MANILA, Philippines – Kris Aquino, the controversial youngest sister of President Benigno “Noynoy” Aquino III, is joining politics after the term of her brother expires in 2016.
The Queen of All Media pronounced her plan to run for governor of her home province, Tarlac, before thousands of her town mates Tuesday.
“I feel naman na bilang isang Aquino, whatever political career I hope to have in the future, it has to start in Tarlac,” she said.
Kris, along with her “Dalaw” leading man Diether Ocampo and Pokwang, led the gift giving activity in depressed areas in the province. From Tarlac, they went to 8 barangays in Pasig also to distribute gifts.
She clarified that she is only running in 2016 after Noynoy’s term of office.
Kris said she initially hinted to her ABS-CBN bosses about her political plans in 2013, but was reminded that her contract obligations with the network will expire in 2015.
She said she wants to follow in the footsteps of Batangas Gov. Vilma Santos.


She said: “Hindi ko nakakalimutan ‘yong sinabi ng mom ko na if there is anybody in showbiz na I should be emulating its Ate Vi ‘yon. Kasi pagkatapos ng napakagandang karera niya sa industriya natin, nakapagbigay naman siya ng magandang serbisyo. Una sa Lipa (as mayor) and then after sa Batangas.”
Meanwhile, Kris was asked to comment on model-actress Isabel Oli denying any romantic relationship with her estranged husband, James Yap.
She maintained that Yap’s love life is no longer her concern. "Okay lang. You know if they will, or if they are closer, it’s none of my business anymore. As in the same way na di naman nakiki-alam si James sa buhay pag-ibig ko." -Report from Marie Lozano, ABS-CBN News

Ninoy vowed to drop Sabah claim to get KL support vs Marcos’

MANILA, Philippines - Former senator Benigno “Ninoy” Aquino Jr. had promised Malaysia in 1983 that the Philippines would drop its claim over Sabah in exchange for its support in the move to oust strongman Ferdinand Marcos, a former foreign affairs official revealed yesterday.
Hermes Dorado, former national territory division head of the Department of Foreign Affairs, said Aquino met with then Malaysian Prime Minister Mohammad Mahathir before he went back to the Philippines and was assassinated on Aug. 21, 1983.
Dorado said there were no official records of the supposed meeting between Aquino and Mahathir, but said he “became privy to this bit of intelligence” from former ambassador and retired general Rafael Ileto.
“General Ileto indirectly confirmed that Ninoy Aquino asked for help from Mahathir in exchange for dropping the Sabah claim when he gains power,” Dorado told a forum at the University of the Philippines in Quezon City.
Dorado said Ileto was the person assigned to monitor Aquino’s movement on his journey back to Manila.
“There was a commitment to help oust Marcos,” he added. “That is the reason why the government today is somehow reluctant to support the Sabah claim.”

“Our hands are tied today because the leadership up to this day is committed to drop the Philippine claim of Sabah,” he said.
According to Dorado, the clearest proof of Ninoy’s supposed pledge to Malaysia will be found in the 1987 Constitution, which was written during the presidency of his widow Corazon Aquino.
Dorado said the 1987 Constitution amended the first article of the 1973 Constitution and removed the phrase, “and all other territories belonging to the Philippines by historic right or legal title.”
The 1987 Constitution revised the definition of Philippine territory and “deleted Sabah as a historic claim backed up by the legal title pertaining to the sultanate of Sulu,” he added.
Dorado said Mrs. Aquino had no choice but to honor Ninoy’s commitment to Mahathir because she needed support from ASEAN nations to legitimize her ascendancy to the presidency through the people power revolution.
“Malaysian Prime Minister Mahathir adamantly refused to attend the ASEAN Summit in Manila until President Cory made a firm commitment to amend Article 1 of the 1973 Constitution,” Dorado pointed out.
“Malaysian hard-ball diplomatic and guerrilla war maneuverings, backed by shrewd use of economic leverage, sourced from huge revenues from oil extracted in Sabah, were completed by 1987,” he added.
“They succeeded in forcing the Constitutional Commission to drop the Philippine Sabah claim, hands down.”
Dorado said the amended Baselines Law approved in March 2009 resulted in the exclusion of Sabah from the Philippine territory.
He said the amended law removed Section 2 of the 1968 law that included the phrase, “…the territory of Sabah, situated in North Borneo, over which the Republic of the Philippines has acquired dominion and sovereignty.”
“Removal of the specific reference to Sabah represented a disastrous outcome to the claims of the sultanate of Sulu,” Dorado said.
He claimed the results of the supposed “Ninoy-Mahathir pact” have destroyed all peaceful possibilities of pursuing the country’s claims.



