commercial and business activities in the country. They lease commercial spaces and buildings. Furthermore, they also undertake the construction of buildings and more property renovations to justify the increase in their leased properties. Putang-ina, nakikialam na sila sa pulitikang-bayan, kumikita pa sila.

4. They impose abhorrent tuition fees during enrollments. Oh, they LOVE MONEY. 

5. Worse, Jesuits are a throwback of the imperial Spanish friars from the 1600 colonization of the country. They are fond of imposing their beliefs on students through their "religious system" of education. They want you to be a man for others. In short: to subsidize their charities and give to the Jesuit foundation. Talagang mukhang pera.

Mister Bernas, for now, you and your Ateneo are lucky. Be glad to have a President on your side to protect your Jesuit and Spanish interests in Ateneo. 

Should a revolution or civil unrest happen after this PNOY-DAP FIASCO, overthrowing the Cojuangco-Aquino economic and political domination in the country, you might just lose your Ateneo. 
The people of this country are tired of being servants to Oligarch interests. We are tired of paying heavy fines and taxes. We are tired that this government does not know how to take care of it's people, it's workers, it's OFW's, its students and its scientists. The government does not respect the people anymore. 
They do not honor us, and so WE WILL NOT HONOR THEM.

Because it is WE, that are the ones paying for everything. NOT you Mister Bernas, kami ang nagbabayad so that the Jesuit imperial institutions and PNOY's oligarch government that you had helped build in 1986, could thrive in this country.

We are the ones slaving daily so that the government will continue to exist.

We are the ones giving money to your "religious institutions" every Sunday so that you could parasitically survive to promote your so-called heavenly doctrines in the country.

BUT IF THIS COUNTRY FALLS. . . .
AT NAGKAROON NG PRESIDENTENG MAKABAYAN at TOTOONG MAKATAO, YOU AND YOUR BUSINESS OF ATENEO MIGHT JUST BE KICKED OUT OF THIS COUNTRY FOR GOOD.

YOU SHOULD NOT HAVE OPENED YOUR MOUTH. 

                   ONLY TRAITORS SELL.

2 Ched execs quit, slam Abad for P10B anomaly

Two ranking officials of the Commission on Higher Education on Tuesday submitted their resignation to President Benigno Aquino III after accusing Budget Secretary Florencio Abad and CHED chairperson Patricia Licuanan of allegedly ‘bleeding’  the national coffers dry to benefit a United States university.
CHED Commissioner Nona Ricafort and CHED Director Carmina Alonzo resigned in protest of the “anomalous” P10-billion scientific research project to be based in the US that is being pushed by Abad and Licuanan even “without legal basis” and “without the benefit of public bidding.”
Ricafort and Alonzo said the US did not have counterpart funds and all inventions and discoveries to be made by the research team in the US would carry patents and intellectual property rights according to US laws with the Philippine government not having to own the patents.
“Following recent developments at CHED, it has come to my realization that I will be unable to give my full support to the P10-billion CHED-PCARI (Philippine-California Advance Research Institute) Collaboration Research Project initiated by CHED Chair P. B. Licuanan,” Ricafort told the President in her September 12, 2013 resignation letter, a copy of which was obtained by Manila Standard.
Ricafort acknowledged the PCARI projects were good and directed to uplift the research standard in the Philippines.
“However, I find it difficult to comprehend how to reconcile the magnitude of this collaboration (specifically the budget costing per individual project) to meet the level of perception of the Filipinos, especially the students and their parents, as appropriate answers to their current needs,” Ricafort added.
Ricafort, who had been with CHED for eight years, and Alonzo, lamented the lack of details and legal basis justifying the five-year P10-billion research project.
In her resignation letter dated September 17, 2013, Alonzo said she could not understand why the P10 billion was “parked” with the CHED when basically the jurisdiction falls within the ambit of the Department of Science and Technology “and not the CHED.”
Alonzo, chairman of the Bid and Awards Committee, said while the General Appropriations Act explicitly named the PCARI for the project, the procurement of the engagement for collaboration was “template or tailored-fit” for the University of California Berkley, which she said was “contrary to the bidding process.”
Alonzo said that Abad approved the government funds to be “awarded to private institutions or foundations.”
“It is with reservation that the undersigned is wanting of legal basis or document from the DBM to show that foundations are allowed to use government funds and in this collaboration, it is not the UC Berkley, which will be paid but the individual researchers who are chosen not by the BAC through a bidding process but by the Philippine PCARI focal persons,” Alonzo said.
“How the US-based researchers’ services will be procured is likewise wanting of lawful basis in the same manner that private schools and SUCs (state universities and colleges) may be classified as foundations,” she said.
Alonzo also asked Licuanan to be relieved of any obligation and involvement in the PCARI transactions.
She added that she “personally feel that it is not the opportune time for this project implementation in our country.”
Ricafort furnished the SUCs under her copies of her resignation letter to the President.

It was not so long ago that Mar Roxas aka Titi Montenegro and PNOY GAGO were accusing many government employees and government agencies such as the PAGASA, NIA, Customs, Immigration, BIR and DPWH of corruption and with the same offices, a haven of "KOTONG" activities.
While we do not deny that many of these government offices do have corrupt employees in their stead, we also point out that Mar and PNOY are guilty of being more corrupt than these supposedly employees because of these 2 present circumstances;
1.  PNOY had bribed the senators during the "Corona impeachment trial" by illegally disbursing government savings, converting them into"DAP" and releasing them as pork barrel for the Senators who voted for the impeachment of Ex-Chief Justice Corona and;

2. Mar Roxas has a "very BIG BUDGET" alloted for him at the DILG, for the "HOUSING PROGRAM of the Government", which is by law, falls under the province of the National Housing Authority. And to think that the COA has not yet given a full report on its audit. Mar Roxas has furthermore usurped the power of the NHA, which is an agency of the government of which by the way has its own charter, and worse, budget was given to him to spend for "housing programs", as part of his duties as DILF Chief. Hindi lang ito ignorance of the law and the Constitution, this is also a duplicity of function, usurpation and abuse of authority, grave abuse of discretion in excess of jurisdiction, circumvention of the law, betrayal of public trust and incompetence as DILG Chief!
As taxpayers, we would ask ourselves. "what are these two fuckers doing with our money?"
 
Why is GAGONG BUTCH ABAD silent about this?

Is Mar Roxas aka Titi Montenegro already campaigning for the 2016 Presidency, using taxpayers money???