Proprietary rights
Reacting to Dorado’s presentation, Princess Jacel Kiram – daughter of Sulu Sultan Jamalul Kiram III – maintained that Filipinos have proprietary rights in Sabah.
“We have so much wealth in Sabah na dapat tayo ang nakikinabang (we should be the ones benefitting),” Jacel said.
She said the lease agreement over North Borneo expired in 1978.
She accused the Aquino administration of protecting the interests of the Malaysian prime minister rather than the interest of the Filipino people.
“I would prefer to be another (nationality) rather than a Filipino citizen under our current set of leaders,” she said.
During the forum, Jacel confirmed the meeting between her uncle Sultan Bantilan Esmail Kiram II and Interior Secretary Manuel Roxas II.
“This is the first official talk from our side and from the side of the government,” she said, declining to provide additional information as she was not privy to what was discussed in the meeting.
Jacel said the development was a “good gesture” on the part of the government, and that its intention was for the benefit of the Filipino people.

Group accuses President Aquino of treason

MANILA (Mindanao Examiner / March 6, 2013) - A Filipino group called Anakbayan has condemned President Benigno Aquino's handling of the crisis in North Borneo where Malaysian security forces are hunting down members of the Sultanate of Sulu.

More than two dozen people were killed in hostilities in the oil-rich island, just several nautical miles from Tawi-Tawi, since last month when about 200 followers of Sultan Jamalul Kiram landed in the town of Lahad Datu to exert their historical rights over North Borneo.

“Aquino has clearly committed treason when he did nothing as Malaysian forces attacked the Filipinos in Sabah,” Vencer Crisostomo, Anakbayan's national chairman, told the Mindanao Examiner.

He said Aquino seems to be taking his cue from the Malaysian government and has, from the beginning, failed to take a “sane, patriotic stand” regarding the Sabah claim. “He essentially gave the green light to the Malaysian government to proceed and massacre the Filipinos in Sabah. This is unforgivable, blood is on his hands,” he said.

Crisostomo said Aquino must call strongly on the Malaysian government and the international community to stop the massacre of Filipinos, instead of coming up with “conspiracy theories.”

Aquino has blamed the violence to Sultan Jamalul and his purported financiers. He also ordered authorities to unmask who are those financing Sultan Jamalul.

“Instead of made up stories of ‘conspiracy,’ he should immediately call for the halting of the all-out attack on Filipinos. The real conspiracy here is between Aquino and the Malaysian government, conniving to dispossess the Philippines and the Sultanate of the rightful claim to Sabah,” Crisostomo said.

He said the Sultanate of Sulu and the Philippines have a rightful claim to North Borneo, now called Sabah by Malaysia, which Aquino has continually ignored.

Crisostomo branded Aquino as “a puppet (of Malaysia) and traitor (to the Filipino people).”

Sabah crisis: Is Aquino siding with Malaysia to protect relatives’ business interests?

The “journey home” to Sabah of some 200 followers of the Sultanate of Sulu more than a month ago has escalated into a full blown humanitarian crisis. More than a thousand Filipinos have fled Sabah that for decades they called home. Men, women and children took any boat available in a frantic and perilous voyage away from the brutality of Malaysian forces. The number of refugees in Tawi-Tawi from Lahad Datu and other affected towns in Sabah is expected to grow in the coming days.
Those who fled recounted the atrocities that Filipinos suffered in the disputed territory. “Malaysian policemen ordered Filipino men to run as fast as they could and shot them,” said a report by the Philippine Daily Inquirer. “Even pregnant women and children have been hunted down and killed as the Malaysians fire mortars and embark on a house-to-house search,” according to the Philippine Star. These people are not part of the armed followers of Sultan Jamalul Kiram III. They just happen to be Filipinos.
Some are baffled while most are enraged by the attitude of the Aquino administration towards the Sabah crisis. From the onset, President Benigno Aquino III took a hardline stance against the Sulu royal forces. Jamalul’s brother Rajah Mudah Agbimuddin Kiram and his men must surrender before any talks can happen, Aquino insisted. Charges are being prepared versus the Kirams, claimed the Justice department. They may also be turned over to Malaysian authorities to face prosecution. MalacaƱang sowed intrigues to cast doubt on the motive and legitimacy of the Sultanate. The National Bureau of Investigation (NBI) is probing the alleged conspiracy between the Kirams and certain politicians. All these even as Aquino ignored appeals by the Sultanate and the United Nations (UN) to stop the Malaysian military assault and for parties to talk.

Palace and Foreign Affairs spokespersons, of course, expressed concern over the reported human rights abuses in Sabah. But their statements are meaningless amid the brutal military offensive launched by Prime Minister Najib Abdul Razak that Aquino practically sanctioned with his reckless position. The public perception is that Aquino abandoned his own people, surrendered the country’s rightful claim to Sabah and sided with Malaysia. Thus Aquino, like Prime Minister Najib Abdul Razak and his forces, is responsible for the carnage of Filipino men, women and children in Sabah.
But why is Aquino siding with Malaysia? One plausible explanation noted by analysts is the ongoing peace talks with the Moro Islamic Liberation Front (MILF) where Malaysia plays a key role as facilitator. Aquino does not want to displease Malaysia and risk undermining the negotiations.
However, it is also notable that since taking over in 2010, Aquino’s relatives who bankrolled his presidential bid have inked business deals with Malaysia. Could these business interests be another possible explanation for the administration’s handling of the Sabah crisis?
What are these business deals? One involves San Miguel Corporation (SMC) of Aquino’s uncle Eduardo “Danding” Cojuangco Jr. In August 2011, SMC acquired three subsidiaries of US oil giant Exxon Mobil’s downstream oil business in Malaysia. Worth $610 million, the transaction included the purchase by SMC of Esso Malaysia Bhd, Exxon Mobil Malaysia Sdn Bhd and Exxon Mobil Borneo Sdn Bhd. In its website, SMC said that the three companies form an integrated business engaged in refining, distribution and marketing of petroleum products. The physical assets include the 88,000 barrels per day Port Dickson refinery; seven fuel distribution terminals; and about 560 refilling stations.
SMC’s entry into the Malaysian downstream oil industry could be just the initial steps. Ramon S. Ang, president of the giant conglomerate, recently disclosed that SMC is eyeing big oil and natural gas field overseas. “If we were able to buy one of those, it would be like printing money forever,” Ang was quoted as saying. SMC is so serious about the plan that Ang said they are willing to let go of longtime core business San Miguel Brewery Inc. and new assets in power generation to raise funds. With its acquisition of Exxon Mobil’s downstream assets, SMC is in a strategic position to also corner upstream deals in oil-rich Malaysia.
The disputed state of Sabah itself is abundant in oil and gas resources. An article by the Philippine Star, quoting a 2012 study by Singapore-based FACTS Global Energy, reported that Sabah has reserves of about 11-12 trillion cubic feet of gas and at least 1.5 billion barrels of oil. The figures represent 12% and 15% of Malaysia’s natural gas and oil reserves, respectively, according to the report. Another article, by the Centre for Research on Globalization, noted that Sabah has 15 oil wells that can produce as many as 192,000 barrels a day. Also, four new oil fields have been discovered in its territorial waters in the past two years further increasing Sabah’s potential as oil producer.
Is Aquino avoiding displeasing Malaysia over the Sabah dispute so as not to undermine the grand multibillion dollar oil and gas ambitions of SMC and uncle Danding?
Another business deal involves AirAsia Philippines, the local affiliate of Malaysia-based AirAsia Bhd, the largest budget carrier in Southeast Asia. In November 2010, the Board of Investments (BOI) approved the formation of AirAsia Philippines as a joint venture between Malaysian investors and Filipino businessmen led by the President’s cousin Antonio “Tonyboy” Cojuangco Jr. Tonyboy and his Malaysian partners are aggressively expanding their operation in the Philippines with their recent acquisition of at least a 40% stake in local rival Zest Airways Inc.
Does Aquino fear that the contentious Sabah issue could somehow complicate the blooming Malaysian business partnership of his cousin Tonyboy?
Aquino could not just ignore the interests of his rich relatives. He won’t be President without their vital support.
Tonyboy was the biggest campaign donor of Aquino in 2010, based on the President’s official declaration to the Commission on Elections (Comelec). Out of the P440 million in campaign funds declared by Aquino, Tonyboy’s contribution accounted for almost a quarter with P100 million. While Danding was not officially listed as a campaign donor, it is widely believed that the tycoon and Marcos crony also supported the candidacy of his nephew.
If these business interests of his relatives played a key role in Aquino’s handling of the crisis, then the slaughter of our men, women and children in Sabah becomes much more revolting and enraging than it already is.

BI chief faces more raps over biometrics project

MANILA, Philippines - A second graft complaint was filed against Bureau of Immigration (BI) Commissioner Ricardo David Tuesday in connection with the alleged anomalies in a P50-million biometric system project.
David, who is under the supervision of the Department of Justice (DOJ), was charged before the Office of the Ombudsman with violating Republic Act 3019 (Anti-Graft and Corrupt Practices Act), RA 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees), RA 9184 (Government Procurement Reform Act) and Executive Order 292 (Administrative Code) for pursuing a project that is allegedly disadvantageous to the government.
Advocacy group Anti-Trapo Movement of the Philippines Inc., represented by founding chairperson Leon Peralta, also named in its complaint David’s head executive assistant, Grace Lara; Dino Vizconde, acting chief of BI’s information and communications technology division; and members of the bids and awards committee.
Peralta alleged that the project would waste government funds because the P50 million allotted to it would produce only a daily time record type of biometrics when the BI needs a border control and management system comparable to the Automated Fingerprint Identification System, acquired by the National Bureau of Investigation and the Philippine National Police for nearly P1 billion.
Peralta’s complaint is the second graft case filed against David within two months.
The advocacy group PRO-PIA (Philippine Immigration Advocates), composed mainly of BI employees and some private entities, alleged that the project was haphazardly offered without a thorough technical study and evaluation.

Ayon sa source, kaagad dinampot si Park ng mga kagawad ng Korean Immigration sa  Incheon ,  South Korea nang magpa-clear sa immigration counter.

Napag-alam din na nagalit ang Korean Embassy kung bakit nakalabas ng Filipinas si Park gayong may request umano sila (Korean Embassy) na agad i-deport si Park kapag ito ay nahuli upang papanagutin sa kasong large scale fraud dahil tinangay niya ang mahigit US$25 million mula sa mga investor.
Batay sa record ni Park, siya ay dumating sa bansa noong isang taon matapos takasan ang kanyang kaso.
Hiniling ng Korean Embassy sa BI na arestuhin si Park at agad na i-deport kapag siya ay nahuli.
Nahuli si Park nakaraang taon, at pansamantalang ikinulong sa BI Detention Cell sa Bicutan ngunit imbes pata-wan ng warrant of deportation, siya ay pinagkalooban ng 9G working visa.

Left and right approval of purportedly pro-poor programs like food generation and job creation through left and right approval of projects pending since PNoy took over as president
Supposed accomplishments, big and negligible, of all government agencies which will be played up to the hilt in both print and broadcast media
Multi-billion projects and plans for the future by Pnoy, and his senatorial bets if they get elected
Revival of old or long-decided cases against perceived enemies of Pnoy, especially former President Gloria Macapagal-Arroyo (GMA) and former Chief Justice Renato Corona
New cases or accusations, no matter how VULGARLY ILLOGICAL or senseless, against the perceived political foes
The Malacanang insider told me that the media barrage will be so INTENSE  that PNoy and his tribe WILL NOT TOUCH on issues damaging to their administration like the Sabah crisis and the veto of the magna Carta for the Por.
The idea, the insider said, is for the people to hear or read nothing but the ‘pa-pogi’ of Pnoy  until they get deaf to it and, even subconsciously, accept it as the truth.
“Like what you had written before, PNoy knows the truth that surveys claiming his senatorial bets are leading are nothing but lies. Unless they control or divert the public ire, PNoy knows they’re headed for a humiliating defeat in the elctions,” the insider told me.
Once this happenesa, boys and girls, I only have one question:

DANGER AHEAD


Don’t take the Mindanao power shortage and the possibility of election fraud or failure lightly. There’s something much more SCARY about it.
If it can happen to Mindanao, IT CAN HAPPEN ANYWHERE else in the country, where the chances of wining of senatorial candidates of PNoy are as WEAK, or WEAKER, as the odds against them in Mindanao.
Making the issue more SUSPICIOUS is PNoy himself first declared that there will be no power problem in Mindanao come the polls.
And the next day, in total contradiction of PNoy, the Department of Energy (DoE) can categorically say this early that IT CANNOT guarantee a brownout-free election Mindanao.
Question: Whose LYING between PNoy and the DoE? If nobody is, what made PNoy issue an apparently BASELESS DECLARATION on an issue as sensitive as the Mindanao power crisis?
Believe me, Pnoy and his boys won’t admit to INCOMPETENCE/
But more importantly, if the DoE can give a grim forecast this early on the Mindanao power crisis, what will stop I from giving similar forecasts for other areas in the coming days?
The power shortage in Mindanao has been a problem since PNoy assumed office, yes. And no similar crisis has been reported, yet, in other areas.
But keep in mind, guys, that the DoE, or even Napocor, can come up with a thousand and one reasons for a sudden loss of electrical power come Election Day -- sudden breakdown of a major component in a power plant, sabotage of transmission lines, name it.  
And anybody correct me if I’m wrong, there have been NO REPORTS OF PREEMPTIVE MEASURES, like systems checks or maintenance operations, among government power plants UP TO NOW, including Metro Manila.
Earlier reports said water is being stockpiled in Mindanao hydro power dams.
Question: What about the turbines and other machines in the dams? Are these being checked or repaired already if necessary? If no, WHY NOT?

The Ombudsman has charged Immigration Commissioner Ricardo David with graft for replacing the chief of the agency’s intelligence division despite orders from the Civil Service Commission (CSC) and the Department of Justice to reinstate the latter.
The charge was based on a complaint filed by lawyer Faizal Hussin, who accused David of violating the Anti-Graft and Corrupt Practices Act by failing to reinstate him.
The person who replaced Hussin, lawyer Antonette Bucasas-Mangrobang, was also slapped charges of grave misconduct and usurpation of public functions under the Penal Code. Both charges carry imprisonment and disqualification from holding public office.
The CSC, in its order dated Oct. 25, 2012, affirmed its earlier decision and ordered Justice Secretary Leila de Lima to reinstate Hussin to his original position as chief of the intelligence division of the Bureau of Immigration. Pursuant to the CSC ruling, De Lima had issued a memorandum to the BI dated March 22, 2012, directing David to “immediately implement the said CSC resolution and the department order.”
“Instead of complying with the CSC resolution and the memorandum of Secretary De Lima, Commissioner David, displaying an arrogance rarely seen in public service, issued a memorandum to all the BI personnel clearly stating that Attorney Mangrobang shall continue to be the intelligence chief,” the complaint said.
David assigned Hussin to the Commissioner’s Office and ordered him to seek the prior concurrence of Mangrobang for resources and assistance in the job.
Hussin said David’s act was in stern defiance of the CSC and the justice department’s order.
“If David is allowed to defy orders of the Civil Service Commission and secretary of justice, his immediate superior, nothing will come out of the daang matuwid (straight path) of the President, and others will follow suit,” Hussin said.

HE HAS EVEN ALLOWED NON-PLANTILLA PERSONNEL IN THE BUREAU TO SCREEN OUT FOREIGNERS ENTERING THE COUNTRY.

WE WERE JUST WONDERING WHY THIS GUY IS ALLOWED BY THE PRESIDENT TO RUN AMUCK IN THE IMMIGRATION OFFICE. MARAMING NAGSASABI NA HINDI LANG BOBO ANG TAONG ITO, ABUSADO RIN.

THIS GUY HAS JUST BEEN RECENTLY CHARGED WITH 3 MAJOR GRAFT CASES AT THE SANDIGANBAYAN. WE HOPE HE WILL BE CONVICTED AND EVEN IMPRISONED.

IN FACT, DUE THE RECENT ESCAPE OF A HIGH-PROFILE KOREAN FUGITIVE LAST WEEK, THIS GUY SHOUD BE EFFECTIVELY REMOVED WITH RESPECT TO HIS COMMAND RESPONSIBILITY.

Do-nothing Noynoy

Noynoy the other day assured that come election day, there will be no brownouts in Mindanao.
Gee, that’s hardly reassuring to Mindanaoans, considering that they have been plagued by daily brownouts for sometime, and without Noynoy and his Palace boys doing anything about these brownouts at all.
In 2011, there was already issued a dire warning of the danger of more and more brownouts hitting Mindanao, and even Metro Manila.
The warnings have been repeated in 2012 of a power crisis in Mindanao in 2013, again there was inaction on the part of Noynoy.
Despite these early warnings, and with brownouts already greeting the people of Mindanao for some time, Noynoy and his administration failed to do anything at all.
One recalls that in some kind of Mindanao summit, when the problem of the continuous power crisis in Mindanao was the agenda, Noynoy said something to the effect that if Mindanaoans wanted power, they would have to pay for more expensive power rates, adding that Mindanao has been enjoying cheap power rates through hydroelectric power, and that this could no longer continue.
That was pretty unfeeling of him to say that, especially as the Mindanaoans — and for that matter, the entire Philippine population — were, and are still reeling from high prices and high taxes, not to mention less and less jobs, and more and more poverty under the Aquino III government.
What was noted, however, was that even as Noynoy threatened the Mindanaoans with higher power prices, he did nothing at all to resolve the ongoing power problem in that region.
Now the problem has escalated, and all Noynoy can guarantee is that on election day, no brownouts will occur.
His “instant” solution to the power crisis in Mindanao for election day is to use the dirty “diesel,” in replacement of the hydro power supply of electricity in Mindanao as an alternative to resolve the massive brownouts being experienced by hundreds of residents and industries in the southern region.
He even said the Department of Energy already has a solution to the power problem.
“Now, to solve the crisis in Mindanao, probably by tomorrow, Secretary Petilla will be presenting an immediate solution,” Noynoy was quoted as saying.
He repeated what he said a year or so back on cheap rates that cannot continue, saying that the electricity rate in Mindanao has been cheap for years because of its being hydro-based. The natural flow of water from the vast Maria Cristina falls is the major source of hydro-power that is distributed throughout Mindanao.
So why didn’t he move to face the power crisis in Mindanao head on then? There were 13 recommendations made by the Mindanao Power Summit in April last year, part of which was to accelerate the rehabilitation of all the Agus hydro plants not producing their designed capacity; accelerate the implementation of the Balo-i flood control project and rehabilitation of the Pulangui plant to produce at least 254 megawatts of cheap, renewable energy; accelerate the construction of renewable energy power plants instead of coal plants, as well as compel Power Sector Assets and Liabilities Management Corp.-National Power Corp. to deploy its power barges to Mindanao to take up the power shortfall while additional capacity is being created from renewable energy sources.
Noynoy’s solution again is for diesel power generators, which definitely will cause power rates to soar, which again would put more people in the poorhouse.
Noynoy appears to be as laidback as his mother in facing really big problems and crises. Cory was already warned for a long time about the looming power crisis in the mid-80s, but she and her administrators did nothing about it, the result of which was the daily 12-hour blackouts that took a toll on business, and eventually, relying on power generators, followed by the onerous Ramos independent power producer and public-private partnership, and we now have become the country that has the second highest, if not the highest, power rates.

We are being ruled by a President who doesn't really care about our future. What he cares about are only his friends, relatives and his hacienda. Halata naman talaga. He keeps on attending conferences and meetings in Makati while he should be visiting poor people in the provinces and in the mountains.

Our President is unpatriotic and a fool. He is a loudmouth, sarcastic and a bigot. Mababa ang tingin niya sa ordinaryong mamamayan.

He could not even make an international appeal for humanitarian consideration sa mga kababayan nating minamal-trato ng Malaysian police.

My brothers and sisters, fellow professionals in the private and government sector, let us put a stop to this IDIOCY. 

Ginagago na po tayo ni PNOY harap-harapan. The truth is: HE IS ONLY LOOKING AFTER HIS FAMILY'S BUSINESS INTERESTS.

San Miguel puts off $6-b airport project

San Miguel Corp. said Wednesday it pushed back a plan to build its own $6-billion airport project amid the government’s policy of prohibiting airline operators from engaging in airport management.

The conglomerate earlier announced it would build its own airport, in partnership with the Lucio Tan group, to address the requirements of both PAL and its low-cost carrier AirPhil Express.

“We were supposed to present our proposal to President [Aquino] in January to ask his permission to build our own airport. However, sometime in Nov. or Dec., the [Transportation Department] came out with new rules banning airline operators to join in the bidding for the Mactan-Cebu airport project. Because of this decision, we have to look into the government’s policy to avoid conflict. They might disapprove our proposal since we have a stake in PAL,” Ramon Ang, SMC president, told reporters.

Ang was referring to the terms of the Mactan-Cebu project, which stated that airline companies and entities with any relationship with an airline company may own up to a maximum of 33 percent of the shares in the winning bidder’s special purpose company, as long as no airline company is directly involved in operations.

“It seems to me that the new policy prohibits airline operators to operate or manage an airport. That’s the implication of the new rules,” Ang said.

He earlier said San Miguel and the Lucio Tan Group were jointly evaluating the possibility of constructing an airport that would address the airline’s requirements and serve as the country’s main gateway.

Ang had said the planned new international airport would be financed by San Miguel and Lucio Tan, the major shareholders of PAL.

The proposed airport will be built in a 2,000- hectare property in a still undisclosed location. It will have four runways that can accommodate simultaneous takeoff and landing.

Ang added that San Miguel and PAL had discussed with Korean contractors to finish the project in three years.
“I’m just waiting for all their cards to be on the table so we can address whatever concerns they have. After that, then it’s time for us to go to the national government and present our proposal. I’m still hopeful this project will push through,” Ang said.
